14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to provide responses to questions and requests for clarification. As a result of this amendment, the solicitation closing date and time is changed from July 5, 2024. PROPOSALS MUST BE RECEIVED ON OR BEFORE 1:00 PM ET ON July 8, 2024.
NO questions or clarifications concerning this solicitation shall be submitted after 1:00 PM ET ON June 27, 2024. OFFEROR IS REQUIRED TO SIGN AND RETURN
THIS AMENDMENT TO THE ISSUING OFFICE.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Response to Solicitation 951700-24-R-0028 Questions Received:
Question 1: We understand that the current C-band backhaul for this service is on IS-19, transponder WH18C and that Thaicom is downlinking this backhaul for the Thaicom 6 service. Is the backhaul to Thaicom 6 the exclusive use of this channel, and is this channel part of the current service and used to fulfill the requirements of the referenced paragraph? If an offeror can provide this channel via Measat 3D (which Thaicom can receive) does this then remove the need for the IS-19 channel to continue? Are any other locations downlinking IS-19?

Government Answer: The placement of the VOA/RFA News (Burmese) video on IS-19 is not related to this Thaicom requirement. The current Thaicom 6 service does not use IS-19 for C-band backhaul. It uses a different satellite. Offerors can use any C-band backhaul capacity available for primary delivery to the uplink teleport. The VOA/RFA News channel will remain on IS-19 indefinitely. Yes, other USAGM entities are downlinking IS-19.
Question 2: Thaicom can and does take SRT as a primary backhaul. Would USAGM consider SRT delivery to Thaicom in lieu of the C-band satellite backhaul?
Reference: No reference.
Government Answer: No. The requirement is to deploy C-band satellite backhaul as the primary delivery method with SRT or Zixi as the backup in order to provide diverse and robust signal distribution to the uplink teleport to improve stream availability.
