No. Question Response

For the scope of this request for proposal, could MCC please confirm if the offeror is responsible for the due diligence of the Transport and Logistics Project only or for all three projects including the Access to Finance Project and the Policy and Institutional Reform Project? Although this is implied in the title of the solicitation and in the scope, the services are not specifically limited to just the Transport and Logistics Project. We ask this question in order to appropriately develop the technical approach and associated staff.

Quoters will be responsible for due diligence of potential infrastructure investments funded under the second compact with Zambia. The scope of the potential infrastructure investments may include transportation, including road improvements of various types, as well as infrastructure in support of agricultural activities, including but not limited to small-scale renewable energy, irrigation and warehousing and logistics. No infrastructure scope is currently contemplated for a project focused on agricultural reform.

Section H.1 Personnel on Page 30 - In that Section, it is stated that "The Contractor shall provide resumes of key & non-key personnel". In Section L, Subfactor 3 - Key and Non-Key Personnel Qualifications, it is stated that "Quoters shall submit resumes of key personnel quoted."

Could MCC please clarify if resumes are needed for key and for non-key personnel or just for key personnel?

Quoters shall submit resumes of key personnel quoted.

Section L.2.2 Volume II: Factor 1 Technical Capability Quote is limited to 15 pages. The 15 pages include Subfactor 1 - Firm's Overall Capability and Experience, Subfactor 2 – Management and Team Structure, and Subfactor 3 - Key and Non-Key Personnel Qualifications.

In order to meet the 15-page limitation, can all resumes (for key and for non-key personnel) and personnel matrix requested on page 70 and 71 under Subfactor 3 be placed in an annex to this volume?

Yes.

Section L.2.4 Volume IV: Factor 3 Price/Business/Financial Quote; (2). Detailed Budget/Prices: - page 71; It is stated in this section that "the contractor must provide for each fully loaded labor rate a split that consists of all elements included in the fully loaded labor rate: a) Actual labor rate (unloaded), b) Fringe benefits, c) G&A or any other indirect costs, d) Profit/Fee and: e) Other(s)". Since this will be a time and materials (T&M) award, could MCC consider removing this requirement to provide the actual labor rate, fringe, overhead, G&A, etc…. These details are generally requested for Cost-Plus-fixed-fee or other cost-plus type contracts and not for T&M. There are certain actual rates at this point that are unknown to the offeror. This includes actual labor rates, G&A, overhead, etc…for the next 5 years.

No.

Section L.2.4 Volume IV: Factor 3 Price/Business/Financial Quote; (3). Budget Narrative -page 71: It is stated in this Section that "Supporting the Excel budget presentation, in Microsoft Word format."

The document supporting the Excel budget should be provided in Microsoft Word format. Can the document supporting the Excel budget be provided in adobe acrobat format as requested under Section L.3.4?

Yes.

P. 31 of 76. Section H.2 Key Personnel – Lead Engineer

For the Lead Engineer position, in the table "Role and Qualifications" it is indicated that the candidate "Must also have a master's degree in an engineering discipline related to transportation, project management, business, or a discipline related to international affairs or economic development". Our question is as follows: Can a PMP certification (Project Management Professional) issued by the Project Management Institute (www.pmi.org) be recognized, by MCC, as an equivalent to a Master's degree in project Management? The widely recognized PMP certification is a project management standard, recognized internationally, which is obtained through a rigorous training, a final examination et requires yearly refresher courses to maintain the PMP certification.

Several engineers in the US, Canada and worldwide obtain this certification, usually as a post-graduate certification. Please confirm whether the PMP certification would be considered equivalent to a Master's degree in project Management.

MCC will accept an industry certification in project management (such as the PMP) plus at least 15 years of work experience in lieu of a master's degree for the Lead Engineer position, with a professional engineering license is highly desirable.

Section L.2.2 (page 70) states "*Quoters* shall submit resumes of *key personnel* quoted." Section H.1 (page

30) states "The *Contractor* shall provide *resumes of key & non-key personnel*" and Section M.3.1 (page 75) states "MCC will evaluate *resumes of key and non-key personnel quoted*, relative to Section H of the RFQ" (emphasis added). We note that the table in Section H contains over 25 non-key positions. Please confirm that Quoters should submit a resume for the Lead Engineer only (as Key Personnel) and that MCC's evaluation of non-key personnel will be based on the personnel matrix requested in Section L.2.2 (page 71).

Quoters shall submit resumes of key personnel quoted.

MCC will evaluate resumes of key personnel quoted.

Section L.2.1. on p.69 refers to Volume I as containing "Cover Page; System for Award Management; Non- Disclosure and Conflict of Interest". The following paragraphs do not refer to a Section or document to fill about "Conflict of Interest". Please provide the required form.

Non-Disclosure and Conflict of Interest are not required for submission.

Section L.2.1. on p.69 refers to Volume I as containing a section on "Small Business Sub-Contracting Plan" in paragraph "4)". Is this applicable to this contract and should it be completed?

a. If applicable, please provide the required form.

Yes, this is applicable, and firms should use their own format and/or form.

http://www.pmi.org/

Regarding the roles associated with the ESP team ("Environment and Social Management Specialist", "Health and Safety Specialist", "Gender and Social Inclusions Specialist" and "Resettlement specialist"), should we consider a minimum LOE for each specialist, since MCC has an ESP consultant firm currently under contract, or we must consider full involvement for the ESP Team?

Quoters shall include the estimated level of effort for these areas in their proposal. MCC intends on relying on some expertise in these areas under this contract as a supplement to other contracts.
