Questions and Answers to USAGM Solicitation No. 951700-20-R-00008 Shortwave Broadcast Transmission Services

Question 1: The RFQ states a start date of May 30th, however the current contract extension runs until May 31st. Is this date correct?

Answer to Question 1: The period of performance start date has been revised. The start date for the base year is June 1, 2020 and the end date is December 31, 2020.

Question 2: In the “LEASE AGREEMENT BETWEEN UNITED STATES AGENCY FOR

GLOBAL MEDIA (USAGM) AND CONTRACTOR FOR BROADCASTING

TRANSMISSION SERVICES” under “ARTICLE II – TERM OF THE AGREEMENT” the Base Period is listed with June 01, 2015 through December 31, 2015.

We think this is a typo and should be June 1, 2020 through December 31, 2020.

Answer to Question 2: See answer to Question 1.

Question 3: The second “Days” Column on the indicated entries in the transmission schedule should read “5” instead of “”7”.

Answer to Question 3: The second “Days” Column on the indicated entries in the transmission schedule have been revised.

Question 4: The hours per week for 13860 from 1500-1630 UTC (1.5h) should be 10.5 instead of 10.0. This would also affect the total amount.

Answer to Question 4: The hours per week have been revised.

Question 5: I just have a short question to avoid any confusion. Could you confirm that the offers should be received until May 05th, 2020 at 12:00 pm EDT?

Answer to Question 5: The solicitation close date is extended.

Question 6: There seem to be four discrepancies in the transmission schedules. In those cases the first “DAYS” column is filled with “MO-FR” but the second “DAYS” column is filled with 7 days per week.

Answer to Question 6: The second “Days” Column on the indicated entries in the transmission schedule have been revised.

Question 7: Given that we already provide the services listed and have done successfully for the last 5 years, is it appropriate to use our ongoing provision of your Shortwave services as evidence of capability across all areas?

Answer to Question 7: Each Offeror is required to provide three (3) Past Performance Questionnaires (PPQ). Offerors shall also provide the names of three (3) customers/clients and the following information: (i) client's name, address, and name, email and telephone number of the contact person; (ii) dollar amount of the contract; (iii) term of the contract; and (iv) brief description of the work performed.

Question 8: I just saw another small mistake in the winter schedule.

Answer to Question 8: The hours per week for 13860 from 1500-1630 UTC (1.5h) should be

10.5 instead of 10.0.

Question 9: There seem to be four discrepancies in the transmission schedules. In those cases the first “DAYS” column is filled with “MO-FR” but the second “DAYS” column is filled with 7 days per week. Could you please verify this and let us know the correct amount of days and total hours to be calculated?

Answer to Question 9: The transmission schedule has been revised.

Question 10: In the “LEASE AGREEMENT BETWEEN UNITED STATES AGENCY FOR

GLOBAL MEDIA (USAGM) AND CONTRACTOR FOR BROADCASTING RANSMISSION

SERVICES” under “ARTICLE II – TERM OF THE AGREEMENT” the Base Period is listed with June 01, 2015 through December 31, 2015.

We think this is a typo and should be June 1, 2020 through December 31, 2020. Also in the table below the base Period is indicated to start on 04/01/2020. We think it should be 06/01/2020.

Answer to Question 10: See answer to question 1.

Question 11: Should the start date be June 01, 2020, since our current extension is through May 31, 2020?

Answer to Question 11: See answer to question 1.
