Cote d’Ivorie Secondary Education Activity Independent Evaluation Amendment 0001 – Questions and Answers

1. The school construction will be completed in 5 tranches beginning in year 2 and ending by year 5 of the Compact. How many schools do you anticipate building by tranche? For example, will construction be evenly divided by semester over 2.5 years (for 15 to 17 schools per tranche) or are you planning to build more schools in some tranches?

A#1: The compact establishes a target range of between 74 and 84 new secondary schools equivalent to the collèges de proximité Base 2 plan type. Based on the upper target of 84 schools, the preliminary plan is to design and construct up to 50 Base 2 schools in the Gbêkê region and up to 34 Base 2 schools in the San Pedro region, however the number of schools in each region has not yet been determined. Furthermore, this target range may decrease if the compact funds the design and construction of some number of larger collèges de proximité Base 4 schools. The planned duration of construction is 12 months although the start date, end date and actual length of tranches will vary based on the completion of village and site selection, accessibility of the actual sites conditions, and other factors. Each tranche is planned to only include schools from one region; however, MCC and MCA anticipate some tranche periods may overlap. For example, the first and last tranches in the San Pedro and Gbêkê regions may overlap. Based on the above assumptions, the preliminary plan of school construction tranches is summarized in the table below.

Tranche Region Number of Schools Anticipated Construction Period Tranche 1 Gbêkê 10 Months 11-24 of Compact Tranche 4 San Pedro 10 Months 11-24 of Compact Tranche 2 Gbêkê 20 Months 22-35 of Compact Tranche 3 Gbêkê 20 Months 22-35 of Compact Tranche 5 San Pedro 24 Months 22-40 of Compact

2. Given the phased construction of schools, were you assuming a phased data collection timeline, or could we collect data simultaneously for the full sample of schools/villages?

A#2: Vendors should assume phased data collection, based on the timeline of school construction completion. However, the final design of data collection will be defined in the Evaluation Design Report, guided by the eventual implementation feasibility of different data collection designs.

3. Could MCC provide information on the process and criteria used to decide the order in which villages will receive the schools?

A#3: The process to design and construct a new school begins with village selection followed by community mobilization to, among other things, identify candidates and select the land parcel for each school site. The specific process for selecting villages that will receive a compact funded school, including the order in which villages will receive schools, is still being determined. The criteria, once determined, will be applied to the selection of all sites in a systematic manner. The initial villages will likely be those within concentrated geographical areas, with the highest projected enrollment rates among eligible villages, and with minimal hurdles to construction (such as access to the land parcel).

Community mobilization, site adaptation design and construction may occur simultaneously with the first 10 initial villages and land parcel sites in either region.

4. The RFQ requires English and French language fluency for all key personnel. Would MCC be amenable to removing the French requirement for the Economist and Evaluation Specialist position if the proposed individual meets all other requirements and would not perform in-country work?

A#4: The ability to operate fluidly in the professional setting in Côte d’Ivoire requires a certain degree of French fluency or the use of costly interpretation services. Professional interactions includes both in-country work, as well as the review of key deliverables provided in French. Given this context, it is the bidder’s responsibility to demonstrate their ability to successfully complete all tasks identified in the contract at the highest quality.

Under Section H.8.3, for the Gender Specialist, Economist and Evaluation Specialist, and Qualitative Researcher key personnel positions replace the minimum requirement bullet point “English and French fluency” to “English fluency and French professional proficiency”
