Summary of Changes

Header Information

Close Date is changed from 15-JUL-22 17:00:00 to 25-JUL-22 17:00:00.

Questions and Answers

General:

Q1: Will MCC please consider extending the proposal submission deadline to allow clients to complete and submit past performance references on time?

MCC Response: The submission deadline is hereby extended to Monday, July 25, 2022 at 5:00 pm Eastern Time (ET).

Q2: In order to allow offerors to take in and incorporate the information from the June 28th conference as well as the answers to questions that will be posted next week, would MCC kindly consider extending the RFQ submission deadline by two weeks to Friday, July 29th?

MCC Response: Please see response to Q1.

Q3: FAR 52.212-1 Instructions to Offerors indicates that the NAICS code appears elsewhere in the solicitation, but we are unable to find it. Could MCC please update the cover sheet to include the NAICS code and confirm that the small business size standard is 500 employees?

MCC Response: As stated on the SAM.gov solicitation page, the applicable NAICS code is 541990 – All Other Professional, Scientific, and Technical Services; the associated small business size standard is $17.0 million.

Q4: F.1 Period of Performance – Can you confirm that the ordering period is five (5) years from the date of award and that completion of Call Orders may extend a reasonable period beyond the ordering period?

MCC Response: Yes, the ordering period will be five (5) years from the date of award. The completion date of Call Orders issued within the ordering period may extend beyond the end date of the BPA period of performance.

Q5: During the webinar on June 28, a reference was made to an existing MCC BPA on Political Economy Analysis (PEA) as part of an inquiry around overlapping scopes, requirements for the Economic Analysis BPA, etc. Given the response indicated there could be needs across mechanisms, please kindly provide details on the PEA BPA and the criteria that will used to select the most appropriate contract mechanism when scopes overlap.

MCC Response: MCC currently has a stand-alone contract to meet the political economy analysis (PEA) needs of the Department of Compact Operations; MCC does not have a BPA for PEA. The PEA services expected to be procured under the Economic Analysis BPA may address both country/sector-specific PEA, as well as more general PEA related work. As needs arise, MCC will determine internally which contract mechanism best suits the need (considering factors such as scope, required expertise, efficiency, cost-effectiveness, etc.). For reference, offerors may review the solicitation for the stand-alone PEA requirement at SAM.gov under Notice ID 95332422Q0018 (note this is an inactive notice, as the solicitation has closed).

Q6: How will MCC determine whether there is a potential conflict of interest (COI) between an offeror's existing work under a separate award and the Economic Analysis BPA?

MCC Response: MCC will not examine vendor-specific conflict of interest (COI) issues before the quotation deadline. If an offeror believes they have a COI — or the appearance of a COI — the offeror must submit a proposed mitigation plan as part of their quotation submission, which MCC will consider during the evaluation process. COI issues will be examined based on the specific facts surrounding each potential conflict.

Note that COI issues may also arise at the call order level, where the specific work is defined. Similar to the approach described for the BPA, the burden is on the contractor to disclose any conflicts (or potential conflicts, or appearance of conflicts) to MCC and provide a mitigation plan as appropriate; this would normally be done within the contractor's response to a call order solicitation.

Q7: How should it be handled if an offeror would anticipate bringing in a subcontractor to meet the specific needs of an illustrative call order, but does not see them as a strategic partner/subcontractor on the overall BPA?

MCC Response: As stated at Section M.6 of the solicitation, partnerships (including prime/sub relationships) may be formed at the Call Order level to respond to specific requirements. Not mentioning a potential partner/subcontractor at the BPA level will not preclude a BPA holder from bringing them on at the order level.

For the illustrative call order in the current solicitation, the offeror may mention a subcontractor in their sample response to the SOW; this section will presumably be separate from the section regarding the offeror's capabilities and experience on the overall BPA scope (where any strategic, BPA-level partners/subcontractors would likely be discussed).

Q8: The RFQ suggests that teams can be formed in response to Call Orders. Can you clarify whether new firms can join a BPA holder's team at the Call Order stage? Or should all members of a team already hold a BPA award or have been a consortium member at the time of the BPA award?

MCC Response: Please see response to Q7.

Q9: Given the timing of the Q/A period and subsequent July 4 holiday, would MCC consider extending the proposal deadline to July 22?

MCC Response: Please see response to Q1.

Q10: First Call Order anticipated under the MCC Economic Analysis BPA:

a. When is the first call order expected to drop?

b. Is it likely to focus on the scope included in the illustrative call order? If so, what is the anticipated pipeline in terms of countries and sector areas of focus?

