SECTION B – SUPPLIES OR SERVICE AND PRICES/COST
B.1 Type of Contract. This is a firm-fixed price purchase order.

SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Remote Computer and Internet Device Monitoring
C.1.0 Background
CSOSA was established under Section 11232 of the National Capital Revitalization and Self- Government Improvement Act of 1997 to effectuate the reorganization and transition of functions relating to pretrial services, parole, adult probation and offender supervision in the District of Columbia to a Federal Branch Agency. The mission of CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. CSOSA is responsible for the supervision of all probationers and parolees held under the authority of any United States or District of Columbia statute, or any other lawful authority and entrusted to the District.
CSOSA supervises offenders by integrating risk containment and behavioral interventions for offenders who present a high risk of additional criminal activity. Office of Community Supervision and Intervention Services (OCSIS) personnel consist primarily of Community Supervision Officers engaged in risk assessment, surveillance and case management activities for offenders on probation, parole, and supervised release.
C.2.0 Objectives
The CSOSA Office of Community Supervision and Intervention Services (OCSIS) seeks a remote Internet monitoring and management software tools that allow supervision officers to monitor and manage a computer and/or mobile device user's activity while customizing controls to fit the risk and treatment goals of community corrections. The desired tool will allow remote setup of the service on offenders’ devices and remote control of all monitoring and management features.
Personnel assigned to the OCSIS Special Supervision Services teams who supervise offenders on probation, parole or supervise offenders release for sex offenses will employ the tools. CSOSA anticipates monitoring up to 30 offenders on a daily basis
C.3.0 SCOPE
The contractor shall provide remote Internet monitoring and management software tools that allow supervision officers to monitor and manage a computer and/or mobile device user's activity while customizing controls to fit the risk and treatment goals of community corrections.
The desired tool will allow remote setup of the service on offenders’ devices and control all monitoring and management features from a remote location. The contractor shall provide an array of fixed and ad hoc reports on offenders’ Internet use.
C.3.1 The contractor shall provide all personnel, equipment, supplies, tools, materials, curricula and other items and non-personal services necessary to complete the work as defined in this Statement of Work (SOW), except for those items specified as government furnished property and equipment (GFP/GFE) and services.
C.3.2 Period of Performance: The period of performance will be for a base period of twelve months plus four one-year option years, if exercised, for a total performance period of five (5) years.
C.4.0 Requirements
C.4.1 The contractor shall provide the Internet monitoring and management tools that will enable government personnel to:
1. Monitor computer and/or mobile device Internet use and alert officers of violations on a close to real time basis.
2. Restrict the nature and extent of offenders’ Internet use.
3. Receive notifications about restricted use of Internet via computer, tablet, or smartphone by individuals on probation, parole or supervised release.
4. Allow CSOSA personnel to install monitoring software via a remote connection.
5. Allow CSOSA personnel to set user controls including:
User time restrictions, keyword/phrase filtering Blocking Data exclusion
6. Receive different levels of reporting to include, but not limited to:
Reports by individual offenders Report of all clients assigned to a single Community Supervision Officer (CSO) Report of all CSO’s clients assigned to a particular Supervisory Community
Supervision Officer Report of all client activity connected for monitoring Reports that provides, at a minimum, detail of the following:
o Screenshots of prohibited types of Internet use o Image(s) access via the Internet or other external devises o Web search activities triggered by key words such as “pic,” “let’s meet”, or other customizable phrases, such as a victim’s name o Dialogues conducted over chat rooms that may include all outgoing dialogues or dialogues triggered by customizable parameters o Internet usage by type of activity and web sites visited o Use of peripherals (removable storage devices) such as an external hard drive o Customizable (ad hoc) reports that personnel can generate from the data fields available within the system o Monitoring data on offender use must be maintained for the duration of the contract
C.4.1.1 The Internet monitoring and management tools must have these remote features Sign in to the system from any Internet enabled device-such as PC, tablet, or mobile phone Generate communication with the offender or reports upon violation alerts Spot check offenders’ activities on demand or in response to alerts
C.4.1.2 The Internet monitoring and management tool may also have these remote features:
Allow CSOSA personnel initiate settings on monitored devices to block access to o Predefined social networking sites, chat rooms, and websites o High-risk sites, such as those promoting weapons, pornography, child pornography, violent sexual acts, etc.
o Content with a victim’s name
Restrict Internet use by time of day
C.4.1.3 The Internet monitoring and management tool must not require Community Supervision Officers (CSOs) to have specialized computer skills.
C.5.0. Tasks
C.5.1 Within 30 days of award, the contractor shall make access to sign-in individual devices for monitoring.
C.5.2 Within seven (7) days of award, the contractor will provide the government with written instructions on how to establish user accounts, register offenders’ devices, and generate reports.
C.5.3 As requested by the CSOSA personnel, the contractor shall provide on-line and telephone customer support to individual users for assistance with using the service or generating required reports.
C.5.4 On a weekly basis, the contractor shall provide to CSOSA reports executable by user-defined date ranges.
SECTION D - PACKAGING AND MARKING
D.1 Packaging and marking of CLIN 0001 shall be in accordance with standard industry practices. Items shall be addressed to the attention of the Contracting Officer’s Representative (COR) identified in Section G.1. Submit license information, software keys, serial numbers, authorization codes, activation codes, etc. to the Contracting Officer’s Representative identified in Section G.1.
SECTION E - INSPECTION AND ACCEPTANCE
E.1 Inspection and acceptance shall be in accordance with FAR 52.212-4(a) and below.
E.2 The Contracting Officer’s Representative (COR) will notify the contractor whether its delivery is acceptable in accordance with the terms of the purchase order.
E.2.1 All items within CLINs 0001, 1001, 2001, 3001, and 4001 must be received and accepted by the COR before the Contractor can invoice any amount.
SECTION F – DELIVERIES AND PERFORMANCE

