About this file

This federal solicitation requests specialized contractor services to support women's economic empowerment activities in Millennium Challenge Corporation compact and threshold countries. The contractor will assist with due diligence, planning, and oversight of initiatives focused on three pillars: helping women prosper in the workforce through skills training and employment support; enabling women's success as entrepreneurs via access to assets, capital and markets; and removing barriers limiting women in the economy. The contractor will provide expertise and analysis for countries including Indonesia, Kosovo, Lesotho, and Tunisia across initiatives involving female entrepreneurship, employment opportunities, and enabling policies and regulations. Services may span multiple years of compact development and implementation. The fixed-price, time-and-materials contract allows for base and option years of performance with estimated levels of effort and labor categories involving specialists in relevant areas such as women's entrepreneurship and labor markets.

Statement of Work DUE DILIGENCE SUPPORT FOR ACTIVITIES TO STRENGTHEN WOMEN'S ECONOMIC EMPWERMENT IN MCC

COMPACT AND THRESHOLD COUNTRIES

Introduction

MCC and the MCC Gender Policy

The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. For more information on MCC, please visit www.mcc.gov.

MCC uses a country-led model, where MCC provides grants to partner countries for compact development and implementation, for which they have primary responsibility. MCC's role is oversight and technical support, and we work closely with our partner countries at all stages. This contract falls within this due diligence role. MCC and its country partners select the investments through an analytical process that starts with the identification of binding constraints to economic growth (Constraints Analysis). They then investigate the root causes of those constraints, and develop projects to address them. At the core of MCC's vision is the understanding that market-based economic growth, led by private investment, is critical to sustainable development. MCC-funded programs strive to improve the core market-supporting functions of its partner country governments, from delivery of infrastructure and social services to strong institutions and regulatory environments.

MCC recognizes that economic growth alone will not necessarily reduce poverty, and the poor—or groups within the poor— may not benefit from any given growth-inducing investment. Specific groups, due to inequalities that may be based on gender, ethnicity, age, geography or other characteristics and conditions of poverty, may not be able to participate in, or benefit from, projects intended to reach them—inequalities that can in turn constrain the potential of growth. At each stage of program development and implementation, MCC oversees processes designed to help partner countries identify, analyze, and address inequalities and to design projects to reach groups that may otherwise be excluded, and enhance growth processes through increasing inclusion.

MCC pays particular attention to gender inequalities, which can constrain economic growth and poverty reduction. MCC's gender policy and operational guidance require that gender will be considered in the selection of eligible countries and integrated into the development and design of Compact programs, the assessment and implementation of projects funded by the Millennium Challenge Account, the monitoring of program results, and the evaluation of program impacts. MCC's Gender Policy can be found online at https://www.mcc.gov/content/uploads/2017/05/mcc-policy-gender.pdf. MCC's Gender Milestones and Operational Procedures strengthen and concretize the requirements of the Gender Policy and contribute to the MCC's and the Country Core Team's ability to ensure gender integration. Gender is integrated throughout all MCC sectors, including energy, water and sanitation, transport, agriculture, irrigation, education, health, and nutrition. Gender and social inclusion (GSI) as a practice group works on multi-disciplinary teams with other sector experts to integrate gender and social inclusion in each stage, and with similar multi-disciplinary teams based in partner countries.

The Gender and Social Inclusion Practice Group oversees gender and social inclusion work together with MCC partner countries and in close collaboration with other MCC offices and divisions. MCC seeks ways to achieve inclusive and sustainable economic growth and poverty reduction, and to advance the U.S. government's ability to change the landscape of women's economic empowerment around the world.

Women's economic empowerment at MCC

Women's economic empowerment (WEE), as defined here, is the focus of this Request for Proposals. MCC is committed to identifying and supporting activities around (WEE), in line with agency priorities and compact development processes. MCC's investments in WEE are premised on identifying and analyzing strengthening women's economic empowerment through supporting investments across three (3) pillars:

1. Women prospering in the workforce: workforce development, vocational education, skills training and support essential for successful, safe, and better-paid work.

