| Responses to Questions 95332422Q0015 ESP Resettlement Consultant | ||
| # | Question | MCC Response |
This solicitation appears to be a hybrid of the standard Individual Consultant procurement combined with an unrestricted procurement? | Yes. Individual or Business with no restrictions.
Many of the following questions relate to Individual vs business entity clarifications. The general language implies that the solicitation can include multiple Key Staff from a single entity, but the submission restrictions and other items constrain that. Is MCC seeking a single submission per Key Staff or can multiple Key Staff be proposed in a single submission? | We are looking for 2 (or so) people to do this work. It can be in the form of invididuals or a business offering 2 (or so) people. You can offer multiple key staff
If an entity can propose multiple Key Staff in a single submission, will MCC select from that list or base awards on the combined staffing? | Either one depending on the skills, experience of key personnel proposed
Section G, p. 10. The 25% cited states “subcontractors”, yet Section B (pages 4 – 6) provides for “support professionals.” Does MCC anticipate use of support professionals that may be part of the bidding entity and is that part of the 25% (in which case it would not be “subcontracted”)? | Whomever is awarded, that business or individual can subcontract no more than 25% of the value of the labor
Page 10, Section G. The word “unloaded” implies unloaded+overhead+profit calculated rates. This solicitation asks for a fully loaded rate only, typical of Individual Consultant solicitations. Can you clarify the use of “unloaded” for this solicitation? | Unloaded is only labor. We would like a fully loaded hourly rate proposal per person.
Section B, p 4 – 6 contains blocks for “support professional.” Is MCC assuming that Key Staff may have access to other professionals within the bidding entity? Should rates and CVs be provided for those staff? Should we assume that those staff are resettlement and related professionals (as opposed to administrative)? Is allowance for support staff part of the assumed hours in F.5, page 14? | Pages 4-6 only display how the contract will look line items-wise. We are only looking for 2 (or so) ESP Resettlement Consultants, no support staff
F.5, p. 14 shows 2180 hours. This exceeds 40/hours per week. Can you clarify the implications of this number? If, pending clarification of multiple staff questions above, the bidding entity is proposing multiple staff, should we provide an estimate based on 2180 hours for each? | Those hours can be divided among key personnel. The expectation is not to exceed those stated total hours per year. This is based on the work outlined in the SOW.
MCC 52 204.70 Security Requirements p. 20 - 23. Please clarify if it is MCC’s intent to have any staff under this solicitation posted to MCC’s DC offices. | No, the intent is not to have consultants posted to DC's offices. They may need to travel to DC offices upon occasion.
H.1 Key Personnel, p.29. Only one labor category is listed. Should this include categories for “support professionals” as indicated on p. 4 – 6? If multiple Key Staff can be proposed, should this be expanded to show multiple rates or is MCC seeking a single rate for a single labor category? | No support professionals needed. We are only looking for multiple ESP Consutlants up to the total hours specified per year.
MCC 52.232-72, Individual Consultants p. 26. Please clarify (also related to previous questions), whether MCC is procuring Individual Consultants or if this solicitation is open to businesses with multiple qualified Key Staff. | It is open to both individuals and businesses
L.3.1 p. 42/43. This section limits the response to 10 pages inclusive of CVs. If (see previous questions regarding multiple Key Staff submissions). This limits severely constrains the number of key staff that can be offered in the proposal. If multiple Key Staff can be offered, can this section be longer to accommodate multiple CVs? | It can be 10 pages per personnel proposed
L.3.2 Past Performance, p.43. If multiple Key Staff are allowed, should we assume that it is 3 references per Key Staff? If the submission is by a business entity with multiple candidates, are references required for the business entity also? | We are asking for 3 references per proposal
L.3.2., p.43. Are references from MCC Staff allowed? | Yes
