DPS Infrastructure Maintenance RFP Q&A

[RFP 95476724R0300-P00001]

1. Due Date – The due date is currently Sunday April 7th. May we request this be moved to Monday April 8th?

Yes, proposals shall now be due April 8, 2024, 5:00 PM ET

2. B.1.2 - Is there an incumbent on this contract? If so, please provide the incumbent name, current contract number, length, value of the contract.

Yes, the present contract, USHMM K# AC-9531-18-0023, was awarded to:

CodeLynx, LLC 4937 Fargo Street North Charleston, SC 29418

Discounting reimbursables, the annual contract value is approximately $700,000.00, of which $65,000 reflects annual licensing pay-through.

3. Is this solicitation restricted to small businesses? Or can large businesses participate?

It is wholly unrestricted. There is no set-aside.

4. L.7.1.3 Staffing Plan/Capability - Is there a required Small Business goal for this solicitation?

No.

5. How many vendors would be awarded contracts as a part of this opportunity?

The answer depends on the nature of the proposals USHMM receives. The Museum reserves the right to make multiple awards, but only one award is anticipated at this time.

6. Will the Contractor have access to parking on USHMM property?

No.

7. Paragraph C.1.3 states that responses to this RFP may be provided by a Managed Service Provider which operates off site. Please define offsite “Managed Service Provider.” Will an offsite Managed Service Provider have remote access to the DPS network?

No.

8. RFP paragraph C.1.3 (page 2) states: “Museum currently employs a company to provide such services, who meets Museum’s requirements through the deployment of two full-time-equivalent technicians. Responses to this RFP may be provided by a fully onsite presence or alternatively by a Managed Service Provider which operates off site. In either case, there is a required onsite component as defined in Exhibits I & II. For an offsite Managed Service Provider (MSP), USHMM is requesting that this be bid as a separate option.” Questions: Is the work currently performed on-site (at USHMM) or remotely? Please provide the percent of the total service work being done today by the referenced (2) technicians on-site?

All network-related work is done onsite. Computers and like devices cannot be attached or connected from offsite locations.

9. Section 2. General Requirements A. (4) Can the Museum quantify the level of effort required under this contract for Engineering services in order to ensure uniform bidding?

Currently, USHMM’s requirements that call for the services of an engineer, come to approximately 2 hours/week. These typically entail research and development of plans, cost proposals, and/or project definition (e.g., door lock replacement, security camera interfaces, etc.).

10. Are emergency services and on call technicians considered part of the overall contract or are they billed separately on an as needed basis?

Prearranged schedules will be adjusted as needed to accommodate Museum operations and special events. However, Museum also desires the ad hoc availability of an on-call technician available upon prior USHMM request (primarily for weekend servicing).

11. Exhibit 1, 2.B(1) - Are spare parts costs to be included in the cost proposal or will these be billed separately as required?

Consumables -- the industry-standard, commercial goods the Contractor supplies in real-time and on an as-needed basis attendant to services in the ordinary course of business to USHMM and its other clients (e.g., miscellaneous hardware like cable-ties, fasteners, screws, switchplates, DPS Infrastructure Maintenance RFP Q&A Page 3 of 4 final published 03/18/2024 brackets; cabling and wire; batteries; mounts; scrapwood and shims; etc.) -- shall be considered incorporated in the retainer and not separately billed. If applicable, reimbursables can be addressed in pricing as a separate line item subject to a reasonably estimated not-to-exceed cap for the first contract year to facilitate USHMM budgeting at the time of award. However, applicability will be dependent on each Offerors’ proposed business models. Offerors should expressly indicate in their Business Proposal the extent to which parts costs are included or excluded from pricing, and the rationale therefore.

12. G.5.2 Withholding. “Museum shall withhold a 10% retainage of the total project price pending satisfactory completion of the Contract.” Can the government address how the withholding will take place over the duration of this contract if all options are exercised? What is the release mechanism or contract close out requirements associated with this withholding?

Withholding does not carry over contract years, but is paid out with the final billing of the extant contract year. USHMM reserves the right to waive the clause in its discretion, depending on its performance risk assessment and general applicability.

13. I. FAR 52.228-7 Cyber Insurance: The RFP specifies $10M/occurrence for E&O/Cyber insurance. Will the government be willing to negotiate this amount? As this is a closed system not connected to the outside world $10M in coverage seems high. Would the government consider reducing this amount to $5M/occurrence?

Yes. We hereby reduce the amount of this requirement to $5M/occurrence.
