About this file

This amendment modifies a request for quotation for technical support services related to land-based revenue generation in Malawi. The Millennium Challenge Corporation seeks a contractor to conduct a study focusing on public revenue mobilization and allocation at the national and municipal levels. The requirement will be conducted in two phases, with the base period as a firm fixed price for defined deliverables and an option period awarded as a time and materials contract. The amendment extends the response deadline to July 30, 2020 and provides responses to questions from potential offerors. Details include clarification that international expertise will be required but proposed solutions may include more local resources due to travel restrictions, and a commitment from MCC to facilitate access to necessary budget and revenue data for assessments.

Quoter Question MCC Response

Q.1 Section M.2, page 59 states that "The following evaluation factors and sub factors are listed in descending order of importance, (1) Technical Capability; (2) Past Performance; (3) and Price." Section M.3, page 61 states that "Price is more important than Past Performance and Technical Capability individually."

Could MCC please clarify which order of importance is correct?

Technical Capability and Past performance are more important than price individually.

Q.2 Given the realities around COVID-19 travel restrictions that will likely make one (or possibly both) trips described in the SOW impossible, may bidders present alternative management structures and budgets that include more local expertise and travel instead of international travel, or should bidders present technical approach, key personnel, and budget exactly as requested in the RFP?

This is acceptable, as long as personnel meet qualifications. However, the proposed solutions must include international expertise.

Q.3. Please confirm that bidders can assume that MCC will facilitate accessing information required to complete assessments under Tasks 1 and 2 (for example, budget allocation and level of revenue generation by Ministry)?

MCC will take responsibility for working with the GOM and City Councils to ensure information access by the consultant. It will be particularly important to Malawian national and government institutions to know that consultant team members will have signed confidentiality agreements with MCC.

Q.4 Could MCC share the Constraints Analysis report and the Root Causes Analysis report referenced in the

RFQ?

Any additional available documentation relevant to completing the assignment will be provided to the winning bidder after contract signing.

Q.5 Could MCC provide a budget template? MCC will not be providing a budget template in order to allow offerors to use templates that are most suitable for their business practices.

Q.6 Could MCC please provide an estimated budget ceiling? No specific ceiling will be provided. Phase 1 is be proposed on the firm fixed price basis. Phase 2 will be awarded on the Time and Materials basis based on the amount of hours stated on page 24 of the RFQ plus the ODC offered by the offeree.

Q.7 Could MCC extend the due date deadline by two weeks, given the critical pieces of information that will come out of this Q&A?

RFQ due date will be extended by one week to Thursday July 30, 2020 at 4:00 pm EST.
