Summary of Changes

The purpose of Amendment 0001 is to provide Questions and Answers regarding the solicitation.

Question Response

1. Please confirm if a non-US citizen or a non-US firm is allowed to make a proposal for this work.

Yes, all instructions are listed in Section L.

2. Given the unknown locations and necessary travel, it is difficult to forecast the ODC costs.

Will MCC be willing to amend the contract if there are ODC cost overruns (of course not above the maximum stipulated in the contract)?

The solicitation includes not to exceed amounts for travel in Section B. The COR/PM will manage these costs and should additional funds be required the government may increase costs.

3. The skills requested across the team are expansive due to the holistic view of the RFP.

Would MCC consider evaluating the qualifications for the team leader and the agricultural economist across the two positions versus the skills being uniquely identified with the team leader and separately the agricultural economist? For example, would MCC consider a qualification listed for the team leader begin covered by the agricultural economist (and vice versa)?

Yes, this is permissible.

4. The total level of effort is included in the RFP.

Is there an expectation or requirement how those hours are spread across the team members?

Offerors should allocate hours across labor categories that coincide with their technical quote.

5. Our team and costs will likely shift based on the country and expertise needed. Will MCC be willing to make reasonable pricing amendments to the contract depending on additional experts being brought into the project?

The designated COR and PM will issue technical directives for support needed and will manage costs.

6. Should the proposal include bios of non-key personnel?

In addition to the Personnel Matrix, Quoters may submit bios of proposed personnel not to exceed one page.

7. The evaluation criteria includes methodology for Task 1, but does not include Task 2 or Task

3. When drafting the response is MCC interested in our proposed approach for Task 2 and Task 3?

Not for evaluating purposes.

UNCLASSIFIED

8. RFP Section B.2 specifies that MCC anticipates awarding a time and material type contract, however, the type of services being requested are typically provided on a firm-fixed price basis within the commercial marketplace. An FFP approach minimizes the financial risk to the Government, while emphasizing performance, and any qualified offeror should be able to develop individual strategies and perform due diligences on an FFP basis. Given the exact quantity and scope of these services are not specified, would MCC be amenable to a pricing approach where the contract type would remain T&M but individual activities would be priced and performed on an FFP basis? This approach has been used effectively to serve other US development agencies on similar requirements.

The contract type remains unchanged.
