MCC Compact and Threshold Programs
Statement of Work for Problem Driven Iterative Adaptation Support
RFQ 95332419Q0074
a. Introduction
In order to support innovation, country engagement and sustainability of MCC Compact and Threshold Programs, MCC’s Threshold Programs is securing the support of an individual consultant to provide analysis, tools and guidance to support the integration of Problem Driven Iterative Adaption (“PDIA”) methods into MCC’s compact and threshold programs. This SOW focuses on the PDIA needs required by MCC over a 5 year period.
b. Background
MCC’s Threshold Programs. The MCC Threshold Program provides grants to selected countries to support policy and institutional reform. Policy reforms involve changes in laws, regulations, administrative procedures, and other formal and informal rules and practices that govern a given sector or service. Institutional reforms involve improvements to the institutions or the creation of new institutions that provide regulation, oversight, or implementation in a targeted sector. In general, policy and institutional reform involves executing new approaches and implementing changes in behavior to enhance governance in a sector, placing an emphasis on efficiency, transparency, accountability, and beneficiary feedback and participation.
MCC’s Compact Programs. MCC Compacts are five-year agreements between MCC and countries that meet all of MCC’s eligibility requirements. MCC Compact programs are targeted at reducing poverty and stimulating economic growth, primarily through large-scale infrastructure projects around the world. Compacts also include policy and institutional reforms to support governance and sustainability objectives.
MCC Compact and Threshold Program Design and Implementation. The current development of Compact and Threshold Programs involves a multi-year, comprehensive planning process, often 2-3 years in duration. While the approach involves country counterparts, MCC plays a central role in defining problems and solutions and refining an implementation approach. MCC acknowledges that the highly technical and process-heavy approach of MCC works counter to country engagement and ownership and sustainability of reform.
MCC is seeking opportunities to improve its program development and implementation processes, particularly related to solving complex policy and institutional reform challenges. To this end, PDIA offers an opportunity to decrease program development time and enhance partner engagement during both the development and implementation periods. Furthermore, it offers MCC a new method to increase partner capacity required to sustain MCC reforms long-term, ultimately increasing reform effectiveness.

c. Scope
This SOW describes the services associated with the conduct of PDIA support. The purpose of this SOW is to secure consultant support for MCC compact and threshold country teams which aim to use PDIA methods to enhance program design and implementation results.
i. Definition
Problem driven iterative adaptation (PDIA) is a managerial process developed to help organizations build their capability to address complex challenges while addressing the challenge. PDIA involves convening teams to work continually on challenging problems;
identifying these problems and breaking the problem down to its root causes, proposing small measures to tackle these problems cause by cause, taking regular action ‘pushes’ to try these measures out, stopping to learn what worked and why, adapting ideas, and taking repeated action again and again until the problem is solved. Through this approach, team members make progress in solving the problem, and (most importantly) build their own capability to solve the problem and other problems like it.
ii. Objectives of Use of PDIA Methods in Compact and Threshold Program Development and Implementation
PDIA Methods will support multiple objectives for MCC’s Compact and Threshold country teams as they conduct program development and implementation including:
• Strengthening country engagement;
• Enhancing capacity building;
• Broadening engagement with stakeholders and reformers;
• Improving incremental problem solving;
• Leveraging local knowledge, experience and decision-making to address complex problems;
• Reducing time and resources spent on lengthy program development processes; and
• Encouraging experimentation, particularly with policy and institutional reform.
iii. Methodology
It is recommended that the PDIA methodology include the following elements:
• Methods for constructing a problem;
• Methods for deconstructing a problem;
• Analysis to find entry points for reform;
• Approaches to expanding ideas for reform;
• Strategies for building support from reform champions;
• Designing PDIA methods for designing and implementing MCC programs; and
• Assessing and Learning from PDIA approaches on an ongoing basis.
The MCC is receptive to other approaches that achieve the objectives described, and requests the consultant to describe any alternative approach.
