RFP 954767-24-R-0513 Questions and Responses
Question USHMM Response
Related to the solicitation for Architect and Engineering Services for the U.S. Holocaust Museum, a requirement for the professional services of a retail consultant was not listed. Is the museum store part of the scope of work, and if so would a consultant specialized in retail planning, operations, and museum store design be required?
While we do not anticipate any work in the Museum Shop during the contract period, offerors may include a retail consultant on their team.
Is the museum cafe out of scope since it is not part of the museum building? Design work is often performed through the contractor who operates the Museum Cafe, but offerors may include a food service consultant on their team.

I don’t see the solicitation documents to solicitation #954767-24-R-0513 if you could provide me with the necessary documentation so we can proceed forward with evaluating this opportunity that would be very helpful.
The full text of the original soliciation can be found in the 'Description' section of this notice.
if we have supplemental consultants/specialists that are different from those listed in the minimum requirements, can we include their resumes? for example, civil engineer, WP consultant?
Offerors may include resumes for supplemental consultants/specialists other than those specified.
we like to have secondary consultants for the same discipline on the contract for flexibility -can those resumes be included? or should we include supplemental firm personnel on the organizational chart, without their resumes?
Offerors may include resumes for secondary consultants/specialists.
Can the deadline for questions be extended as Monday, May 27th is a federal holiday? Unfortunately the deadline cannot be extended.
There are no referenced disadvantaged business goals in the solicitation. Can you please confirm there is no target percentage prime firms should be mindful of when forming their consultant teams?
That is correct. There are no disadvantaged business goals for this solicitation.
Does the USHMM have a capital plan of proposed improvements that can be made available to proposers?
The Museum's capital improvement plan will not be provided.
Can you please clarify if “The total five year (base and four one-year options) estimated cost for all contracts is approximately $2,500,000.00” means the total bucket of improvements for the sum of the IDIQ contract holders over five years is estimated to be $2.5M or you are estimating the total value for each contract holder over five years to be $2.5M?
The total five year expenditure for all A&E task order contracts awarded from this solicitation is estimated at $2.5 million.
For SF330 Block F example projects, may we include projects from our subconsultants that the Prime Consultant is not a team member on or are the maximum 10 projects to be from the Prime consultant only?
Offeror's may include projects from subconsultants in which the Prime Consultant was not a team member. Example projects should best illustrate the proposed team's qualifications for this contract and, if possible select projects where multiple team members worked together that demonstrate the team's capability to perform work similar to that required for this contract.
Is this a new requirement or a re-compete? If it is a re-compete, who is the current incumbent and the awarded contract number providing this service please?
This is a recompete. Please see response above regarding incumbents. Contract numbers were AC-9531-19-0011, AC-9531-
19-0015, AC-9531-19-0013, AC-9531-19-0012
Are submissions limited to one sub-consultant for each discipline? Or may we include multiple sub-consultant options for some of the specialty design and engineering disciplines?
Offerors may include multiple sub-consultant options for the specialty design and engineering disciplines.
Will a short list of firms be interviewed? Or will selection/award be based on submissions only?
USHMM reserves the right to request oral presentations from one or more Offerors (in which case Museum shall make oral presentation procedures available in advance to selected Offeror(s)), and to request any or all Offerors to clarify or their proposals and resubmit such clarifications as a “Revised Proposal.” USHMM may also award a contract without discussion.
Will the distance from our office location to USHMM sites be part of the selection criteria? If so, what radius is considered beneficial?
Distance is a consideration in relation to cost and proximity for site visits for meetings, walkthroughs, assessments, etc.
Please confirm if security consulting services are required as part of the IDIQ proposed disciplines.
Security consulting services are not anticipated for this contract but Offeror's may submit a security consultant as part of their team.
The solicitation indicates all firms shall be licensed to practice their respective disciplines in DC and Maryland. Please clarify if this requirement is applicable to supporting roles (materials conservation, acoustics consulting) where firms do not include licensed architecture/engineering professionals. If registration with the state is required, please confirm if a pending registration is acceptable for supporting consultants as part of the solicitation response.
Team members should be available to perform work in Washington, DC and Maryland.