MCC Response: MCC expects to issue the first set of call orders within a short period after the BPA awards are announced. The call order solicitation is likely to include the illustrative call order tasks https://sam.gov/opp/a3b97f128b42458882cffa2cd51afa00/review indicated in RFQ Attachment J.1 (with each task potentially representing a different call order).

In addition, the first call order solicitation may also include tasks related to CBA support for transport, coastal management, agriculture, and power related interventions. MCC is unable to note specific countries of interest at this time; however, the range of countries with which MCC has partnered in the past indicate the types of countries likely to apply at the call order level (see "Where We Work" on mcc.gov).

Q11: Due the complexity of the RFQ requirements, to ensure adequate time for offerors to adjust their proposals based on MCC Q&A responses, and to accommodate two federal holidays that fall during the proposal period, would MCC consider extending the deadline to July 29, 2022?

MCC Response: Please see response to Q1.

Q12: If there is an incumbent, could you please provide the current/previous contract number?

MCC Response: There is no incumbent for the services, this is a new requirement.

Technical Quotation:

Q13: With reference to Section C.5. Labor Categories and Definitions (page 8), would MCC consider revising the education requirements so that an additional two years (not six) experience could substitute for a Masters, and a PhD would result in a reduction in required experience of four years?

MCC Response: The labor categories and definitions at Section C.5 will remain unchanged; however, MCC may consider waiver requests (such as those mentioned in the question) at the order level.

Q14: With reference to L.8.5, please confirm major subcontractors are allowed to submit CPARs for their past projects.

MCC Response: Yes, CPARs for significant subcontractors/partners may be provided within the appendix to Volume I (or emailed directly from the client to the MCC points of contact referenced in Section L.8.4, as long as the client identifies the prime offeror in their message).

As stated in Section L.8.3, at least two of the three required references must be for the prime contractor; at the offeror's discretion (and as allowed by the page limitations), additional references beyond the required three may be provided for the prime or significant subs.

Q15: Please confirm prime Offerors can submit up to three CPARs or past performance references and major subcontractors can also submit an additional up to three CPARs or past performance references.

MCC Response: Offerors must submit at least three past performance references using the matrix format in Section L.8.3; these references must be supported by either a past performance questionnaire submitted to MCC by the client (L.8.4) or a completed CPAR record (L.8.5). Past performance questionnaires and CPAR records should only be provided for projects that have an associated past performance matrix in the format prescribed at Section L.8.3.

At least two of the three required references must be for the prime offeror, and one of the three may be for a significant subcontractor/partner. See Q14 for additional information.

https://www.mcc.gov/where-we-work

Q16: Will MCC please confirm Offerors are allowed to include an acronym list in the technical volume that does not count towards the page limit?

MCC Response: Yes. Acronym lists will not count toward the page limit (see Section L.7).

Q17: With reference to L.8.3, will MCC please confirm the past performance matrix can be included in an annex without counting towards the page limit?

MCC Response: That is incorrect. In accordance with the statement under the past performance matrix template in L.8.3 (page 68), "The three (or more) matrices must be included within Volume I and are subject to the page limits referenced in Section L.7. Offerors shall not include additional past performance matrices in the appendix to Volume I."

Q18: Will MCC please confirm if at the BPA level an individual can be proposed for more than one role, and alternatively, that one role can have more than one individual proposed?

MCC Response: MCC is not requesting that specific staff be identified at the BPA level. For the illustrative call order, Offerors may propose the staffing and management approach they deem best suited for the proposed activities. This includes proposing individuals for more than one role (availability permitting), as well as more than one candidate for a role.

Q19: Section C.2. SCOPE outlines the work of MCC/DPE/EA and the ways in which BPA holders will support this around the globe through a range of analytical expertise. Would it be possible for MCC to indicate the anticipated countries/regions/sectors that may require the BPA's services in at least the first two years, so that offerors might further demonstrate our ability to respond with staff, management, and analytical expertise in the rapid, demand-driven manner expected?

MCC Response: Each year, the MCC Board of Directors determine the countries that are selected for grant assistance. Consequently, MCC is unable to anticipate a specific set of countries that may require BPA services. However, the range of countries with which MCC has partnered in the past indicate the types of countries likely to apply at the call order level (see "Where We Work" page on mcc.gov).

Q20: Section C.3 ECONOMIC ANALYSIS AT MCC states "Attachment J.3. summarizes the roles of economists at MCC over the lifetime of programs. Experts contracted under this BPA may be assisting with various tasks listed in Attachment J.3, primarily in the Program Development, Due Diligence, and Implementation columns" and is followed by sections which discuss Roles, Responsibilities and Potential Call Order Activities. Could MCC please further explain the linkages between the Scope Section and Attachment J.3, as they don't map directly and to be fully responsive in the technical approach it will be important to understand the areas of greatest priority or challenge to the Economists/Project Monitors who will manage services under the

BPA.

