Training Group Facilitators, Training Trainers, and Technical Assistance for Program
Integrity and Quality Improvement: Manualized Cognitive-Behavioral Therapy
C.1 Background. Court Services Offenders Supervision Agency (CSOSA) was established under Section 11232 of the National Capital Revitalization and Self-Government Improvement Act of 1997 to effectuate the reorganization and transition of functions relating to pretrial services, parole, adult probation and offender supervision in the District of Columbia to a Federal Branch Agency. The mission of CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. CSOSA is responsible for the supervision of all probationers and parolees held under the authority of any United States or District of Columbia statute, or any other lawful authority and entrusted to the District.
C.1.1 CSOSA supervises offenders by assessing each offender’s risk and needs in order to develop individualized intervention plans. Intervention plans integrate risk containment and cognitive behavioral interventions in response to the identified needs for offenders who present a high risk of additional criminal activity. Intervention Specialists conduct specialized needs assessments, referring and placing offenders into cognitive behavioral interventions based on their assessed risk and needs. Intervention Specialists support and guide behavioral changes through facilitating individual and group cognitive behavioral interventions, primarily targeting antisocial cognitions, antisocial temperament/attitudes, and antisocial associates.
C.1.2 Community Supervision Officers (CSOs) and Intervention Specialists work together to assess offender risk, their propensity to commit violent offends, criminogenic needs, develop intervention plans, and deliver interventions prescribed in these plans. The case plans focus on improving offender’s fundamental stability in the community, mitigating or containing their risk, and addressing needs related to antisocial cognitions, antisocial temperament/attitudes, and antisocial associates in order for them to desist their criminal behaviors.
C.1.3 Cognitive-behavior therapy is based on the assumption that cognitive deficits and distortions characteristic of offenders are learned rather than inherent. Programs for offenders, therefore, emphasize individual accountability and attempt to teach offenders to understand the thinking processes and choices that immediately preceded their criminal behavior. Learning to self-monitor thinking is typically the first step. After which, the therapeutic techniques seek to help offenders identify and correct biased, risky, or deficient thinking patterns. All cognitive behavioral interventions, therefore, employ a set of structured techniques aimed at building cognitive skills in areas where offenders show deficits and restructuring cognition in areas where offenders’ thinking is biased or distorted.
C.1.4 Manualized Cognitive Behavior Therapies (CBT) for offender populations are written curricula that serve as a guide for content and style of treatment delivery. Manualized CBT provides an operational design that has been shown to improve offender outcomes.
Appropriate and consistent delivery of manualized curricula have an increased chance of reducing the rates of re-arrest, reconviction, or a return to incarceration among criminal offenders.
