| Independent Government Cost Estimate (IGCE) Tool Overview |
| General Information |
| Purpose |
| The Independent Government Cost Estimate (IGCE) Tool is designed as a guide to help the Program Offices develop IGCEs as part of a completed PR Package. |
| IGCE Summary Worksheet |
| The IGCE Summary worksheet contains summary information of the cost estimate. The summary consists of information on direct labor costs and other direct costs for the base and all option years of the procurement. Program Managers (PM) or the Program Mangager Office (PMO) Designee should only enter procurement-identifying information (i.e., contract title, PR number, task order number, anticipated contract type, etc.) and labor categories are directly input or typed into the 'IGCE Summary' Worksheet. All other information displayed in the summary is linked to information in the 'Labor Details' and 'Other Direct Costs' worksheets. This information is automatically populated in the summary worksheet as the other worksheets are completed. The IGCE Summary will be included in the final PR package that is sent to the Office of Acquisition. |
| Labor Details Worksheet (base and option years) |
| The Labor Details Worksheet contains labor information (e.g. rates, labor categories, etc) and links them to specific tasks required to fulfill the requirement and individual tasks articulated in the SOW/PWS/SOO. |
| Labor Categories Worksheet |
| The Labor Categories Worksheet contains information on the types of labor, associated rates utilized in fulfilling the procurement requirements for multiple time periods that may be associated with the procurement period of performance. The Labor Details worksheet utilizes the information in the Labor Categories Worksheet to automatically calculate labor costs. |

| FOR SERVICES |
| 1) Enter information in rows 1-6. Anticipated contract type means Firm Fixed Price, labor hour, etc. Please note, for service contracts, if you only intend to pay for the hours the contractor works, this is a Time and Materials type contract, NOT Firm Fixed Price. Firm Fixed Price service contracts incorporate fairly specific tasks in the SOW, for which a contractor must deliver on time for, whether they work under or over the hours estimated. |
| 2) Enter the labor categories, labor hours, and labor rates. The current inputed hours counts down from 2080 yearly hours, minus 10 federal holiday (80 hours), minus three weeks of paid vacation (120 hours). Depending on a contractor's benefits, vacation may only be 2 weeks (1920 hours). Always better to utilize a higher estimate to ensure that funds are available for award. |
| 3) Enter any Other Direct Costs that will be billed DIRECTLY to the contract. For example, travel funds that the government intends to reimburse for a conference attendance would be acceptable. However, the contractor's computer workstation or laptop that they utilize for this project likely would be an INDIRECT cost to a contract, unless it is a very specific item that the contractor must use to successfully perform the contract. Any such purchases would need to be acocunted for using Govt. Furnished property clause. |
