Statistical Capacity and Data Use in Lesotho

1. Could MCC clarify whether any tax exemptions apply that should be taken into account when developing the financial proposal?

Yes, the prices shall be exempt from taxes.

2. The Non-key personnel table includes a column headed “contract labor category”. Could MCC clarify what is expected to be captured here.

3. With reference to Task 4 (recommendations for strategies to improve government M&E):

a. "Government M&E" is a broad term, even when put into the context of the 5 Compact priority sectors. For instance, governments do not have comprehensive "health" M&E plans but rather different M&E plans according to different initiatives, investments, or donors. Could the MCC team please provide some more clarity, ideally including an example, of what "government M&E" means in this context?

The intent of this reference to “government monitoring and evaluation” is to evaluate how the Government of Lesotho collects and analyzes data related to its operations, which affects its ability to offer services to its citizens. It is not intended to evaluate a formal monitoring and evaluation framework; but its ability to use the data collected from various activities. For example, the data in a DHIS-2 system gives a reasonably comprehensive view of the country’s health system, and can be viewed as data for monitoring and evaluating performance (based on health outcomes). This data can be used for resource allocation and budgeting decisions.

It is intended that the study provide an assessment of the Government’s capability to manage its data to evaluate performance and make decisions, related to:

- An overall framework for reporting, such as to higher levels of government; and the process of determining what data should be collected by ministries and reported forward (if any).

- International statistical reporting, such as for SDGs.

- Data and monitoring frameworks in Compact-related ministries and agencies.

4. To empower MCC with the most useful, practical, and technically feasible responses to this RFQ, a notional, indicative, and general budget range would be helpful for all respondents. Can MCC share a broad intended budget range, even if vague to the nearest order of magnitude?

MCC anticipates the cost to range from $100k-200k.

5. Government engagement:

a. Several tasks will require meaningful engagement of government stakeholders at all levels, particularly to ensure the outputs (such as roadmaps) and methods are sustained and endorsed by key stakeholders. What level of engagement can the respondents expect from these government actors, and what role will MCC play in supporting that engagement?

Engagement of government stakeholders will need to be determined as part of the study; but we do not consider that this study will require significant or repeated engagement of high-level stakeholders. MCC will not be heavily involved in this engagement during this study.

Note that the intention of the “data roadmap” section in this study is to define the parameters and process for establishing a roadmap, assess the potential acceptance of a roadmap with government and other stakeholders, and determine the requirements for a roadmap.
