Section C - Description/Specifications/Work Statement
RESPONSES TO QUESTIONS FOR RFP 95332423R0003

1. Page 23 of the RFP Page 23 of the RFP states that the Designated Account Manager "Must have a bachelor's degree in business or related field and at least five (10) years' experience." Can the Government clarify that ten (10) years' experience is required for the Designated Account Manager?
This is a recommendation only.
2. When does the Government anticipate completion of Phase 1 evaluations?
Anticipated completion of Phase 1 is estimated to be approximately 2 weeks but that will depend upon the evaluators' schedules and availability.
3. What will be the approximate due date for Phase 2? TBD. That date is contingent upon the completion of Phase 1

Page 39 For the Phase 2 Past Performance volume "All submitted past performance references must be for contracts performed by the offeror as a prime," however, Section 868 of National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2021, Public Law 116-283 as implemented through SBA final Rule on July 22, 2022 allows for Small Businesses to use first tier subcontractor past performance in pursuit of a new prime contract. "To address first-tier small business subcontractors, section 868 amended section 8(d)(17) of the Small Business Act, 15 U.S.C.
637(d)(17), which previously discussed a pilot program, to provide past performance ratings for small business subcontractors. Under section 868, small business concerns may obtain past performance ratings for performance as a first-tier subcontractor on a prime contract that included a subcontracting plan. The final rule requires the prime contractor on the prime contract to provide a rating of the small business' past performance with respect to that prime contract to the small business within 15 calendar days of the request. If the small business elects to use the past performance rating, the contracting officer shall consider the past performance rating when evaluating the small business' offer on a prime contract."
Will the Government please revise this section to allow for past performance as a first tier subcontractor in accordance with the SBA rule cited above?
Section 868 of National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2021, Public Law 116-283 does not apply to Millennium Challenge Corporation.
5. Page 6 Does the Government intend for all anticipated travel costs to be built into the fully burdened hourly rates, OR will Travel be covered under a separate travel CLIN?
If travel is needed, it will be arranged and paid for by MCC. Therefore, the contractor's budget would not include travel costs.
6. Page 8 The contractor is expected to maintain the following capabilities and produce evidence or supporting documentation as requested:
Financial capability and responsibility (i.e. as reported by Dun and Bradstreet, or financial/banking capability to meet payroll expenses while billing monthly for the prior month's services." Is the offeror required to produce evidence and supporting documentation of the listed capabilities as part of the Phase 1 or Phase 2 submissions?
Corporate capabilities must be addressed in Phase 1.
7. Section C Section C infers that PSCs under this contract will be paid directly by the MCC. Will the government please confirm that the intent of this section is that PSCs provided under this contract must meet the security requirements under section C even though they will all be paid through the contractor rather than directly by MCC?
Will the government consider removing the term "Paid Directly" from section C, to conform with the other terms of the contract?
MCC's security requirement is mandatory for all new hires. Since the PSCs will be required to have access to GFEs and office space.
The contractor will invoice MCC for the work performed and the contractor in turn will pay the salaries of the PSC.
8. Section C For the 20-30 positions staffing support is provided on – will those candidates be directly hired by MCC or a contractor of the supplier company?
The candidates will be hired by the contractor but each PSC will be vetted by MCC prior to hiring.
9. Is it the offerors understanding that corporate staffing support previous experience will be accepted?

10. Is this solicitation a new contract requirement?
a. If no, could you please provide the name of the incumbent and the contract award number?
This RFP is a recompete.
The incumbent is Mindseeker, Inc. The contract number is 95332418D0001.
11. Section B The list of labor categories required doesn't seem to be explicit which could lead to omissions if the offeror is left to deduce the list of labor categories on their own. Can MCC provide a comprehensive list of labor categories that it expects will be utilized during the life of the contract?
To clarify, The response to Attachment J.1 is only needed for Phase 2.
Therefore, the comprehensive list of labor categories is not needed for Phase1. The vendors who are selected to participate in Phase 2 will be provided with the comprehensive list.
12. Section H Please, confirm that the only resume expected as part of the proposal submission is for the Designated Account Manager (DAM).
This is just a recommendation. See response to question #13.
13. Section H Is the role of the Designated Account Manager (DAM) expected to be a full-time role?
a. If no, please provide expected level of effort for the role.
It is recommended that the offeror assign a DAM to the project to coordinate between the agency and the PSCs. However, this position is not billable to the contract.
MCC is amending the RFP to remove the requirement for Key personnel for the
IDIQ.
14. Section L Section L – Cover Letter Requirements
This section indicates that the Offeror/quoter must identify the company's anticipated Contractor Performance and Assessment Reporting System (CPARS) Contractor Representative, to include the individual's full name, telephone number and email address.
However, during Phase II CPARS and/or PPQs will be provided for multiple contracts/customers. Therefore, will the government please clarify if it is requesting the Contractor's internal representative responsible for coordinating the CPARS/PPQs or is the government asking for the customer Points of Contact for each of the anticipated CPARS to be provided.
MCC is requesting the agency's POC information for each CPARS provided.
15. Page 1 I am writing to inquire about the above referenced Solicitation for Corporate Personal Services Staffing. I see in the RFP that it is a small business set aside. Our firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB). Would we be able to compete in this set aside?
MCC has decided that it's in the best interest of the agency to keep it as a small business set aside.
