Responses to questions:

1. Graphics - Creating graphics with searchable, extractable content is a significant burden on proposal production. Can figures appearing in the proposal document be un-editable images, such as .jpg or .png images, as long as the complete image may be capable of being cut and pasted as a whole image?

A – .jpg or .png images are permitted. Bidders are advised against presenting large amounts of narrative or numeric information in image formats that are not searchable or extractable.

2. Assessment – The assessment period is outlined at 8 weeks of the 10 month base period. Is it possible to allocate additional time for the assessment to account for field visits to rural areas with the greatest

HIV burden?

A - The RFP states in ANNEX ONE regarding the due date for carrying out the assessment mission:

“Within eight weeks of the technical directive being issued, the mission should be completed.” The

“assessment mission” referred to here is the time the Contractor’s consultant team will spend in Lesotho

(or elsewhere) undertaking activities that the Contractor proposed to accomplish the mission objectives.

The eight week time period referred to should include the preparation of the financial plan and draft schedule/timetable, preparation of the assessment mission terms of reference and the time spent in

Lesotho (or elsewhere) undertaking the activities the Contractor proposes to accomplish the objectives laid out in Objective 2.1 and 2.2 of Annex One.

It is unlikely that MCC could extend the eight week time period for the activities mentioned because the results of the assessment are required to meet compact development milestone deadlines.

3. Staffing - The Team Leader has The estimated hours breakdown of the staff has the team lead at approximately 500 hours, or roughly 1/3 of the 10-month base period, with specialists at the same or lower LOEs. Would MCC be open to a staffing model with 2-3 staff on the project at a higher-level LOE with reachback to additional technical specialists as needed?

A - MCC is open to the staffing model proposed in this question. MCC has tried to provide sufficient information to allow bidders maximum flexibility to structure their consultant team in the most efficient and effective manner possible. The Total Labor Hours table is meant to exemplify that consultants with different amounts of expertise or relevance to the tasks required in the SOW will have varying levels of

LOE.

4. Budget Template – No Attachment J.3 is provided as mentioned in the RFP. Should offerors submit their own budget template?

A – The budget template is provided in the Attachment J.1 on Page 44.

5. Section B.1 states “This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6” however, the requirements in L.5 Volume III Price/Business Quote pg 54 requesting the cost details behind our commercial rates would seem to be in conflict. Would MCC please confirm our understanding that the fully burdened commercial rates and prices for the CLINs enumerated in Section B are required without additional cost detail substantiation?

A – MCC requires to submit fully burdened labor rates in the budget template in section J.1 and in the budget narrative the quotes must provide with a split for the labor rates that consists of all elements included in the fully loaded labor rate for this requirement.

End of modification 0002.
