(as a small business we don't have any contracts on CPARS and rely on J2 recommendations which have been limited to a maximum of 4.

Past performance information is one indicator of an Offeror's ability to perform the contract successfully. This evaluation is subjective and will be based on information obtained from references provided by the Offeror, as well as information obtained by other sources known to the Government. The Government will consider the type and amount of work to be performed by the prime, key personnel, and major or critical subcontractors to determine

6 L.10.2.4 72

The Offeror shall provide no less than two (2), but no more than four (4), bpas, idiqs, or contracts for similar services performed concurrently in multiple countries awarded to the Prime Offeror no later than 10 years from the date of this solicitation. Failure to provide at least two (2) such references will result in not being eligible for award.

Q1: Please explain the difference (in terms of the practical steps for bid submission) between the "Past Performance" described in section L.11.3 and the "ability and experience" described in section L.10.2.4 (Corporate Capability)? For instance, does the Corporate Capability section ask the bidder to submit a "Past Experience" table, simply listing similar previous engagements with some information about them (i.e. Project name, scope, USD value, etc.) in a table format, while the "Past Performance" section in L.11 asks for two things: 1) either a CPARS reference OR Attachment J.1.

"Past Performance Questionnaire" filled out by our previous client and sent directly to MCC and 2) the table provided on Page 73 filled out for each of those projects and included in the "Past Performance" volume of our bid? Can you just clarify the difference in what is being asked for in those two sections?

Q2: In section L.11 you ask for a maximum of 3 past performance references;

however, in section L.10.2 you ask for no less than two but no more than 4... references.

Related to Q1, are these different things hence the different numbers? Or, if they are talking about the same requirement, can we reconcile the number requested to either 3 or 4?

Q3: Either for the past performance references requested in section L.11 or those requested in L.10, or both; can we submit MORE than 3 past performance/experience

Q1: "L.11.1. Offerors will be evaluated on performance under existing contracts and performance on prior contracts.

Offers should note the difference between past performance and past experience. Past performance relates to quality and how well a contractor performed, while past experience is about the type and amount of work previously performed by a contractor." See Amendment

Q2: See Amendment. Changed to a maximum of 6

Q3: See Q2 7 L.11.3 72

A maximum of three (3) performance references shall be submitted for contracts performed or completed within the past five (5) years. Past performance references can be for the contractor, predecessor companies, key personnel who have relevant experience and/or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition.

No. Solicitation S Page Solicitation Language Reference Question MCC Response examples? For example, the IPA and IFA components are quite different, and we have different past experience examples for international procurement related projects

vs. international financial management related projects.

Therefore, we would like to be able to submit 3 past performance examples/references for procurement and 3 for finance, for example. Is this permitted?

In question 52, MCC provided 3 countries (Kenya, Kiribati, and Mauritania) that may be required. Kenya will require hardship pay. Mauritania will require both COLA and hardship pay. Kiribati does not require either. Does the MCC expect the fully burdened rates to include COLA, Hardship, and Hazard pays or will the MCC allow the contractor to price these expenses as ODC at the Call level?

COLA, Hardship, and Hazard pay are considered ODCs at the call order level.

The addendum on page 14 of 80 paragraph 4 stated that the contractor will have "in country" that could span five to six years. Will the living quarter allowance, transportation allowance, visa cost, COLA, Hazard, Hardship, education allowance (if the employee has a family with children), etc., be billed based on the BPA call for in-country support?

That will be determined by the AE/MCA and not by MCC, as that will not be an MCC contract or requirement.
