No. Question Response
Given the U.S. Memorial Day holiday, is MCC amenable to extending the submission deadline to June 21, 2019?
MCC is extending the submission deadline to Monday, June 17, 2019 at 1:00pm ET.
On pg. 12, under Section F.2, MCC notes the Contractor may be required to travel to MCC offices in Washington, DC from time to time to perform services. As no deliverables in the RFQ require travel to MCC offices, can MCC clarify whether Contractors should budget for travel to Washington, DC?
Travel to MCC in Washington, either for meetings or extended performance of work, is not required, provided the Contractor makes arrangements for regular and flexible communication with MCC via Skype or WebEx call, or another mutually-acceptable form of telecommunication. The Contractor will be expected to meet as needed with MCC counterparts in Tunis. However, the offeror may determine that a meeting in Washington is desirable to fulfill the requirements of the contract and bid accordingly.
On pg. 12, under Section F.3.3, MCC states, “The Contractor should be aware that final products (including reports and datasets of the survey may be made publicly available on the MCC website…” Can MCC clarify whether Contractors should budget for data anonymization of the final dataset?
Data provided to MCC should be de-identified.
Offerors should budget as needed to fulfill all requirements.
On pg. 18, under Section H.6.5, MCC notes that individuals and CVs are required for the Team Leader and Data Collection Coordinator. Can MCC clarify whether the Contractor should also provide a name and CV for the Data Manager?
CVs are required for the positions identified in Section H as Key Personnel. Up to an additional three (3) positions, making a total of six (6) positions, may be identified as key personnel. If CVs are not provided for the three (3) positions identified in the RFQ as key personnel, the quote will be considered non-responsive.
On pg. 20, under section H.8, MCC provides the template for the Contractor Non-Disclosure Agreement. Can MCC clarify whether Contractors are required to provide NDAs for all named employees and independent contractors at the proposal stage?
NDAs may be provided shortly after award, but prior to the start of performance under the contract. They are not required at this stage.
6 Is the subject procurement open to US firms only, or can non-US firms bid?
This requirement is open to both US and non-US firms. Note that offerors must be registered in SAM before an award can be made to an offeror.
Guidance for this was provided in the initial announcement. Specifically, see Attachment J.3, SAM Quick Guide for International Entity Registration.

No. Question Response
7 Is Arabic fluency an acceptable alternative to French fluency for some of the key staff?
Yes. Not all of the three identified key staff must have French fluency; Arabic rather than French fluency is acceptable, but any such individual must also have at least English proficiency.
However, for the Team Lead or the Data Collection Manager, or both, French proficiency is required (and fluency is preferred).
Further, since, as noted the survey is expected to be written in French, at least some members of the team (which could be staff other than the three identified key positions) must be fluent in French.
If none of the three identified key staff are fluent in French, the Offeror must show that other proposed staff members are fluent in French and will be assigned to work on the questionnaire-related tasks outlined in the scope of work.
Is an incumbent contractor currently performing these services, have similar services have been performed in the past, or is this a new requirement. If there is an incumbent, could you please provide the contract or task order number?
This is a new requirement; there is no incumbent.