MCC Response: Attachment J.3 outlines the various stages of program development at MCC, and how economic analysis is applied in different stages. The potential call order activities discussed in the RFQ may apply at various stages of MCC program development to support the economists' role described in Attachment J.3. What is described in Section C as "strategic planning" aligns with "proposal development" in Attachment J.3, while "project development support" in Section C aligns with "due diligence" and "compact negotiation" in Attachment J.3 (the terms "implementation" and "post-implementation" in Attachment J.3 are self-explanatory in the context of the RFQ).

Q21: Access to quality personnel and the ability to mobilize/manage them efficiently is clearly important to the BPA, but it is unclear specifically what the Government is looking for offerors to submit and how personnel will be evaluated. Section L mentions including CVs, Letters of Commitment (if applicable) in an Annex, but also seeks a staffing strategy with illustrative/other CVs. However, there are no Key Personnel Requirements per Section F until Call Orders are issued. At the same time, Section M contains no direct references to how CVs presented will be evaluated and seems to split scoring between Sub-Factor 1 and Sub-Factor 2. Given the importance of this topic and effort that would be involved in generating/presenting CVs across so many different categories, would MCC please clarify what offerors are expected to present and propose in terms of personnel, how any CVs, letters of commitment, etc. should be included, and more specifically how this will be evaluated.

MCC Response: As mentioned in Q18, MCC is not requesting Offerors to propose specific staff (nor to provide illustrative CVs/letters of commitment) at the BPA level. The "staffing strategies, including illustrative résumés/CVs for project team key staff…" requested under Section L.8.2 (page 67), item (3) under the first bullet point, refers to staffing strategies and illustrative CVs for the sample response to the illustrative call order – not for the BPA as a whole. This information will be evaluated under Sub-Factor 1, paragraph a (page 69):

a. Quality of sample response to the illustrative Call Order Scope of Work (Attachment J.1). The sample response will be evaluated on (i) the comprehensiveness of the Offeror's analytical approach proposed to conduct the work; (ii) the Offeror's nuanced understanding of the relevant sectoral context; (iii) the technical capabilities of the proposed project team; (iv) the Offeror's demonstrated ability to effectively orchestrate resources to address the technical requirements of the various tasks;

(v) the feasibility and effectiveness of the proposed work plan; and vi) the reasonableness of the level of effort and number of trips proposed for conducting the work.

Letters of commitment are not applicable given the illustrative nature of the response.

That said, MCC also expects to see a broader discussion of the Offeror's staffing/team management approach for the overall BPA (see last bullet under L.8.2). In general, MCC expects Offerors to demonstrate staff capacity, experience, and ability to mobilize resources across labor categories and sectors/topical areas either as a single firm or through partnerships. In accordance with L.8.2 (last bullet point), Offerors should discuss their staffing and team management strategies for the broad set of potential call order activities indicated in the RFQ. This overall staffing strategy and management approach will be evaluated under Sub-Factor 2.

Q22: Section C.5. Labor Categories and Definitions – For positions that reflect a Master's degree qualification an experience substitution of an additional six years is outlined. Can we additionally assume that Bachelor's degree and an additional two years of experience is also acceptable?

MCC Response: Section C.5 outlines an experience substitution of four additional years for positions that reflect a Bachelor's degree qualification. Please see response to Q13.

Q23: Can you please confirm that offerors can submit multiple CVs under each labor category?

MCC Response: Illustrative résumés/CVs are only required for the labor categories that the Offeror proposes as part of the sample response to the illustrative call order scope of work. As appropriate, Offerors may submit multiple CVs for each labor category. Please see responses to Q18 and Q21.

Q24: Can one person be submitted for multiple labor categories if they fit the description requirements for each position?

MCC Response: Please see responses to Q18 and Q21.

Q25: Can the Local Researcher Labor Category be split into multiple regional and/or seniority categories to account for rate variations across the various MCC countries?

MCC Response: The BPA labor rate should reflect a maximum value that can be adjusted downward at the order level to account for country-specific labor conditions; regional categories are not encouraged. As noted in Sections B.1 and C.5 of the solicitation, at their discretion offerors may propose additional BPA labor categories, including a description of the proposed category and minimum education/experience requirements.

Q26: Do you have a preferred CV template?

MCC Response: MCC does not have a preferred template for CVs.

