Summary of Changes

The purpose of this amendment is to provide the MCC response to questions received. All other terms and conditions remain the same.

Section L - Instructions, Conditions and Notices to Offerors

L.10.1. ADMINISTRATIVE

L.10.1.1. TRANSMITTAL AND COVER LETTER

The Transmittal and Cover Letter must be signed by an officer authorized to make a binding commitment for the firm(s) making the Offer.

The letter shall include the following:

1. The RFQ Number;

2. DUNS number, CAGE code, and TIN;

3. Company Name mailing address, and website address;

4. Date submitted;

5. A statement to the effect that it is firm for a period of at least 90 days from the date of receipt thereof by the Government.

6. All of the above-cited information for each entity on the proposed team, if a team is proposed;

7. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All Offerors must register in SAM located at:

8. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;

Also provide a definition of the legal relationship between the entities if it is other than a Prime/subcontractor relationship.

The Offeror shall submit a offer adequate to determine whether the proposed pricing is consistent with the technical quote and level of effort anticipated.

a. Financial Capacity - The Offeror shall indicate if it has the necessary financial capacity, working capital, and other resources to perform this contract without assistance from any outside sources. (If not, indicate the amount required, the anticipated source, and associated costs for such support.) The Offeror shall submit any information deemed relevant to convincingly demonstrate its ability to perform the requirement from a financial point of view; this may include providing a copy of the Offeror's most recent financial statement.

The nature of the functions described under Section C (page

10) range from strategic advice to delivering training and supervising programs. Can the contractor suggest different types of profiles for each type of service (strategic, training, operational)?

Although the requirement is for one person at 1920 hours, Offeror's are expected to make an independent assessment of the resources required to perform the tasks described in Section C. Offerors should use their own judgment based on their experience and approach to completion of this project to propose the price appropriate for the requirement.

Can you please clarify the work that will be required in the supervision of programs? Please provide examples if possible.

The successful offeror will provide strategic advice and hands-on support to members of the PAA Practice Group on all matters related to grants issued under a Compact or Threshold program, including the development of the grant policies, operational guidance and templates, training material, and supervision of Grant Programs.

The scope of this requirement is to provide grants management support to assist MCC's partner countries in implementing the PGG, to develop and modify related templates and training manuals, and to help MCAs supervise their implementation in select countries.

See SOW Tasks for what this involves.

3 Section C 10 Target Countries

The MCC countries are varied in their national languages (Portuguese, French, Arabic, Bahasa, etc.). Please clarify if the consultant will be required to be fluent in these languages.

English mandatory. French preferred. No other language is required.

4 Section C 10 Deliverables

Should the consultant be expected to provide deliverables for tasks other than the ones listed on page 10 of the solicitation document, please provide a list of such deliverables.

Currently no other deliverables are expected.

5 Section F 15 Place of performance

Please clarify the % of time of the work which can be done remotely.

The Contractor shall perform services primarily at their own facilities (remote), but may also be required to perform services at MCC headquarters, at the facilities of MCA Entities, or other location, per COR/PM technical direction.

Will the MCC consider additional experience in grants management in Lieu of a bachelor's degree for experience?

No

No. Offerors shall submit a fully loaded rate. ODCs will be used primarily for travel related costs.

If we use your ODCs and we use this amount during the contract and we are instructed to go on another trip, will MCC adjust this amount?

The ODC amount provided is for budgeting purposes only. The ODC amount may be modified solely by the Government if it is deemed necessary, to include increases.

12 C 9 Areas of Interest

Is MCC using the same grant format for the different areas of interest, such as energy, education, agriculture, etc.?

MCC has one Program Grant Guidelines that apply to all sectors.

13 A / L Set-aside Will SDVOSB be given any preference within the small business category?

No

Section B mentions a CLIN ceiling that shall not be exceeded but does not provide that ceiling number.

Can MCC confirm the CLIN ceiling for this effort?

