Questions and Answers

Q1: Could you please specify the geographic zone of intervention?

A1: The consultant can be based anywhere. The MCC projects to be reviewed have not been specified. The sample of projects will include projects in Africa and other regions where MCC invests. A map of where MCC currently works and has worked can be located at: https://www.mcc.gov/where-we-work.

Q2: Kindly confirm if the consultant can be based out of anywhere globally or is it a requirement that s/he resides in Washington D.C.? Is US work authorization mandatory?

A2: The successful consultant can perform the effort outside of the U.S. (and outside of the Washington, D.C. area if in the U.S.). A visa is not required for performance outside of the U.S. However, if a non-U.S. citizen is performing the effort inside the U.S., a visa status is required on the BioData Form. Also, a visa may be required for occasional work travel to MCC’s Washington, D.C. office. Please review the Request for Quotation (RFQ) Attachment 3 Statement of Work section entitled “Place of Performance” as follows:

“PLACE OF PERFORMANCE: The consultant will be required to perform work at his or her home office with occasional travel to MCC's Washington, D.C. office. Interviews with MCC staff and with MCA counterparts will be conducted virtually until normal operations resume and travel is permitted and is safe to undertake.”

Q3: What is an example of a “sample analytical work”? Should a sample of an actual output be part of the consultant’s quotation/submission, or only a list of analytical works and roles in it?

Please note quite often outputs are co-authored, and there are occasions when reports for clients are confidential.

A3: A list of analytical works would be insufficient. A sample of analytical work is a publication in a research venue or an analytical report submitted as an output/deliverable. When co-authored, please specify your role in the work. Please review the RFQ Section 9 Quote Submission paragraph a.iii. as follows:

“iii. Sample analytical work in the WASH sector. Clearly state your role in the work and the role of any other contributors.”

Note: MCC evaluation panel members must sign non-disclosure/confidentiality agreements before participating in the evaluation process. All source selection information is subject to this agreement, including candidate submissions.

Q4: Is the file size limit for each of the attachments (i.e. CV, cover letter, biodata form, references, and analytical work) 10 MB, or together for all of these?

A4: The 10MB limitation is for an email including attachments. Any email, including attachments, over 10MB, should be divided into two or more emails, so each email is under the 10MB limitation. Note that total email size is more than the sum of the size of all attachments.

https://www.mcc.gov/where-we-work

MCC will acknowledge receipt of all emails that are part of a candidate’s submission;

please ensure you receive a confirmation of receipt from MCC for each email containing submission components prior to the solicitation deadline.

Q5: Will candidates be informed before you reach out to references?

A5: MCC can accommodate this request.

Q6: Is any particular geographical experience (e.g. sub-Saharan Africa, South Asia, etc.)

considered to be more desirable for this role, and therefore expected to be allotted more weightage while assessing candidates?

A6: No. There are several evaluation/qualification factors under RFQ Section 10 Evaluation Factors, that note “…in developing countries.” Beyond this, MCC did not specify any particular geographical experience as being more desirable for this role.

Q7: The BioData Form includes box “7. Citizenship (If non-U.S. citizen, give visa status).” Could you please confirm that no US work permit is necessary for the consultancy?

A7: A non-U.S. citizen performing the effort outside of the U.S. does not require a visa. If a non-U.S. citizen is performing the effort inside the U.S., a visa status is required.

Q8: Is there an incumbent contractor currently performing these services, have similar services been performed in the past, or is this a new requirement?

A8: This is a new requirement. There is no incumbent contractor.