Q27: How should positions and CVs be defined for the illustrative call order? Should the illustrative call order writeup have a staffing section? Should the CVs for the illustrative call order be mapped to each BPA labor category?

MCC Response: See Section L.8.2 (first bullet point) of the solicitation for guidance on what the sample call order response must contain. Staff proposed for the illustrative call order should be mapped to the relevant BPA labor category selected by the Offeror. MCC leaves it to the Offeror to decide how to discuss their staffing strategies and choices for the illustrative call order tasks. Note: CVs should be included as part of the appendix to the technical quotation.

Q28: How should CVs be packaged for the illustrative call orders—in the same appendix with the general CVs for each labor category or in a separate appendix?

MCC Response: CVs are only required for the sample response to the illustrative call order scope of work. Please see responses to Q18 and Q21.

Q29: The labor category includes "Local Researcher". Can MCC please clarify whether the proposed team member must be named at this time or at the call order level?

MCC Response: Please see responses to Q18 and Q21.

Q30: On page 67, Section L.8.2, it states that "a work plan which must include a timeline, proposed number of trips, and staffing plan." The Illustrative Call Order SOW (Attachment J1) also notes on page 6 that "under certain circumstances data collection might require country travel." Considering that no country details are provided, can MCC kindly confirm whether any budget estimate is required for country travels or specifying the number of country trips is sufficient?

MCC Response: Budget estimates for the illustrative call order activities are not required at this time;

specifying the number of country trips would be sufficient.

Q31: Section E.1. Quality Control Plan: Could MCC please confirm that Offerors are not required to submit a Quality Assurance/Quality Control (QA/QC) Plan with their Quotation Responses?

MCC Response: Confirmed. Offerors are not required to submit a Quality Assurance/Quality Control

(QA/QC) Plan with their quotation.

Q32: Section L.6. Quotation Format: Would MCC allow Times New Roman font, 10-point for tables, charts, and text boxes, in addition to graphics allowed in Times New Roman, 10-point?

MCC Response: Yes, this is fine.

Q33: Section L.7. Page Limits: Would MCC allow for a List of Acronyms to be included in Volume 1 – Technical Quotation, and not count toward the page limit?

MCC Response: Yes, please see response to Q16.

Q34: Section L.8.2. (3) states, "staffing strategies, including illustrative resumes/CVs for the project team key staff, and other individuals whom the offeror can mobilize through its staffing strategy;" Could MCC please confirm that Offerors are to provide some illustrative resumes/CVs of proposed project team staff for the illustrative Call Order Scope of Work, as opposed to all the staff listed in the labor categories under Section B.1.

and Section C.5?

MCC Response: Yes, that is correct. Please see response to Q21.

Q35: Past Performance: Section L.8.3. on the bottom of page 67 states, "The Technical Quotation shall include information on at least three (3) current or past projects…" and page 68 of the same section states, "The three (or more) matrices must be included within Volume I and are subject to the page limits referenced in Section L.7."

However, page 68 of the same section goes on to state, "Offerors shall not include additional past performance matrices in the appendix to Volume I." Could MCC please clarify the maximum number of past performance matrices that Offerors may provide in the appendix of Volume I?

MCC Response: Past performance matrices must be included within Volume I using the format prescribed in Section L.8.3; the matrices are subject to the 30-page limit stated in L.7. There is no maximum limit on the number of past performance matrices that Offerors may provide within Volume I (however, at least three are required). The referenced statement in Section L.8.3, page 68 should read as follows: "Offerors shall not include past performance matrices in the appendix to Volume I" (the word "additional" has been deleted). Only CPARs (if selected in accordance with L.8.5 in lieu of past performance questionnaires) to support these matrices may be included in the appendix to Volume I.

Q36: Past Performance: Section L.8.4. states, "The offeror's references must submit their completed Past Performance Questionnaires to dimitrovad@mcc.gov and naranjoj@mcc.gov by the quotation due date and time."

At the same time, Section L.8.5 states, "In lieu of the past performance questionnaire, offerors may choose to submit a copy of a completed CPAR record. CPAR records may be included in the appendix to Volume I." Could MCC please clarify whether the Offerors' references should still submit completed Past Performance Questionnaires to MCC if the Offeror chooses to submit a copy of a completed CPAR record, which would most likely be filled out by the reference, in lieu of the past performance questionnaire?

MCC Response: For each past performance matrix, Offerors must submit either a completed CPAR record or have their client reference submit a past performance questionnaire in accordance with L.8.4.

mailto:dimitrovad@mcc.gov mailto:naranjoj@mcc.gov

Offerors may choose to submit a CPAR record in lieu of the questionnaire; there is no need to submit both.

