Summary of Changes
Question Response Is there a document with more detail on what must be included in proposals?
See Section L of the RFQ and Section M on how quotes will be evaluated.
Is there a specific max budget for this project? The government will not disclose its budget.
Does --- need to select a specific country to implement programming? Alternatively, can we submit a proposal outlining how we can implement in multiple countries?
MCC is seeking quoters who can work in any MCC eligible countries as needs arise.
The Contractor shall provide resumes of Key Personnel (Team Leader)– If qualified, one individual can fulfill more than one position.
However, this requirement would require performance in multiple countries simultaneously. Can we add a Deputy Team Leader Position as long as we keep the LOE estimates for each year the same?
Yes.
Please confirm that the Team Leader CV and Staff Organizational Chart may be included in an Annex, and not counted towards the 20-page Technical Proposal limitation.

Section L.3.3 requires five past performance references to be submitted. However, the total pages required is limited to 6 pages. Please increase to 10 pages?
Past Performances shall not exceed ten pages.
If an offeror has partners, are we able to submit five past performance references for each partner or a total of five past performance references for the prime and all its partners?
No more than a total of five past performances are allowed for the prime and all its partners.
Please confirm that CVs for Non-Key Personnel candidates are not required.
Quoter shall provide a team matrix of the proposed personnel supporting the sectoral areas of the statement of work. In addition, Quoters should provide summaries of all proposed personnel (key and non-key) highlighting their qualifications in accordance with Section H.
Please confirm that the executive summary is not included in the 20-page limitation.
Executive summaries are not allowed.
Can several years of experience be Per Section H, academic degrees are substituted in place of a Master's or PhD?
Please confirm.

The RFP provides total person/hours per period, and asks for labor rates for a series of defined labor categories (on page 7).
However, the RFP does not stipulate the request number of hours per period for each labor category. Can MCC provide any guidance regarding how the total person/hours per period should be distributed among labor categories? Or should offerors propose how person/hours will be split across labor categories? If offerors are to propose the distribution of person/hours across labor categories, will MCC consider this distribution as part of the technical selection criteria and/or the price criteria?
Quoters, based on their experience, should propose level of effort across the labor categories. This will be evaluated in accordance with the price evaluation criteria.
The instructions for Volume 2 ask for 5 past performance reference (with each PPR limited to two page), but the overall page limit for Volume 2 is 6 pages. Would MCC consider increasing the page limit for Volume 2 to 10 pages in order to accommodate 5 PPRs of up to 2 pages each?
Past Performances shall not exceed ten pages.
Can MCC provide an estimate of how the hours should be distributed across health, education, and workforce development, and across the different levels of labor categories (Team Leader, Senior, Mid, Junior) which can have very different labor rates?
MCC programs currently consist of the following number of programs – Health – 1 - Lesotho Education – 4 - Cote d'Ivoire, Morocco, Niger, and Timor Leste Workforce Development – 3 – Cote d'Ivoire, Kosovo, and Morocco Quoters, based on their experience, should be able to allocate resources by the number of MCC programs mentioned above. However, MCC envisions 80% of work to be completed by Senior level personnel.
Is the Research Analyst position considered Senior or Mid-level?
Junior Level.
Is there a budget template the Offeror should use?
Quoters should use the tables in Section B.
Would MCC prefer a team matrix that outlines Page 7.
the personnel according to the Table on p.7 (labor categories) or the Table on p.24-25?
MCC requires that the Offeror provide one report for each type of past performance.
However, many of our client's reports (including those for MCC, especially those for due diligence type activities) are not publicly available and therefore cannot be shared.
Can MCC kindly drop the requirement to provide reports? Alternatively, can MCC require that reports provided show the caliber of the organizations writing expertise, but not be specific to due diligence type activities?
MCC has revised the language - Quoters shall provide five past performances that describes successful experience with at least one report in each sector, i.e., education, health, and workforce development -- under existing and prior contracts that describe successful experience in the development and implementation of institutional reform in education, health, and workforce development projects in developing countries. Prior experience in the countries where MCC currently has or will be developing health, education, and workforce development programs is highly desirable.
Can an Offeror provide past performance from a proposed subcontractor? How many past performance references must be from the prime vs subcontractor(s)?
Quoters are to decide the mix of past performance references.
Can MCC provide the relative weights of Subfactor 1: Technical Capability, Subfactor 2: Personnel vs. Factor 2: Past Performance in terms of evaluation?
The Government will perform a comparative analysis of the quotes by assessing and documenting the advantages and disadvantages of each quote as related to the Evaluation Factors.
Can bidders proposed escalation? Labor rate escalation shall not exceed 3% from base period through option periods.
