About this file

This is an amendment (SF30) and Q&A document for RFQ 95332425Q0005 for Infrastructure Roads and Transport Sector Consulting Services in Nepal issued by the Millennium Challenge Corporation. The amendment provides responses to contractor questions about proposal requirements.

Key clarifications include: the Program Manager role does not require US citizenship/permanent residency but may need to attend MCC headquarters meetings; resumes and personnel matrix are excluded from the 15-page limit for Volume II; resumes are limited to 3 pages per person; the ODC total of $814,940 in Section B.4 is the correct amount to use (not the $4,134,800 in Template J.1); contractors must provide QA/QC templates showing ability to comply within 30 days of award; subcontractors billing to labor categories must provide fully loaded labor rate breakdowns; and DUNS numbers are not required. The proposal due date is January 24, 2025 at 10:00 AM Eastern Time.

“The following are requirements for a PSC or contractor employee who works under this contract and requires access to any of the following: MCC Headquarters…”

Contractor Question:

It is our understanding that the Program Manager will have access to the MCC Building in DC and must be a US Citizen or Permanent Resident. For the other 17 FTEs, will the Government accept Nepali citizens working from Nepal? Or do all FTEs have to be US Citizens or Permanent Residents?

Government Response:

The work required under this contract does not require US Citizenship or Permanent Residency. The Program Manager may come to MCC headquarters for meetings from time to time.

Item # Document Name/Page/Paragraph Question/Response 3 Standard Form 1449

Solicitation/Contract/Order for Commercial Products and Commercial Services

Contractor Question: Could MCC kindly confirm whether the "local time" referenced in the Offer Due Date of "1/24/2025, 10:00 AM local time" on the Standard Form 1449 pertains to local Nepal time or Eastern Standard Time (EST)?

Eastern Time as stated in Section L.3.1.

4 Section B- Supplies or Services and Prices/Costs.

B4. Direct Labor Mix and Direct Labor Costs (page 8)

Contractor Question: Section B.4 Direct Labor Mix and Direct Labor Costs, page 8 of the solicitation provides Table 2. Other Direct Costs (ODCs) with a total of $814,940. However, the provided J.1 Price Template in MS Excel provides an ODC total of $4,134,800 for Table 2. Can MCC confirm if Offerors should use the ODC total in Section B.4?

Section B.4 is correct and should be used.

5 Section H - Special Contract Requirements. H.2, Key Personnel and Non-Key Personnel (page 25)

Contractor Question: In Section H.2, Key Personnel and Non-Key Personnel, the Program Manager description includes the statement, "Must be a senior executive in the firm to be able to access the best qualified technical specialists from the global network for each technical directive on time." Can MCC confirm what constitutes a senior executive in the firm?

An employee of the firm who has authority.

6 Section L - Instructions, Conditions and Notices to Offerors. L.2.2 Volume II: Factor 1 Technical Capability Quote Sub-factor 3: Personnel Qualifications & Matrix (page 67)

Contractor Question: Sub-factor 3: Personnel Qualifications & Matrix on page 67 stipulates that “quoters are required to submit resumes for quoted personnel,” and that “quoters shall provide a Personnel Matrix that demonstrates the bandwidth of the firm to fulfill the entire SOW. The matrix should include key and non-key personnel.” Would MCC consider permitting the inclusion of these resumes and the corresponding personnel matrix in a separate appendix?

Yes.

7 Section L - Instructions, Conditions and Notices to

Offerors. L.2.2 Volume II: Factor 1 Technical Capability Quote Sub-factor 3: Personnel Qualifications & Matrix (page 67)

Contractor Question:

Sub-factor 3: Personnel Qualifications & Matrix specifies on page 67 that "quoters are required to submit resumes for quoted personnel. The resumes should clearly outline the following: 1) availability, and 2) detailed descriptions of demonstrated experience and qualifications relevant to the position. The resumes must be presented in reverse chronological order, with the most recent employment listed first.

Each resume should include the company or agency name, period of employment, job title, job description, and level of responsibility." Additionally, Sub-factor 3 stipulates that resumes for non-key personnel must not exceed three pages. Considering the level of detail required for both key and non-key personnel resumes, as well as the page limitation, would MCC be open to excluding these resumes, along with the associated personnel matrix, from the 15-page limit specified on page 66 under L.2.2 Technical Capability Quote?

Yes, resumes and personnel matrix are not included in the 15-page limit.

8 Section L - Instructions, Conditions and Notices to

Capability Quote Sub-factor 3: Personnel Qualifications & Matrix (page 67)

Contractor Question:

Sub-factor 3: Personnel Qualifications & Matrix on page 67 specifies that resumes for non-key personnel must not exceed three pages. Could MCC please clarify whether this limit applies to each non-key personnel resume individually, or if the total combined length of all non-key personnel resumes should not exceed three pages?

Correction – Resumes shall not exceed 3 pages per person quoted.

9 Section L - Instructions, Conditions and Notices to

Capability Quote/Sub factor 4 (page 67)

Contractor Question:

Sub factor 4 of the solicitation states that “quoters must provide a copy of their QA/QC template.” Sub factor 4 also reads that, “The Contractor shall provide a copy of its QCP to the COR within 30 days of the award.” Can MCC confirm that we only need to provide a template and not a full QCP plan at this time?

Quarter shall provide a copy of their QA/QC template, however, the template should contain evidence that contractor is able to comply with 30 days after award.

Contractor Question:

Please advise if we are working with subcontractors, will each subcontractor to the prime have to provide the breakdown of their fully loaded labor (i.e.-actual unloaded labor rate, fringe benefits, General and Administrative (G&A) costs, or any other indirect costs, along with profit? Or is this requirement only for the prime?

Government Response:
