Summary of Changes

BLOCK 14. DESCRIPTION OF AMENDMENT/MODIFICATION (Continued)

The purpose of Amendment 0001 to solicitation 95332419Q0007 is to:

1) Provide answers from MCC to questions received from potential offerors during the “Question and Answer Period” of the solicitation.

2) See all questions and answers at top of page three (3) of this Amendment.

(End of BLOCK 14)

(Continued on Next Page)

The following questions were received during the “Question and Answer Period” of the solicitation. All answers have been provided by MCC:

1. Would MCC consider making the Sesotho language requirement a “preferred” rather than required qualification of the consultant(s)?

No, the language requirement will remain unchanged. Per Section J – Qualifications of the Consultant, the offeror must be proficient in Sesotho.

2. While MCC outlines the conflict of interest for future procurements, does MCC see any conflict of interest for current consultants who are working on MCC assessments in Lesotho for the second compact?

If the offeror believes that they may have a conflict for current projects under the Lesotho compact, the offeror will be required to submit a conflict of interest plan pursuant to Section F of the solicitation the offeror may submit a mitigation plan sufficient to ameliorate any

“COI”

3. While MCC is looking for a consultant(s), would MCC consider a small business that employs independent consultants to fulfill this contract? We see there is a NAICS code and small business designation are listed on page 1? If so, can the entity submit several CVs, each with the 10 page limit?

No. Per Section 8 of the solicitation, “The award shall be made to an independent consultant and not to a company. Company offers will not be considered.”

4. Can MCC clarify its need for transcripts? Does MCC require transcripts for all degrees or the most recent degree?

In accordance with Section 10 – Quote Submission, transcripts are required as part of the offerors’ quote submission. As such, transcripts are required for any degree that is listed in the offeror’s quote.

5. Can an “unofficial” transcript issued to the consultant meet MCC’s requirements?

MCC will allow offerors’ to submit unofficial transcripts.

6. On page 24 of the RFQ the LOE is listed as 600. Can MCC please clarify is this in hours or in days?

The level of effort is estimated in Hours. As a result, Section H. Period of Performance “Total Base Period” is revised to reflect “Total Base Period Hours.”

7. Should the consultancy fee include items like logistics (hotels rates, conference facilities where needed and beverages where applicable) or will those be catered for by MCC? Please note that I saw this statement and therefore wanted to establish what exactly is meant so that we are on the same page: MCC will assist the consultant in coordinating with an Independent

Contract Engagement Services Provider for payroll, travel, international travel insurance etc;

therefore a DUNS number and registration in the System for Award Management (SAM) is not required.

The consultancy fee does not include logistical costs, hotels, conference facilities, etc.; these fees are factored into the contract as Other Direct Costs which are reimbursable costs that are paid to the contractor through the MCC service provider. For additional information on Other Direct Costs, please review Attachment (i), Section 10, Other Direct Costs MCC-52.232-74 – ODC Reimbursement. The proposed direct labor hourly rate should not include ODC costs.

If the consultant has to go on travel all of their travel expenses are covered under the contract in accordance with all US Government travel regulations. The consultant will work closely with MCC's contract engagement service provider for travel arrangements.

8. For how long is the consultancy scheduled for? (i.e. For how long is the consultancy envisioned to be undertaken?) I noted a table with Total Base Period for M&E activities indicated to be 600 but could not entirely understand the meaning hence my question.

It is estimated that the service will be required for a period of 2 years but the total number of hours to work during that period is a total of 600 hours.

9. For indication of the annual salary, approximately what dollar rate should we use or can i state the salary in South African Rands which is equivalent to our local currency (Maloti)?

As stated in Question 2 above, this is a consultancy and is considered part time, the estimated level of effort is approximately 600 hours. Please ensure to submit your proposed hourly rate in US Dollars only on the Bio Data Form. Please review Page 10 of the solicitation.

Paragraph 2 - FAR 52.214-34 -- Submission of Offers in the English Language and paragraph 3 - FAR 52.214-35 Submission of Offers in US Currency, only. Quotations that are submitted that are not in accordance with the solicitation will not receive further consideration.

10. Lastly, in applying are this the only attachments required from my end? Cover letter, CV (10 pages maximum), Transcripts, Bio-Data Form.

Please review Paragraph #10 – Quote Submission of the solicitation which identifies all of the mandatory documents that should be included in your quote submission.