Q37: In Section L.6 (page 66), please confirm that in addition to graphics and spreadsheets, offerors may use size 10-point font for tables and textboxes.

MCC Response: Yes. Please see response to Q32.

Q38: In Section L.7 (page 66), please confirm that an acronym list would not count toward the page limit, as with the cover page, executive summary, and table of contents.

MCC Response: Confirmed. Please see response to Q16.

Q39: Do graphics/illustrations count toward the page limit?

MCC Response: Yes.

Q40: For the Illustrative Call Order, under Task 1, MCC instructs respondents to "apply the Growth Diagnostics (GD) approach from Hausmann, Rodrik, and Velasco (2005) across designated nodes in the diagram above to identify the binding constraints to growth along with the appropriate policy options to address the constraint." To confirm: Does "designated nodes" refer to the table titled "Private Responses to Constraints" or to the figure titled "What Constrains Private Investment and Entrepreneurship?"

MCC Response: The designated nodes refer to the figure titled "What Constrains Private Investment and Entrepreneurship."

Q41: Sub-Factor 1 requires technical approach and overall corporate qualifications to be followed by the call order response – can the order of technical response be flexible to allow relevant experience, followed by analytical expertise, followed by the call order response at the end.

MCC Response: Yes. The order of the paragraphs under Sub-Factor 1 (Section M.2.1) is not intended to dictate the order in which the Offeror must arrange their technical quotation. Note that instructions on what to include in the technical quotation may be found at Section L.8, while Section M describes how the quotation will be evaluated.

Cost Quotation:

Q42: With reference to Section L.9. Preparation of Volume II – Cost Quotation (page 68), for offerors who have fully completed the Representations and Certifications within sam.gov, would MCC kindly consider removing the Representations and Certifications from this submission package?

MCC Response: Offerors who have completed their representations and certifications within SAM only need to complete paragraph (b)(2) of FAR 52.212-3 Offeror Representations and Certifications – Commercial Products and Commercial Services.

Q43: In many Blanket Purchase Agreements, labor categories are requested to be discounted at the individual Call Order Level. In order to provide a discount, offerors require a cushion in the overall labor category maximums.

Could MCC please confirm whether discounts will be requested on individual Call Orders, or if labor category rates will be considered final?

MCC Response: The fully-burdened hourly rates listed in B.1. Price/Cost Schedule will be considered maximum rates. Contractors may propose lower rates at the Call Order level based on the nature of the requirements.

Q44: With reference to Section L.9.4. (page 68), please confirm if offerors will submit only applicable NICRA rate on OLMs, and redacted NICRA. Please confirm offerors are not required to submit their full NICRA.

MCC Response: MCC is unfamiliar with the acronym "OLM." If applicable, Offerors must submit a copy of their current NICRA agreement with their cognizant Federal agency. The agreement should reflect the firm's negotiated indirect rates (e.g., G&A, subcontract handling fee, etc.).

Q45: Given the current inflation rates, does MCC have any guidance on the annual labor rate escalation percentages such as an indicative percentage or cap?

MCC Response: MCC does not have an indicative escalation rate or cap. Offerors should propose what they feel is appropriate based on current and projected market conditions.

Q46: Is a financial proposal/budget required for the illustrative call order?

MCC Response: No, a proposed budget is not required for the illustrative call order.

Q47: Could MCC please confirm that under a time-and-materials Call Order, the Contractor will be permitted to charge indirect costs (G&A) on materials/ODCs in accordance with the Contractor's NICRA?

MCC Response: Yes. On T&M call orders, indirect costs (such as G&A on materials/ODCs) may be charged in accordance the Contractor's NICRA.

Q48: Can MCC please confirm that any necessary materials will be covered by MCC outside of the Call Order under a Labor-Hour (LH) type contract?

MCC Response: Offerors will be expected to submit complete quotations in response to call order solicitations under the BPA. In the case of T&M type orders, this includes any materials/Other Direct Costs (ODCs) to implement the work. For LH type orders, only labor would be anticipated; the Contractor would not be responsible for any materials/ODCs. As needed, clarifications can be made at the call order level if/when a LH type order is issued.

Q49: In accordance with Section B.1, could MCC please confirm that the fully-burdened hourly rates per labor category are maximum ceiling rates per fiscal year, and that the Contractor shall propose actual loaded rates which may be lower at the Call Order level? This is important in the case of locally-hired personnel where the actual rates may vary substantially across countries. Without knowing where we will be working for MCC, it is difficult to propose competitive rates.

MCC Response: Please see response to Q43.
