NUMBER QUESTION RESPONSES

1 Will MCC please confirm that the submission date for quotes is August 7, 2019 at 10 am, per Box 8 of the RFQ cover letter; as opposed to July 23, 2019, as stated in Section L.2.2, Submission of Quotes on page 52?

Submission date is August 7, 2019 at 10:00:00. Eastern Time

2 Will MCC please clarify if the work to be performed under this contract would preclude the Contractor from providing implementation services on future MCC or MCA land administration contracts, per RFQ Section C.5, Conflict of Interest?

This requirement is global in nature and is not compact or country specific.

Further, any MCA requirements related to themes addressed in this assignment would reference and incorporate outputs of this assignment (via MCC non-objection on any MCA RFP), such that they would be available to all bidders. However, Contractors may submit a mitigation plan sufficient to ameliorate any conflict of interest, for future procurements.

3 I was wondering if there is currently an Incumbent for this requirement. If so, could you provide me with the Contractor name and Contract ID?

There is no incumbent for this requirement.

4 Interested by that RFQ provided that it will not exclude us from any further similar project financed by MCC? Could you specified the MCC policy in this regards.

See response to Question #2.

5 Can you please confirm that the Estimated Number of Hours (detailed in the final column of the second table on Page 8) is suggested for OPTION PERIOD ONE only?

Estimated Number of Hours is applicable to Option Period One (CLIN 1001) only. CLIN 0001 and 0002 are Firm Fixed Price, meaning that Quoters are to submit their all-inclusive price for each.

6 Is there any guidance in terms of suggested level of effort or contract price for BASE PERIOD Tasks 1 and 2?

Prices presented for Base Period Tasks 1 and 2 are to be based on Quoter’s understanding of the tasks listed in the Statement of Work.

7 Page 18 under C.5 notes the principles of FAR Subpart 9.5 and MCC policy re: conflicts of interest. Can you confirm that this is a global tool and will not require the Consultant (for example, under OPTION PERIOD ONE) to prepare a TOR for any country?

This is a global tool. Consultants are not required to prepare any TORs.

8 We wish to confirm that nominated experts are not required to be USA citizens, permanent residents or otherwise hold applicable rights to work in the USA.

Key Personnel are not required to be US citizens or permanent residents. Key Personnel would need to be eligible to travel to the United States for short trips as may be needed under the assignment. MCC would not be responsible for Key Personnel obtaining a visa to travel to the United States.

9 We wish to confirm that there is no requirement for tendering companies to be resident/registered in the USA.

All Quoters must have an active SAM registration, prior to submitting a quote in response to this RFQ. https://www.sam.gov/SAM/

10 As the work required under OPTION PERIOD ONE is not currently known and will be dependent on the outputs of the BASE PERIOD, on what basis would we propose any changes to the estimated hours by labour category?

Hours between labor categories are fungible, the Quoter may not exceed the total number of hours for all labor categories combined.

11 Similarly, is there a basis on which to estimate the “other direct costs” for OPTION PERIOD ONE? The wording under table B.4 on page 8 refers us to the travel estimated under Section F but we understand this travel relates to the BASE PERIOD and not OPTION PERIOD ONE.

Base Period – 6 RT airfares to Washington, DC and 30 Per Diem Days, yielding an average trip length of 5 days, plus any other costs reasonably associated with travel to Washington, DC, such as airport transfers, to be included in the firm fixed prices for CLINs 0001 and 0002.

Option Period One – 4 RT airfares and 40 Per Diem days to an Africa or Asia country, yielding an average trip length of 10 days, plus any other costs reasonably associated with international travel, such as visas, vaccinations, airport transfers, etc.

12 Please confirm RFQ due date is as per Online notice, which is Aug 07, 2019 10:00 am Eastern (a different date is in the RFP document)

See response to Question #1.

https://www.sam.gov/SAM/

13 Please indicate if the estimated effort (650 hours) is for task CLIN001 or task CLIN002 or both combined

Neither. The estimated effort of 650 hours is only for CLIN 1001 - Option Period One.

14 Please confirm that the proposed contractor team in the RFQ does not need to meet clearance requirements to access MCC headquarters venue for the consultation or any other information needed for the project (section H.3 ADDITIONAL LABOR CATEGORIES item B).

Confirmed.

15 Due date for Quote Submission - On the cover page the due date for submission of quotes is August 7, 2019. However, on page 52 in the section on Submission of Quotes, the due date is July 23, 2019. Can you specify what the official due date is?

See response to Question #1.

16 Evaluation of Key Personnel - Can a Key Personnel position be divided between two individuals?

Both personnel must each fully meet the qualifications of the position.

17 Labor Rates - On Page 8, the table of Level of Effort is confusing. The table is presented under the heading "Labor Rates - Option Period One - Time and Materials". Can you verify that these estimates of level of effort apply only to the Option Period and not to the Base Period? Can you offer any guidance on estimated level of effort for the base period?

See response to Question #5 and #6. The table presented under the heading "Labor Rates - Option Period One - Time and Materials" applies only to Option Period One and not to the Base Period. The Base Period is Firm Fixed Price. Offerors are to provide their price based on their understanding of the Statement of Work.

18 Location of Consultation - Can the consultants propose a location for the consultation event or does MCC need to host this event in its office space?

The consultation event will be held at MCC HQ in Washington, DC. The consultant may propose an alternate location in Washington, DC, but MCC would not cover any costs associated with an alternate event location.

19 Cost for Participants for Consultations - Should the consultant include the costs associated with invitational travel for any consultation participants?

Consultants shall not include any costs associated with invitational travel.

Consultants should include costs related to consultant team travel to Washington, DC, if members of the team are located outside of Washington, DC.

20 Advertising or Encouraging use of proprietary products - During the consultation event, are consultants permitted to advocate for or advertise the use of their own products as potential solutions or to illustrate best practices?

No.
