Section C, II. Background, Compact Development Funds, Page 12. In this section, it is stated that "The contractor under this engagement would not be eligible to bid on such work" for work funded by Compact Development Fund. We understand that the prime contractor is not eligible to bid on such work, however can subcontractors bid on such work if they are shielded or not engaged in developing TORs for such work and an appropriate Conflict Mitigation Plan is submitted and accepted by MCC at stated in Section C, VII Conflict of Interest on page 18?

Yes, this is possible.

Section C, IV Services, page 14. In this section, it is stated that "Firms that perform services for MCC during early development of MCC's Threshold Programs and Compacts are prohibited from contracting for the host government MCA on the subsequent projects". We understand that the prime contractor is not eligible to bid on such work, however can subcontractors bid on such work if they are shielded or not engaged in developing TORs for such work and an appropriate Conflict Mitigation Plan is submitted and accepted by MCC at stated in Section C, VII Conflict of Interest on page 18?

Yes, this is possible.

Section IV Services (p. 14) states that "Firms that perform services for MCC during early development of MCC's Threshold Programs and Compacts are prohibited from contracting for the host government MCA on the subsequent project." and

Section VII Conflict of Interest (p. 18) states that "The Contractor and its subcontractor(s) would be precluded from quoting on work and services to be procured by the local MCA accountable entity or using funds advanced under a Compact in the relevant country, unless the Contractor(s) submits a mitigation plan sufficient to ameliorate any conflict of interest pursuant to the rules applicable to the procurement process."

Please confirm that the so-called prohibition is tempered by the possibility of presenting an acceptable mitigation plan.

Yes.

Can MCC indicate whether additional countries will be included to the current portfolio of countries during the term of the contract?

It's a global wide area of service with countries receiving MCC funding.

Could MCC elaborate briefly on the methodology/assumption it applied to estimate the total labor hours by contract year - Does it consider travel time?

The assumptions are based on previous country due diligence efforts and does include travel time.

Can MCC provide some range of the investment size of transportation and social infrastructure projects?

Traditionally for infrastructure projects $25 million to $400 million.

Can MCC clarify if associated subsidiaries in country of contracting firm are also prohibited from contracting for the host government MCA on next projects?

A mitigation plan is likely to be required.

What is the estimated split between tasks for Threshold Programs and Compact Programs? Estimated split – Threshold less than 5% with remainder for Compact support.

Can MCC clarify if contractor when working in MCC eligible country, is responsible for arranging temporary office?

Confirm, yes.

Can MCC clarify if the 4, one year option periods are renewed automatically? Option periods are not renewed automatically.

Not clear if each Contractor employee candidates for MCC service must have US security clearance. Not required for this requirement.

Could MCC clarify if Regulatory Expert has to be one for each sector (aviation, roads, ports, etc)?

A general transport regulatory expert that has experience in all transport modes would suffice.

Can MCC clarify - in L.2, Quote Content - (4) Each Quote, shall consists of 4 volumes. Is Each Quote for every OY Base-4?

No, See Section L.2.

14 Can MCC provide details of the likelihood of a particular task in the list under Section V- Tasks?

A. Regional- 5% B. Program Development- 85% C. Practice Group – 10%

Can MCC provide more details of the potential projects set out in the table of countries (and explanation of the acronyms used)?

Most projects will be transport projects such as roads and bridges, ports, river transport, aviation, and facility buildings such as schools and cross border facilities.

Can MCC give details of actual projects to understand better the Level of Efforts table?

Project details is unknown at this phase of procurement.

Could MCC be more specific if the projects will eventually be tendered as PPP initiatives? Will there be a need for market sounding?

PPP Project details is unknown at this phase of procurement.

Can MCC provide some description of the amount of time (in months/years) that it takes to bring a project from the conceptual stage all the way to project investment/financing readiness? - Are there some sector trends?

MCC Project development from concept to congressional approval ranges from 2 to 3 years.

We refer to Section B.4 of the RFQ on the one hand and also Section L.2.4 (2) which states that the Contractor "must provide for each fully loaded labor rate a split that consists of…actual labor rate (unloaded)…fringe benefits…G&A or any other indirect costs…profit/fee… others."

Given the fact that the bidders are asked to provide one fully loaded labor rate per labor category and there will be multiple staff for a given category from a given firm and given that a bidder may comprise more than one firm (to allow for small business participation for example) with their own indirect cost structure and rates, we would request the removal of the requirement of showing the split. Otherwise, further guidance would be needed to the bidders on how to address this requirement.

Quoters may provide rates that identify Prime or Sub when they overlap.

For example:

Junior Engineer – Prime - AB Company $79.00 Junior Engineer – Sub – CD Company $56.00

The LOE in Section B and in the price template (J.1) are different. Can MCC confirm the correct LOE? Can MCC also confirm that the bidders are to distribute the LOE as per Section B and the price template against the proposed labor categories?

Confirm, yes.

Section L.2 (top of page 68) requires responding Contractors whose size status is "other than small" to submit a Small Business Subcontracting Plan. Can any guidance be provided as to the content and format to be used?

MCC does not have a format but FAR 19.704 provides requirements.

Assuming there is a strong likelihood of being precluded from downstream assignments for firms that perform services for MCC under this RFQ, will the successful bidder have the option of declining to participate in activities in a specific country on a selective basis so they may be eligible to bid on the downstream MCA services?

MCC is seeking a firm to commit to support all eligible countries to allow our programs to move forward efficiently.

23 Should a US entity be the one to submit the proposal – Or could a UK/elsewhere entity be eligible?

Any Quoter may submit with an active SAM registration, not just an UEI number.

Does the entity need to have a SAM registration number – if so, Does MCC have some guidelines, support for the SAM Registration process in case we have questions?

Is there a specific format bid submission template that must be followed (e.g., how CV, qualifications, etc. should be presented) to put together our qualifications?

Section L of the solicitation provides instructions.

26 Is this opportunity replacing the TVS BPA? No, this is only for early compact development.

Considering the Program Manager Role (as described on page 28 of the bid document), the description requests, "A BS degree in Engineering, and an advanced degree […]".

Would it be possible to consider that degrees in other related fields would be acceptable for the Program Manager role? For example, these could include:

transportation planning, architecture, or quantity surveying?

Program Manager requirement is BS degree in Engineering.
