Federal Election Commission Enterprise Architecture Request for Information (RFI)

Lotus Notes Replacement

1. Description The Federal Election Commission (FEC) is seeking information from qualified, experienced vendors/contractors about a development effort to replace our Lotus Notes applications. This development effort must include modern, state of the art, cloud-based, secure, platform-independent applications. The requirements of this development effort are described in the draft Statement of Work (SOW).

1.2 This is a Request for Information (RFI) only

This RFI is only for the purpose of identifying potential contractors as part of the FEC’s market research. The FEC will not reimburse contractors for any expenses associated with their response to this RFI. Responses to this notice are not offers and cannot be accepted by the FEC to form a binding contract. Responses to the RFI become FEC property and will not be returned.

Respondents will not be notified of the result of the review.

This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). The FEC does not intend to award Schedule order(s) or BPAs based only on responses to this RFI. There is no commitment by the FEC to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry to respond to this RFI.

All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.

This RFI will be posted to Federal Business Opportunities (FBO). Please state if you have a GSA Schedule or NASA SEWP Schedule. No RFQ exists; therefore, do not request a copy of the RFQ.

2.0 Description/Specification/Statement of Work

2.1 Background

The Federal Election Commission (FEC) is an independent regulatory agency charged with administering and enforcing the Federal Election Campaign Act of 1971, as amended. In order to support its mission, the FEC has chosen to migrate several legacy Lotus Notes applications to a new platform.

The Agency intends to award a firm-fixed price contract for the Lotus Notes migration effort.

2.2 Objectives

The Federal Election Commission (FEC) is looking to replace several legacy Lotus Notes applications and workflows with a modernized solution. Migrating this functionality to a new platform will provide FEC with the benefits of an easier-to-use interface for both end users and backend processors, robust dashboard and reporting capabilities, and improved one-stop-shop experience for self-service.

2.3 Scope

A number of weaknesses have been identified with the current Lotus Notes applications and the associated Lotus Domino environment and infrastructure, and therefore, the FEC needs to migrate the functionality to a new platform and implement enhancements to:

• address security, reliability and business continuity issues,

• support further application and services development and

• implement further integration with other FEC applications.

• Recordkeeping abilities that conform to NARA

3.0 Requirements

3.2 Select Solution and Migrate Lotus Notes applications

The FEC is seeking to migrate 4 Lotus Notes applications to a modern solution. For all 4 migrations the FEC would like the following expertise across all releases:

• Work with the FEC to identify and select a new platform/architecture.

• Ensure project progress by facilitating Scrum meetings, maintaining releases, sprints and stories, clearing roadblocks all while adhering to an Agile, user-centric development methodology.

• Host design workshops and backlog refinement sessions with subject matter experts (SMEs) to identify business needs and translate them into user stories and acceptance criteria for rapid application development that leverages platform capabilities.

• Build and configure components that meet the acceptance criteria specified in the Statement of Work requirements of the contract; produce associated technical documentation.

• Provide bi-weekly demonstrations (demos) of project progress to customers and stakeholders at the completion of each sprint.

• Adhere to industry standard best practices to ensure maximum usability, functionality and compatibility for long-term use.

• Provide a slide deck, live training session (with hands-on component), and a recording of the training session for each release.
