95332424Q0046

As a result of these joint MCC and Ivorian efforts, an agreement was made in November 2023, on a prioritized list of investments that meet MCC's investment criteria and align with the government's national priorities for its energy sector.

Can MCC elaborate on the prioritized list of investments to provide further detail on what physical infrastructure projects are under consideration for implementation in the Compact?

As this is not public information and still under discussion and negotiations, we cannot provide the details yet. However, it should be noted that prioritization was placed on upgrading network technology for both the ICC in Cotonou and the power systems in Ivory Coast. Infrastructure will likely be limited to upgrading the power systems and securing them, although investments in battery storage systems in Ivory Coast as well as supporting Renewable Energy development are highly likely. There are no planned investments in new power lines.

6 95332424Q0046

MCC has worked to identify priority investments and develop project concepts that will deliver benefits from regional power trade. These concepts include both infrastructure activities and activities related to policy, legal, regulatory and institutional reform. MCC will require the Contractor support to provide Technical Advisory Support (TAS) services in support of the Compact development process.

Can MCC provide further details on the activities to be performed related to policy, legal, regulatory and institutional reform?

The publicly available Congressional Notification (CN) dated March 28, 2024, regarding regional compact development funds references on page 4/6 that there are three expected Activities under the Compact.

Are there additional details available for the expected sub-activities listed under each Activity?

Government Response:

As this is not public information and still under discussion and negotiations, we cannot provide the details yet. However it is anticipated that there will be a distinct Activity to support the operationalization of the Regional Day Ahead Market (DAM) by working with WAPP and ERERA to support the governance, financial viability and operational capability of this market when launched in the coming years. We also anticipate having a distinct Activity supporting Ivorian energy sectors compliance with regional market rules to maximize their participation in the Regional DAM by similarly focusing on their governance, financial viability, and operational capability related to power trade.

SCOPE

The Energy Practice Group requires a Contractor to provide ongoing technical support during the development and implementation of a power project in line with the preparation of MCC's regional power Compact in West Africa. The Contractor will perform the following tasks:

TASKS

I. Compact Implementation Support

The RFQ references that the Contractor is expected to provide support during the Compact development and implementation phases. However, under the Tasks listed in page 11, the focus is predominantly on tasks that would typically form part of the Implementation phase. Does this mean that the Compact Development phase is completed, or at least close to being completed such that the Compact Development scope is minimal?

MCC anticipates completing the Compact Development phase before the end of 2024. Thus the primary focus of the contract will be providing pre-implementation and implementation support, although it is possible that some residual support may be required to close out Compact Development depending on the timing of the award of this contract.
