SOLICITATION #951700-18-P-0095

QUESTIONS & ANSWERS

1. Under Evaluation Factors for Award, Part I – Technical, Factor 4 Price Instructions Pricing, the instructions state: “Offerors may not propose labor categories in addition to the CLIN Structure. All proposed labor categories and associated hours and costs should be included in the cost/price table.” Will BBG allow offerors to propose pricing within the CLIN 1 and CLIN 4 (EEO Investigative Services Category) cost/price table for different types of EEO cases and additional issues? (i.e.: Individual Case - with one issue; Individual Case - per additional issue;

Individual Case – Continuing Violation; Consolidated case -One Issue, etc.?

YES, the Contractor may propose pricing within the CLINs 1 and 4 for different types of EEO cases and additional issues.

2. Under Evaluation Factors for Award, Part I – Technical, Factor 4 Price, the instructions state:

“Offerors may not propose labor categories in addition to the CLIN Structure. All proposed labor categories and associated hours and costs should be included in the cost/price table.” Will BBG allow offerors to propose pricing within the CLIN 3 and CLIN 6 (Final Agency Decision Services Category) response for different types of EEO cases (i.e.: Individual Case- FAD;

Consolidated Case -FAD, etc.)?

YES, the Contractor may propose pricing within the CLINs 3 and 6 for different types of EEO cases and additional issues.

3. Under Evaluation Factors for Award, Part I – Technical, Factor 4 Price, it mentions an ODC line item, however there is not an ODC line item in the schedule of services. Please clarify.

Reference to ODC has been removed.

4. What is the anticipated volume per year for each of the services requested: EEO Investigations, EEO Counseling, and EEO Final Agency Decisions?

The estimated volume per year for each service category is 1 – 35 cases. The award will be issued on a call order basis.

5. Please confirm that draft ROIs can be submitted electronically to facilitate a timely and cost effective response. (If draft ROIs are required to be submitted via mail, we would respectfully suggest that the deadline be moved from 45 to 55 days after receipt of the complaint file to allow the Investigator proper time to conduct the investigation.)

YES, the draft ROIs can be submitted electronically.

6. To confirm, all final ROIs are to be submitted via mail, not sent electronically?

YES, all final ROIs must be submitted via postal mail delivery.

7. Will travel be reimbursed for local travel within the DC area that does not include BBG Headquarters at a destination? —for the purpose of conducting interviews.

NO

8. Is the place of performance at the contractor’s site, or at BBG headquarters?

Place of performance is at the Contractor’s site, however the Contractor may need to come to BBG Headquarters to meet/interview Complainants or attending meetings with the

COR.

9. “The transmittal letter must contain a statement to the effect that the proposal is guaranteed for a period of at least one hundred and twenty (90) days…” Please confirm if the proposal guarantee period should be 120 or 90 days.

The transmittal letter must contain a statement that the proposal is guaranteed for a period of 90 days.

10. Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?

The following companies are currently performing the work under Blanket Purchase Agreement (BPA) number BBG50-A-16-0049:
