Responses to Questions 95332423Q0041 Public Financial Management (PFM) Services

1Will there be one single award for MCC PFM Services, or will there be multiple awards?
It depends on the offers received
2Many of the following questions relate to Individual vs business entity clarifications. The general language implies that the solicitation can include multiple Key Staff from a single entity, but the submission restrictions and other items constrain that. Is MCC seeking a single submission per Key Staff or can multiple Key Staff be proposed in a single submission?Multiple key staff can be proposed in a single submission.
3The RFQ’s Section J on page 40 lists three attachments: J.1 Request for Quote (RFQ) Price Template, Excel File; J.2 Past Performance Project Matrix, Excel File; and J.3. Contractor Non-Disclosure Agreement (per MCC 52.203-70), PDF. However, we did not see these three attachments with the RFQ. Can you please share these attachments – J.1, J.2, and J.3 – or let us know where to find them?All 3 attachments are now included
4On page 56 of the RFQ, Section L.2. says that each quote “shall consist of four (4) volumes.” However, following L.2., we see only three volumes described: Volume I: Factor 1 Technical Capability Quote; Volume II: Factor 2 Past Performance Quote; and Volume III Factor 3 Price / Business / Financial Quote. Should there be a fourth volume?
One of the 4 volumes consists of the Cover Letter, SAM registration, and Non-Disclosure Agreement, which is on page 25 of the solicitation but has since been included as an attachment with the amendment. So, there are in fact 4 volumes. We understand it was not clear. It has since been revised in Section L.
5In Section L.2.2. (page 56), the instructions for Volume I: Factor 1 Technical Capability Quote say that the quote should be no more than 10 pages, including “cover letters” and resumes or CVs. What is meant by the reference to “cover letters”? While there is a transmittal cover letter, we believe that the transmittal cover letter is not intended as part of Volume ITransmittal cover letters are not included in the page count.
6Further to Volume I: Factor 1 Technical Capability Quote, the instructions in Section L.2.2. (page 56) and the evaluation criteria in Section M.3.1. (page 60) both emphasize proposed personnel, with no mention of the specific technical tasks. Is the expectation that Volume I: Factor 1 Technical Capability Quote will consist only of the proposed personnel’s resumes or CVs (and possibly “cover letters” as referenced in Question #5), along with a statement of their availability? Or should there also be a description of how we would address the technical tasks? There is little page space overall, given the inclusion of resumes.In addition to resumes and CVs, describe how proposed personnel skills and experience would address respective technical tasks outlined.
7For Volume II: Factor 2 Past Performance Quote, the instructions in Section L.2.3. (page 57) say that the three examples of similar relevant contracts or task orders/call orders should be from within the past seven (7) years, while the evaluation criteria in Section M.3.2. (page 61) appear to indicate from within the past five (5) years. Can you please confirm that it is acceptable to use examples from within the past seven years. As a small business whose work was impacted the past few years by the COVID pandemic and its associated travel bans at the time, it would be helpful to say seven years instead of five years.We apologize for the inconsistency and have since corrected it. The correct statement is relevant past performance for the past seven years.
