Quoter Question MCC Response
Q.1. On Section C: Task 2c. Due Diligence for Oversight. We understand from the solicitation, that this entails providing information and recommendations on program progress and suggested course corrections to Country Teams. Could you kindly provide further detail on the extent of this involvement? For example, would it be during the implementation preparation, kick-off, or during the whole process depending on needs? Is the idea that the consultant works directly with the MCAs? Also, what would be an approximate level of effort required for this task, for example in comparison with Task 2b Due Diligence in Design?
If the selected Quoter is requested to perfrom Task 2c. Due
Diligence for Oversight, it will entail document review, field visits, and participation in periodic activity/portfolio review meetings to provide MCC with information and recommendations on program progress and suggested course corrections. These tasks are expected to be requested most frequently after MCC has an approved the investment memo and/or after compact or threshold programs have entered into force. Depending on when the due diligence oversight is requested during the grant
(compact or threshold) development or implementation timeline, the consultant may be required to work with the host country government's Compact Development Team or once established, the Millennium Compact Account (MCA) Team. The approximate level of effort for this task can be estimated as equal to that of
Task 2b Due Diligence in Design. While Task 2b is likely to only be requested once for any RBF opportunity, Task 2c may be required at multiple junctures in the deployment of an RBF tool.
Q.2. On Section L: L.3.2 Volume I Technical Capability: Is there a particular format in which team member resumes need to be added to the proposal's Volume I?
No. Quoters are encouraged to provide CVs in a format that makes it clear how the individuals proposed meet the required or perferred qualifications.
Q.3.Would MCC consider replacing the travel estimates with an overall plug figure for ODCs in order to facilitate easier comparison across vendors and countries?
See revised table with Other Direct Costs Not to Exceed Amounts for each period.
Q.4. May bidders include more than one individual for each position (including key personnel), so as to effectively showcase the breadth of in-house expertise that bidders can bring to the table?
Quoters may include more than one individual for non-key personnel. Only one individual may be proposed for key personnel positions as the TEP will evaluate the qualifications of the individual proposed against the requirements.
Q.5. How does MCC anticipate its approach to RBF program development (from screening to due diligence to knowledge management to capacity building) evolving (or not) in future compact development timelines that are currently being shortened in their overall duration? Specifically, does MCC anticipate any shortening of RBF project/ program development timelines?
The selected Quoter will be requested to work with and advise
MCC on how to adjust RBF screening, due diligence, knowledge management and capacity building activites to align with changing compact development timelines. MCC does not anticipate shortening RBF tool development timelines, but may need to adjust when in the compact development timeline activities occur.
Q.6.Does MCC anticipate there to be any conflict of interest in the instance that the selected vendor for this Solicitation bids for country-level RBF contracting opportunities issued by individual MCAs?
Conflict of Interest determinations will depend on the scope of work issued by the MCA, however, a mitigation plan shall be required.
Q.7. Can MCC provide prospective bidders with any deliverables or reports produced under the recent/current contract with Instiglio?
Deliverables produced under the current contract have been for internal due diligence and consumption, with one exception. To view a video deliverable, produced under the current contract, titled Results Based Financing at MCC, please follow this URL:
