1. Will the Government accept written proposal submissions on a CD/DVD?
Yes. Please send all materials to the address below. All proposals must be received by the CSB no later than Friday, August 17, 2018 at 5:00 PM ET. Late proposals will not be considered.

2. What is the file size limit if e-mailing the proposals?
30 MB. Proposals larger than 30 MB should be submitted via a recognized file sharing application (such as Dropbox, Box.net or Google Drive) or in hard copy. Please also send a separate email to contracts@csb.gov as notification that a proposal is being sent via file sharing application. An email confirmation of receipt will be sent. Proposals should be emailed to contracts@csb.gov.
3. Is the Offeror permitted to hand-deliver the proposal?
No hand delivery will be accepted.
4. We respectfully request to extend the due date to August 24th to allow adequate time for Offeror SAM registration to be updated.
The CSB will not extend the deadline to submit proposals.
5. Pricing is requested as a daily rate. Should this rate only include 3D animation production, or should it be a fully loaded rate to include all anticipated supporting tasks such as art direction, project planning and management, video editing, sound editing, etc?
The daily rate should be a fully-loaded rate based on the requirements described in the PWS.
6. Will rendered animation segments be the deliverables given to CSB for final editing by CSB staff, or will the contractor be doing final editing (addition of voiceover, editing of multiple scenes into a final video, etc…)?
The CSB will conduct video editing and production. The Contractor will be responsible for delivering the animation segments.
7. The proposal asks for two types of pricing, one based on firm-fixed Daily Rate; and later on page 11 of 12_-_FINAL_Solitication.pdf there is a Task Proposal request for price proposals required for the project.
The Contractor should provide firm-fixed daily rates in the pricing sheet provided. Not-to-exceed values for individual task orders will be negotiated following the award of the contact(s) to successful offeror(s) based on firm-fixed daily rates provided in the proposal.

8. For the Pricing Sheet would you like me to quote a Daily Rate based on the past amount of videos made (using https://www.youtube.com/user/USCSB/videos as a guide)? This would give us a good ballpark of the level of needs and complexity for all video projects in one year to then quote a Daily Rate. It seems last year that ~59 minutes of video footage was created. Or would you prefer us to quote a Daily Rate based on a single video; but our actual quotes will depend per project as we receive them?
The offeror has the discretion to set the daily rate based on their estimate of the level of effort. There is a guaranteed minimum of $5,000.00 for the contract recipient(s) in the base year of the contract.
9. Does [the PWS] imply that payment terms include no deposit before work begins?
Typically animation Contractors work with a Deposit in their terms, 25% or 50% depending on complexity and length. Would CSB be amenable to any of these terms?
The CSB will not provide financing for work not yet completed. All invoices will be paid following the acceptance and approval of the deliverable by the COR.
10. Whether companies from Outside USA can apply for this (like, from India or Canada)?
An award will be made to a U.S.-owned company. All work shall be completed in the United States.
11. Whether we need to come over there for meetings?
The Contractor shall complete all work in their facilities. The CSB does not foresee a need for the Contractor to travel to the CSB’s office.
