STATEMENT OF WORK
Human Resources and Compact Operation in Nepal Project Assistant
A. Introduction
The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov.
MCC signed a compact to provide assistance to Nepal in September 2017. The Nepal Compact is designed to address the underlying causes of two identified constraints to economic growth: the inadequate supply of electricity and the high cost of transportation. The total value of the compact is $630M including $500 million from MCC, and $130 million from the Government of Nepal (GoN). One of MCC’s guiding principles is country ownership of the development assistance, and a primary mechanism for country ownership is that the recipient country is required to complete the projects under the compact with MCC support, guidance an oversight. To complete the compact’s project, Nepal will establish an accountable entity, called the Millennium Challenge Account-Nepal (MCA-N). After MCA-N is established (expected in early 2018), the entity will need to recruit and hire staff, set up a new office, and establish office operations.
To oversee the activities of the MCA-N, MCC staffs a resident country mission in Nepal comprised of a Resident Country Director (RCD), Deputy Resident Country Director (DRCD), and one locally employed administrative assistance staff. Because of the high volume of work during MCA-N set-up, the MCC Resident Country Mission (RCM) is seeking short-term project assistant support.
