| Responses to Questions 95332424Q0011 DigiFemmes Program Coordinator | ||
| # | Question | MCC Response |
When is the anticipated award date? | We would like to award by March 30, 2023 but this is date is not guaranteed
Does MCC prefer to make a direct award to a Personal Services Contractor (PSC) for Company? | No preference. Award will be based on lowest price, technically acceptable offer.
Relative to the Security Requirements section (pgs-23-27): Please clarify which—if any—of the outlined security requirements are applicable for this position | Security requirements will be established upon award.
Is the Project Coordinator position a new requirement? | This position is a new requirement
Section E Period and Place of Performance states the following (The estimated level of effort is estimated at up to, and not to exceed, 2,000 hours per year inclusive of any national and international trips as required. MCC anticipates this level of effort but does not guarantee this level of effort as it may increase or decrease.). For the purposes of determining whether or not this position is a full-time employee status, including associated fringe benefits and local taxes, we kindly ask that you confirm if a specific LOE for this position can be guaranteed? | No specific LOE can be guaranteed
Timing & Reporting, states the following (The CPC will submit timesheets and expense reports for reimbursement to the Project Monitor for this contract on a cadence to be determined in collaboration (the CPC and the PM)). Please clarify who is the Project Monitor. Is this an in-country DigiFemmes supervisor and the CPC’s direct report? | This will be specified upon award. The PM will be based at MCC headquarters.
Place of Performance states the that the CPC may need to travel regionally in order to learn from or coordinate with the connected initiatives, events and outreach programs. Is it possible to provide an illustrative travel requirement for the cities, countries and number of trips that are likely in year 1 and option year 2? | The ODCs include travel so there is no need to propose travel. For planning purposes, however, Year One one could be for one international trip from Côte d’Ivoire to the US (Washington DC) and 5 trips domestically to cities such as San Pedro or Bouake. Option Year 2 will likely only have 5 domestic trips, no international travel.
Are you looking for one coordinator or for a service specialized in coordination which can include multiple people? | One coordinator. MCC reserves the right to make multiple awards.
Regarding the subcontracting limitation, is it possible to subcontract to a local company or a contractor the scope of work? And they can eventually sub contract up to 25% all data related information or is the overall job subcontracting is up to 25%? | You can subcontract for a company up to 25% of the overall total contract value.
Do you have a budget limitation and/or do you have a current incumbent if yes what is the current value? | We will establish a competitive range upon receiving submissions.
Does the work require you to be fluent in French and English or just French? | Fluency in French is required. Fluency in English is highly desired due to the mix of donors and stakeholders involved in this project.
Are you flexible in terms of profile expectations? | As this is a program currently underway, the profile is an accurate description of skills and experiences needed to achieve the tasks and outcomes. So, no flexibility.
What will be the schedule of the coordinator as it is states that you will need 2000h? Is it an everyday job or would it be on call or a regular 9-5? Can you explain? | While the expectation is a full-time work week, we leave flexibility for the coordinator as there are often events and meetings to attend in addition to the regular oversight work. The coordinator will know best how to include those one-off events into their work-week and achieve tasks. There are several standing meetings that the Coordinator must include in their time usage. Important to note here is this a is a not to exceed LOE cap. So in practical terms, some weeks might have 50 hours of work while others 30. It is the responsibility of the coordinator to manage their LOE based on the work plan and events as they come up.