F.2 Notice of Contractor Delays
In the event the Contractor encounters, or anticipates encountering, difficulty in meeting performance requirements, or in complying with the purchase order delivery schedule or completion date, or whether the Contractor has knowledge that any actual or potential situation is delaying, or threatens to delay, timely performance, the Contractor shall immediately, within one
(1) business day, notify the Contracting Officer and the COR, in writing, giving pertinent details;
provided, however, that this notification shall be informational only in character, and that this provision shall not be construed as a waiver by CSOSA of any delivery schedule or date, or any rights or remedies provided by law or under this purchase order.
SECTION G - CONTRACT ADMINISTRATION DATA
G.1 Contracting Officer’s Representative
G.1.1 The Contracting Officer’s Representative (COR) for this purchase order is:

G.1.2 The COR is responsible for the technical aspects of the purchase order and serves as the liaison with the contractor. The COR is responsible for the final inspection and acceptance of all work performed and such other responsibilities as may be specified in this purchase order.
G.1.3 The COR is not authorized to make any commitments or otherwise obligate the Government or authorize any changes, which affect the purchase order price, terms or conditions. Any contractor request for changes shall be referred to the Contracting Officer directly or through the COR. No such changes shall be made without the express written prior authorization of the Contacting Officer.
G.2 Contracting Officer
G.2.1 The Contracting Officer is the only person authorized to approve changes to any of the terms and conditions of this contract. In the event the contractor effects any changes at the direction of any person other than the Contracting Officer, the changes will be considered to have been made without authority and no adjustment will be made in the purchase order price to cover any increase in costs incurred as a result thereof. The Contracting Officer shall be the only individual authorized to accept nonconforming work, waive any requirement of the purchase order, or to modify any term or condition of this purchase order. The Contracting Officer is the only individual who can legally obligate government funds. No cost chargeable to the proposed purchase order can be incurred before receipt of a fully executed contract, which includes any subsequent purchase order modifications or other specific written authorization from the Contracting Officer.
G.2.2 The contractor shall not comply with any order, direction or request of government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this purchase order. No order, statement, or conduct of government personnel, other than the Contracting Officer, who visit the contractor’s facilities or in any other manner communicate with contractor personnel during the performance of this purchase order shall constitute a change under the terms for changes included in
FAR 52.212-4 of this purchase order.
G.2.3 The procuring and administering Contracting Officer for this purchase order is:

G.3 Electronic Invoicing and Payment Requirements – Invoice Processing Platform
G.3.1 Payment requests must be submitted electronically through the U.S. Department of Treasury’s Invoice Processing Platform (IPP) system using the “Bill to Agency” of Interior Business Center – FMD.
G.3.2 Definitions.
G.3.2.1 “Contract” as used throughout this clause means the type of contract identified in Section B.2 above.
G.3.2.2 “Payment request” means any request for contract financing payment or invoice payment by the Contractor.
G.3.3 To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract or the clause FAR 552.212-4, Contract Terms and Conditions – Commercial Items, included in this award.
G.3.4 IPP Registration. The IPP website address is: https://www.ipp.gov. The Contractor must use the IPP website to register, access, and use IPP for submitting requests for payment.
The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve normally within 3-5 business days of the contract award date. Assistance with enrollment may be obtained by contacting the IPP Production Helpdesk via email at IPPCustomerSupport@fiscal.treasury.gov or by phone at (866) 973-3131.
G.3.5 Payment Request/Invoice Submission.
G.3.5.1 Invoices shall be submitted in IPP with a unique invoice number and no more than once a month, unless otherwise authorized under this contract.
G.3.5.2 The payment request/invoice submission must identify the specific Contract Line Item Numbers (CLINs) for which the Contractor is seeking payment under the contract.

