RFP 95476723R0100

Q&A

1. Is there an incumbent, and if so who, providing support similar or identical to the scope of work described in this solicitation?

Museum's most-equivalent expiring contract for these services is with:

ENVIRO-MANAGEMENT, INC.

3100 PENNSYLVANIA AVENUE SE

WASHINGTON, DC 20020

2. What are some tasks or common activities the Safety Specialist might be asked to complete at the

USHMM? Alternatively, would USHMM be amenable to scheduling a site visit so that we could best evaluate the scope of work and level of effort prior to submitting a formal proposal?

The anticipated scope of the requirement encompasses multiple office and other locations across the

United States (ref. RFP par. 2.A). As such, Museum has not arranged for any pre-bid site visit(s). The

Museum building itself is free and open to the public, and prospective Offerors are welcome to come during regular hours at their convenience. An extensive list of anticipated tasks and services can be found at RFP par. 4. In the Museum building proper, these include: safety inspections, OSHA-related needs including the yearly report, fit testing for respirators, provision of online and in-classroom safety training, SDS inventory, ordering and restocking of first aid/health/safety supplies and pandemic-related items, occasion testing for hearing-related issues, and ergonomic evaluations and other tasks befitting the safety officer as may be requested.

3. What is the level of emergency response outside of normal working hours that is anticipated / utilized in the past?

The need for emergency response has historically been very rare and only in connection with a safety-related issue. We've called on these services only twice in the past 14 years.

4. Would USHMM be amenable to a flexible schedule, e.g., 7-8 hours per day 4 days per week rather than 6 hours per day 5 days per week?

We would not accept a schedule that failed to schedule any hours in a work week or which exceeded 7 hours in a workday, but have flexibility otherwise so long as the Museum's full complement of services are fulfilled.

5. Is the Safety Specialist anticipated to interface with the public/visitors to the USHMM or are they strictly responsible for USHMM staff/personnel safety?

The work of the OHS Specialist takes place throughout both USHMM administrative and public spaces

(e.g., inspections, safety monitoring), but they are not expected to interact with the public or staff except as may be directed by the COR.

6. With regard to the need for audiometry services: approximately how many individuals would require audiometric testing and on what frequency? Is it acceptable to provide coordination with a subcontracted third party occupational health service for audiometry services, provided the remainder of the work was conducted by the prime contractor?

Audiometry testing is done in an as-needed manner, using government-furnished equipment.
