a. Amendment 0002, page 3, subparagraph l, replaced Attachment J-1, Exhibit 1, Frequency of Work for 1900 Massachusetts Ave., SE (RSC). The posting of this amendment did not correctly upload this revised attachment. As a result, this amendment again re-issues the revised Attachment J-1, Exhibit 1, Frequency of Work for 1900 Massachusetts Ave., SE (RSC) (per Amendment 0002). Note that the revised Attachment J-1, Exhibit 1, provides additional schedule limitations for performing services at 1900 Massachusetts Ave., SE (RSC). Ensure all prices incorporate any changes that may be a result of these schedule limitations.
b. Amendment 0003 provides a response to a question received regarding the quantity of trash and recycling containers and the number of times the containers are serviced. This amendment makes the following changes to Attachment J-4, Trash/Recycling Removal/Disposal Services to align with the response provided to the question in Amendment 0003 (changes in red font):
(1) Change Section 1.1.2 as follows:
“1.1.2 All solid waste collected as a requirement of this purchase order shall be removed from the premises and transported to a solid waste disposal facility that has been certified by the appropriate state agency responsible for solid waste management, or by the Environmental Protection Agency. Trash and solid waste shall be removed for all locations identified under CLIN 0004 a minimum of two times a week.
1.1.3 The Contractor shall provide a sufficient sized waste removal container to accommodate all trash generated between pick-up dates. The current trash container requirements for the locations identified in CLIN 0004 (and all corresponding option CLINs) are as follows:
1900 Massachusetts Ave., SE (RSC): One 8-yard container;
910 Rhode Island Ave., NE: One 8-yard container; and 3850 South Capitol St., SE: One 8-yard container.
The COR shall approve all locations prior to placement. The Contractor shall be responsible for the delivery, maintenance, repair, cleanliness, labeling, and removal of trash and solid waste containers throughout the purchase order period of performance. The containers must be kept free of holes, pests, grease, oil, and odors, etc.”
(2) Change Section 1.2.1 as follows:
“1.2.1 The Contractor shall submit a quarterly report to the COR showing the total weight or cubic yards of trash hauled. If the Contractor cannot provide total weight or cubic yards of trash hauled, the Contractor shall provide to the COR the container size, the number of containers, and the number of pickups and/or tips for each quarter. Recycling shall be removed for all locations identified under CLIN 0004 a minimum of two times a week.”
(3) Change Section 2.2 as follows:
“2.2 The Contractor shall provide a sufficient sized recycling container(s) to accommodate all recycling that is generated between pick-up dates. The current recycling container requirements for the locations identified in CLIN 0004 (and all corresponding option CLINs) are as follows:
1900 Massachusetts Ave., SE (RSC): One 6-yard container for recycling;
910 Rhode Island Ave., NE: One 4-yard container for recycling; and 3850 South Capitol St., SE: One 4-yard container for recycling.
The Contractor shall be accountable for all recycling equipment and containers belonging to the Recycling Contractor and shall use it only for the intended purpose. The Contractor shall be responsible for the delivery, maintenance, repair, cleanliness, labeling, and removal of recycling container(s) throughout the purchase order period of performance. The containers must be kept free of holes, pests, grease, oil, and odors, etc.”
c. Replace solicitation pages 2 through 7 with the attached revised pages 2 through 7. The revised pages correct the contract line items numbers (CLINs) so the sub-CLINs are in alphabetical order. Changes are identified in red font.
d. Replace Attachment J-15, Solicitation Pricing Sheet (issued with Amendment 0004), with the attached revised Attachment J-15, Solicitation Pricing Sheet. The revised Solicitation Pricing Sheet provides additional clarifying notes to page 9, unit prices for Attachment J-6, Additional Services, and makes the same sub-CLIN corrections identified above in the revised solicitation pages 2 through 7 (also issued via this amendment). All price quotes must be resubmitted using this revised Attachment J-15 so that prices are aligned to the numbering of the sub-CLINs.
e. Pricing of Option Periods of Performance.
(1) This solicitation incorporates a Service Contract Labor Standards Wage Determination. In accordance with subparagraph (b) of the Fair Labor Standards and Service Contract Labor Standards-Price Adjustment Clause, FAR 52.222-43, those entities submitting a quote shall not include escalation of wage and fringe benefit rates for Service Contract Labor Standards covered employees in the option periods of performance. Wage and fringe benefit rates used for the base performance period will be used in pricing labor costs for all periods of performance in the option years. In accordance with the referenced clause, the contractor may be entitled to an adjustment in contract price only when a new Service Contract Labor Standards wage determination is modified into the contract and it affects wages and fringe benefits of covered employees.
(2) All price quotes shall be resubmitted using the attached revised Attachment J-15 and shall not include an escalation for labor for option periods of performance. If any escalation is included for Contractor costs other than Service Contract Labor Standards covered employees, the Attachment J-15 shall include a note that stipulates the escalation is not related to any costs for covered employees.
f. All price quotes shall ensure the above revisions are incorporated. Revised quotes are due as identified in the letter, re: Notice of Invitation for Communications. This amendment must be acknowledged no later than no later than the due date and time for revised quotes identified in the above mentioned letter.