The ceiling price will be established based on the Offeror submitted quote, to include the unit price and ODC amount.

15 Section B.2. Brief Des 6

It's noted MCC is seeking an expert to assist partner countries in implementing PGG. Then later, in B.4, MCC notes the contractor shall be paid in accordance with fixed loaded hourly rates.

Can MCC confirm whether this solicitation is for an individual expert or a Contracting organization?

This is an Open Market opportunity open to all eligible small business concerns. If an individual expert is a SAM registered eligible small business concern, then the individual expert may submit a quote.

16 Section C . 3 Tasks 9

Review the PGG to incorporate best practices in grant making and other assistance instruments in the marketplace, comparing it with international donors such as USAID and World Bank and assist with updating the PGG as required.

Are there specific or existing softwares MCC anticipates using on this contract?

pp. 60-61 of the RFP (L.8.2, Table B) place the resumes & LOCs in Section F, which has no page limit.

Which section should the resumes/LOCs be provided in?

And is there a page limit for them?

If so, since LOCs are required for all proposed subcontractor staff, does the "total of 3 pages" limit refer to each individual's resume + LOC, or to the combined total for all individuals?

Unless proposing multiple personnel, only one resume is anticipated in Section F. However, if multiple personnel are proposed, then each resume will have a limit of 3 pages in section F.

27 Section C How many times will the contractor be required to visit agency HQ? The frequency is undetermined.

28 Section C How many grants do you anticipate per week and/or per month? Refer to the Statement of Work.

Is there a past bid tabulation available and, if so who should I contact and how can I request a copy to be sent to me?

No. This is a new requirement.

30 Section B

Will there be any allowances for upward price adjustments due to any unforeseen increased costs due to market conditions such as, a rise in traveling costs, etc.?

All changes will be in accordance with FAR 52.212-4. Economic Price adjustments are not applicable to this requirement.

31 Section G

Who should I contact with invoicing or payment questions and outside of the bid invoicing directions, is there any particular information that must be included on the invoice?

See MCC 52.232-70 INVOICE INSTRUCTIONS (MAY 2017) in Section G of the solicitation. The COR and CO can also answer most invoice inquiries.

32 Section A

What is the usual number of days until payment from the time a properly executed invoice is received?

30 days from acceptance of invoice.

Will you be the only person involved in the purchase and award decision, and if no, is there anyone else that you would recommend I speak to about the bid?

Michael Glimp and Taylor Wolf are the only points of contact for this solicitation.

34 Will "NET-15" or "NET-30" terms be used on this purchase?

The discount terms are Net 30.

39 Section C, (II) 9 Scope Please quantify the number of grants and annual amounts of grants under the scope.

The level of effort is quantified by hours not the quantity of grants.

The section states to add resume of key personal upon award.

However, the section L.10.2.1 (page 63) requires offeror to submit details of the keys personnel with the proposal. Please clarify if resume of the key personnel is to be submitted along with the proposal?

The proposed personnel directly performing on the contract are considered key personnel.

If the ODC ceiling is acceptable to the offreor, is it still required to fill out the ODC table under section L.12.2.1? How do we indicate the ODC ceiling in section B if different from prescribed ceiling amount?

No. The offered ODC price shall be submitted in the required MS Excel file.

44 L.12.3 66 Cost or Pricing Data

Will a signed certification (in lieu of financial statement) from the company officer be acceptable to certify that the offerror has sufficient financial capability to deliver the services under scope of this contract?

The Offeror shall submit any information deemed relevant to convincingly demonstrate its ability to perform the requirement from a financial point of view; this may include providing a copy of the Offeror's most recent financial statement. A signed certification without any other information may not demonstrate the Offeror has sufficient financial capability to deliver the services under scope of this contract.

Past Performance

Please confirm that we don't need to send out PPQs to customers provided we submit 3 past performance references as stated in the solicitation.

PPQs are required if the past performance reference does not have a CPARS report. If a CPARS report is not available, then a PPQ is required.