2. Women succeeding as entrepreneurs: access to assets, capital, markets, networks, training, and mentorship.

3. Women enabled in the economy: Remove restrictive policy, legal, regulatory and cultural barriers and enhance protections.

Country Background

GSI requires support in several of its compacts that are undertaking activities within the three WEE pillars. These include the following:

Indonesia

Indonesia is a sprawling archipelago located between the Pacific and Indian oceans, consisting of more than 17,000 islands, 264 million people and has substantial ethnic and linguistic diversity. MCC together with Government of Indonesia conducted a constraint to growth diagnostics in 2019 and identified the following three binding constraints to economic growth: (1) barriers to export-oriented competitiveness, (2) barriers to domestic productivity and innovation, and (3) costly and underdeveloped financial intermediation.

MCC would like to support increased women's economic empowerment, by reducing constraints to their economic participation, especially in female labor force participation (FLFP) and entrepreneurship development. There is substantial gender inequity that has a negative impact on growth. Currently, FLFP is 54.3% (male 84%), and women with tertiary education have highest FLFP. About 12% of women have attained tertiary education, and 80.5% of them are in labor force, while nearly 70% of women have higher secondary, secondary and primary education, but only 52% of them are in the labor force. Lack of child and elderly care facilities/ services, social norms, inequitable educational returns, and infrastructural deficits are major barriers. In 2016, Indonesia has 57 million enterprises (MSME), out of these only 700,000 (0.01%) are small and medium sized (SMEs). MSMEs provide jobs to over 93% of the population. Women own nearly half of all micro firms and 35% of SMEs. However, there is some evidence that women's ownership among formal SMEs is declining in Indonesia. Data analyses from the 2014 national Micro and Small Manufacturing Industries Survey (IMK) revealed that women's businesses tend to be smaller, less productive and profitable, concentrated in certain sectors, and have fewer employees, and are more likely to be unregistered, informal and rely more on unpaid female workers. Women-owned MSMEs are generating 35% of the revenue on Indonesia's $8 billion e-commerce platform, compared to 15% in offline businesses. It is estimated that e-commerce will increase to $20 billion by 2022, and with strategic support, women entrepreneurs can expand their markets and opportunities.

Kosovo

The Millennium Challenge Corporation conducted a Constraint Analysis (CA) in partnership with the country of Kosovo to determine the greatest constraints to economic growth in Kosovo. The CA identified the following binding constraints to growth: unreliable supply of energy, weak rule of law and perceptions regarding weak rule of law, and poor environmental services (water, environment, and health). In addition, the CA identifies the low labor force participation of women as a cross-cutting concern impacting the ability to ensure inclusive benefits. Following an ongoing investment in a Threshold Program, MCC is currently also designing a compact for Kosovo, which will focus on alleviating the energy constraint. Currently, the following projects are under consideration: Project 1: Gas Sector Development in Kosovo; Project 2: Reserves for Power System Balancing; Project 3: Kosovo Distribution Network Improvement Project; Project 4: Policy and Skills Strengthening in the Energy Sector, with a Gender Focus.

The gender aspects of the Kosovo compact are being developed and may include, among others, components focused on women's employment opportunities in the energy sector; addressing women's under-representation in vocational training related to energy sector needs; addressing women's childcare burdens; providing incentives to energy companies to improve workplace conditions and opportunities for women; and creating positive policy incentives to strengthen women's labor force participation.