G.3.5.3 In addition to providing the information required by IPP, the Contractor shall include in IPP as an attachment(s) to the specific payment request/invoice amount the following information for each CLIN.
a. For supplies, provide the description, unit of measure, quantity, unit price, extended total price of the supplies invoiced and date of shipment or delivery.
b. For services:
(1) Provide a description of services performed, e.g., labor category, hours worked by date, hourly rate, and amount billed by labor category, and total invoice amount.
(2) For labor hour CLINs, as authorized by FAR 52.212-4, section (i) Payments, the Contractor shall substantiate each payment request/invoice submitted by including individual daily job timecards for each person (on-site and off-site) performing any work under this contract.
G.3.6 CSOSA is bound by the Prompt Payment Act (5 CFR Part 1315) to reimburse contractors on the 30th calendar day after a proper and valid invoice is officially received by the Agency.
G.3.6.1 Invoices submitted in IPP to incorrect CLINs and/or without required or valid attachment information are not considered proper.
G.3.6.2 Improper or invalid IPP invoices shall be disputed / rejected by CSOSA in their entirety. If the invoice is disputed / rejected by CSOSA, the CO or COR appointed to the contract will notify the Contractor in writing of the dispute within seven (7) days of the CSOSA invoice official receipt date (the received date stamped on the invoice by OFM). CSOSA’s written dispute / rejection notification will identify the specific invoice items and amounts being disputed, reason the items or amounts are disputed, a reference to the specific terms of the contract which supports the government’s dispute and a request for an immediate explanation and / or corrected invoice. In addition, the invoice will be rejected by CSOSA in IPP. The Contractor shall re-submit corrected invoices in IPP, with required attachments, using a new, unique invoice number.
G.3.6.3 Properly disputed invoice amounts are not subject to late payment interest computations during the period of dispute. Per FAR Part 32 the Contracting Officer has the final authority to approve payment of an invoice.
G.3.7 The Contractor should review IPP to determine the current status of a submitted invoice. Contractor inquiries concerning an invoice payment may be made to the CSOSA Office of Financial Management (OFM) thirty (30) calendar days after a proper invoice has been submitted. SECTION H - SPECIAL REQUIREMENTS
1.0 CSOSA VENDOR INFORMATION SECURITY REQUIREMENTS:
All electronic data containing personally identifiable information (PII) regarding CSOSA staff, offenders and/or clients, must reside within the boundaries of the CSOSA data center. Vendors are prohibited from creating, processing, and/or storing electronic data and information containing personally identifiable information (PII) regarding CSOSA staff, offenders and/or clients on other than government-owned and furnished computing equipment.
To clarify , vendors may not create, process, or store electronic data and information containing personally identifiable information (PII) regarding CSOSA staff, offenders and/or clients on the company computer systems, servers, laptops, mobile devices, smartphones, USB drives, or any online or cloud storage or file back-up system (including by not limited to Dropbox, Google Docs, iCloud, SkyDrive, Mozy, etc.
As appropriate, vendors will obtain CSOSA network and computer systems user accounts, including capabilities for secure remote access where appropriate, and be subject to all agency policies and operational instructions regarding information security and privacy. In the case of secure remote access, the vendor would access the secure CSOSA network via their company or personal computers; however all electronic data and information creation, processing, and \storage must occur only on CSOSA servers and information systems via the secure remote connection. Any exceptions must be formally approved in writing by the CSOSA Director, Chief Privacy Officer, Chief Information Security Officer, Records Management Officer, and formally distributed to the vendor in writing via the authorized CSOSA Contracting Officer. If exceptions are granted, specific information security and privacy requirements will be determined and formally provided to the vendor, via a formal modification to the contract, at time of approval.
Such requirements will include at minimum, compliance with the Federal Information Security Management Act, privacy Act of 1974, and other applicable laws, regulations, policies and requirements.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
