Number Question Response 1 Are the requirements similar to any work performed currently or in the past, or will this be a new requirement? Is there an existing contract number/name of the incumbent that can be provided?

MCC does not normally release information on incumbent contractors, any subscription services that is not Government Furnished Information, or the reasons for issuing a solicitation other than that a requirement exists that can be filled by the solicitation.

2 Are there additional search titles for "Millennium Challenge Corporation", other than "MCC", "MCC US" and "MCC International", that we should be aware of?

No

3 Does MCC ever do any benchmark reporting on your newsletter readership, programs and initiatives, or on competitive/like-minded organizations?

Only on our own deliverables. The contractor is not expected to provide benchmark reports.

4 Does MCC expect a human-curated report? If so,

1. How many stories on average are expected within each deliverable?

2. What days and time should the daily press clips email be delivered?

3. What level of analysis is expected?

Just a selection/curation of articles or a synthesis of the key narrative within each article?

Yes, we expect anywhere from 10-20 stories depending on the news of the day.

The press clips should be delivered before 9am each business day. Only a curation of articles is necessary but narratives would be a plus.

5 Does MCC have a ranked preference for each type of coverage?

No

6 Does MCC look for information outside of print, broadcast, and online news outlets? Are blogs or social media (ie: Twitter, Facebook, Blogs, Youtube, etc.) of interest? Do you ever compare your online media, social media, and broadcast coverage in your reporting?

Is it important for MCC to access a platform that captures both traditional and social media in the same log-in?

Yes. Yes. Yes. Yes.

7 Does the MCC require access to a Social Influencer Database?

No.

8 For press releases, is the MCC looking for a wire service in addition to a media database with direct email distribution?

How often are you building media lists and sending targeted press releases/Newsletters?

Yes, we send a few releases every week.

9 Is MCC expecting to report and analyze all content in-house or is MCC looking towards the vendor for recommendations?

Looking to the vendor for recommendations.

10 Is there a general budget MCC would like to make proposers aware of for this requirement that may have stemmed from market research or IGCE?

MCC does not normally release this type of information as we want offerors to provide an independent quote based upon what will fill the requirements and give the prices for the associated services.

11 Is there any need for ad-hoc monitoring/analysis of new or unexpected topics throughout the length of this contract?

Yes

12 Is there any need to analyze / monitor / have access to news which was published prior to the start of this contract?

Yes

13 Please provide additional information on the current media monitoring service, including subscription(s), product(s) and/or tool(s) used.

MCC does not normally release this type of information as we want offerors to provide an independent quote based upon what will fill the requirements and give the prices for the associated services.

14 Regarding the requirement for “reporting functions that would allow for analysis” of coverage, are there specific metrics or KPI’s MCC is hoping to track/measure? If so, what are the metrics/KPIs and how frequently are they reported? How much time does it take to complile the reports?

We are looking for things like the reach and readership of news outlets and stories.

15 Separate from the Cover Letter, and completed and signed SF1449, please advise whether the Offeror is to complete Section B – Supplies or Services and Prices/Cost in addition to providing its Price quote which is to be of the same format as Section B.

It would be helpful if Section B was completed but as long as the information in Section B (quantity, unit of issue, unit price and extended price) is provided in a single location and in a table format, it can be used.

16 Should MCC be interested in vendor taking over the process, would MCC be able to provide specific guidance on the scope of the daily deliverable: format of clips, comprehensiveness, length, topics and countries monitored, etc.?

The vendor is expected to manage the daily media clips process. MCC can provide guidance on format, topics, countries, etc.

17 The 'Scope' section calls for a tool that 'Will Make MCC aware of potential crisis situations, allowing for quicker and more effective decision making'.

Does this focus on potential crisis situations involving MCC or general threats and precaution? What types of events are considered as potential crisis situations?

Crisis situations, such as natural disasters, regional conflicts or other situations, that involve MCC. Crisis situations would include a media cycle of stories focused on MCC.

18 What is your team is focusing on in the next few months? Conferences, events, etc.

Communications around upcoming MCC travel, new initaitives, conferences, Administration priorities, compact milestones.

19 What role / function would be administered a license?

Mid-level staff in CPA

20 Who are the partner countries requiring MCC coverage? Is local language support required for each partner country? Please indicate which non- English language(s) are required.

Benin, Burkina Faso, Côte d’Ivoire/Ivory Coast, Ghana, Lesotho, Liberia, Malawi, Morocco, Niger, Senegal, Zambia, Indonesia, Mongolia, Nepal, Georgia, Kosovo, El Salvador, Guatemala, Honduras, Timor-Leste, Solomon Islands, Ethiopia, Sri Lanka, Tunisia.

French and Spanish are the primary non- English languages used in the partner countries.

21 Will contracts be selected that are capable of meeting partial requirements?

No. The selected contractor must be able to meet all of the requirements of the RFQ to be considered for award.

22 With regards to the daily press clips referenced throughout the scope of work, Is MCC looking for contractors to provide analysts to curate and synthesize a daily newsletter early each morning or for contractors to provide access to a DIY software platform for MCC staffers to perform the work? For example, does MCC anticipate the distribution and selection of daily news clips will be accomplished through technology or a human analyst.

We expect it will be both technology and a human analyst but MCC expects the vendor to deliver the curated list of media clips to MCC each morning.

23 Would you say the main goal of these services is to support MCC internal communication strategy and public relations capabilities? Or is the MCC looking to strengthen the institution’s knowledge on what is happening on the ground and at key institutions in real time to support its programmatic and operational efforts? MCC mentions the clips are important to help track progress against the agency’s Public Affair’s goals. What are the key goals of the Public Affairs team in relation to this requirement?

We are looking to understand and analyze media coverage in the countries and regions in which we are working.
