Threshold Programs

Purpose:

• Assist candidate countries to become compact eligible (Section 616 of the Millennium

Challenge Act) Approach:

• MCC Board selects countries that have demonstrated a commitment to the eligibility criteria and appear to be on a trajectory to pass the MCC scorecard on a continual basis

• MCC and the threshold country jointly develop a robust policy and institutional reform program to address binding constraints to economic growth

• Implementation over a 4-year term; flexible modalities with a preference for country ownership; small MCC footprint

• Funding ranges from $15M to $50M per program; no more than 10% of MCC overall appropriation per year

• No guaranty of compact eligibility

Agreement

What is the relationship between the Threshold and Compact Programs?

The country’s record implementing a Threshold Program will provide the MCC Board of Directors with important information about:

The Threshold country partner’s capacity and commitment to implementing policy and institutional reforms within the context of MCC’s evidence driven model.

MCC’s opportunity to reduce poverty and stimulate growth in that country through a compact investment.

MCC’s Scorecard will remain the cornerstone of compact eligibility decisions.

Threshold Program’s Single-Award BPA Solicitation

• Purpose: To provide timely due diligence support to threshold programs in three main areas:

• Analytical Support related to sectoral studies, political economy analyses, feasibility studies, governance and anti-corruption assessments, and other analyses required to understand the nature, characteristics, and underlying causes of binding constraints to growth in a threshold country;

• Project Development Support involving evaluation and assessment of project proposals and related assistance required to support the development of results-oriented policy and institutional reform programs in targeted constraint areas; and

• Project Implementation Support including but not limited to: reviewing terms of reference, assessment and refinement of program logic; manuals and other technical documents, providing oversight of implementation activities, and support in building the capacity of MCC’s country counterparts.

Threshold Program’s Single-Award BPA Solicitation

• Differentiating factors:

• Managed by MCC’s Threshold Programs

• Support only to Threshold Programs in development and implementation

• Multi-sectoral in nature, with a focus on policy and institutional reforms

• Single-firm BPA

• May be used in lieu of DCO sector-specific BPAs, especially during the program development phase

• Analytical expertise. Strong analytical skills including economic analysis, policy analysis, data analysis, sector analysis, political economy analysis, and other analytical methods used in the social sciences.

• Project Development Experience. The MCC model defines the binding constraints to growth and uses these as a basis for designing a rigorous policy and institutional reform program. Consequently, experience in design of policy and institutional reform programs is valuable.

• Project Implementation Experience. Experience in implementing policy and institutional reform projects with an emphasis on institutional capacity building.

• Multi-sectoral Expertise.

• Ability rapidly secure expertise in a broad array of sectors including, but not limited to: land, agriculture, water, power, transport, secondary and tertiary education, health, tax & customs, and ICT.

• Ability to provide expertise in additional technical areas on an as needed basis: governance, public sector management, and institutional capacity building.