Lesotho

In the constraints analysis and root cause assessment during Lesotho's second compact development process, the Government of Lesotho and MCC identified ineffective policy planning, coordination and execution as the binding constraint to private sector-led economic growth and entrepreneurship in Lesotho. The proposed Lesotho II Compact aims to stimulate private sector growth in Lesotho by improving both the Government's supply of public goods and services and the private sector's capacity to demand transparency and accountability. Institutionalized and systemic gender discrimination, and related practices and cultural norms, further constrain growth. Many laws, institutions, and social norms In Lesotho remain discriminatory and thus limit women's economic participation and empowerment. A dual legal system of customary law and common law exists in Lesotho, with women treated differently from men under the two systems. Combined with discriminatory inheritance laws, this system has left women with highly insecure property rights, including land – their greatest potential productive resource. Despite constituting 51% of the total population, women are only 37.8% of the economically active population. The unemployment rate for women is 30% compared to 26% for men. Furthermore, social norms and economic vulnerability make both work and home an unsafe environment for women: 63% of women who have ever worked report experiencing sexual harassment in the workplace, and more than 80% of women in Lesotho report having experienced gender-based violence (GBV). This impacts their ability to work and run businesses effectively, and is a driver of HIV risk, which in turn exacerbates women's economic vulnerability. HIV prevalence is 30% for women vs. 21% for men, and the gaps are higher for young women and certain groups such as textile workers. The suite of challenges to starting and growing small and medium productive businesses in Lesotho for all Basotho are exacerbated for women, who have even less access to assets and patronage networks. The comparative status of women in Lesotho is not uniformly negative: girls have higher rates of school completion at all levels, and women have a strong presence as business owners compared to peer countries.

Among formal and informal micro, small, and medium enterprises (MSMEs), 59% are owned by women. This reflects a history of male migration to work in South African and Basotho mines, while women stayed behind and found means of generating income. Enterprises owned by women and men are overwhelmingly small and unregistered, with a low asset base. However, laws and norms combine to put women at a disadvantage compared to men with respect to entrepreneurship and business growth.

The Lesotho II compact proposes interventions to improve efficient public service delivery, and to strengthen the private sector, with a specific focus on lifting constraints on women's economic participation. MCC identified key strategic sectors with high potential to facilitate job creation, poverty reduction, and inclusive economic growth in Lesotho (agriculture, manufacturing, tourism and the creative industries). Compact development is focused on two main areas of investment: health systems strengthening and improving capital investment and planning. Under exploration are several key areas of institutional reform and capacity strengthening and building the private sector in the area of irrigated horticulture, supported by improved land rights and registration, and an impact investment fund providing finance and technical assistance. The Lesotho II compact have strong women's economic objectives built into all proposed compact activities with a focus on women's land rights, support for women and youth entrepreneurship and business growth; and training and protections for women in the workforce.

Tunisia

Tunisia was selected by the Millennium Challenge Corporation (MCC) as eligible to develop a compact in December 2016.

MCC and the Government conducted a constraints analysis in order to identify the binding constraints to economic growth.

Three binding constraints to economic development were identified of which two were selected for further development: 1.

Market Controls of Goods and Services: High levels of state intervention and bureaucracy in goods and services markets create unreasonable regulatory requirements and compliance costs to firms, which unduly prohibit certain actors from entering and exiting, and reduce firms' competitiveness; and 2. Water Scarcity: Inadequate and variable supply of water inhibits medium and long-term private investment in interior regions and reduces the sustainability of those investments, primarily in agriculture. The MCC and GoT have working together to develop a compact around the two main sets of investments. The first, the Business Climate Modernization project, aims to improve Tunisia's business climate, with a specific focus on simplification of administrative, regulatory and trade procedures, including targeted support to increase the competitiveness of women and youth entrepreneurs, digitalization and reform of, and investment in, the transport and logistics sectors. The second, Water Demand Management and Productivity (WDMP) project, aims to alleviate water scarcity to promote increased productivity, particularly in Tunisia's interior regions.

The low labor force participation rate of women was identified as a cross-cutting concern for ensuring equity of compact investments. Various studies were carried out to support the integration of opportunities for women's employment and entrepreneurship into compact activities. As part of the business climate project, the Compact aims to support an activity titled Transforming Women-Owned Businesses in a Digital, Trade-Oriented Economy. A focus on women's employment is also being incorporated into project activities, ranging from opportunities to support women in the workforce around the planned investments in ports and logistics zones, to opportunities to strengthen female employment in the water sector, including in construction of the planned irrigated parameters, and as employees of water decision making bodies.

Additionally, several opportunities have been identified on gender-focused policy and regulatory reform.

Work in other MCC compact or threshold countries may be requested, based on need.

Cross-cutting practice group support on WEE may also be requested to support the gender and social inclusion practice group across countries.
