STATEMENT OF WORK

1.1 SCOPE OF WORK

FCMDL requires a local contractor, within a 40 mile radius for nitrogen storage tank rental and nitrogen gas supply. The contractor is responsible for installing, maintaining, and making all connections for a bulk nitrogen storage tank (minimum 900 gallons). The contractor shall re-supply the tank with liquid nitrogen as dictated by a telemetry system which informs the contractor when the liquid nitrogen supply is low. Delivery shall take place during standard working hours, between 8:00 am and 5:00 pm.

The cost of the nitrogen will be based on the actual amount supplied. The estimated yearly amount is about 10,0000 cubic feet (cu ft)

1.2 BACKGROUND

The Food Composition and Methods Development Laboratory (FCMDL) is part of the Beltsville Human

Nutrition Research Center (BHNRC) of the Agricultural Research service (ARS) of USDA. FCMDL is responsible for developing new and improved analytical methods for analyzing the components (vitamins, minerals, and primary and secondary metabolites) in the US food supply. High Performance Liquid

Chromatography-Mass Spectrometry (HPLC-MS) is the analytical methodology that is critical to performing these analyses. FCMDL has 9 HPLC-MS in the building. This instrumentation requires a constant supply of nitrogen gas. FCMDL has determined that converting to a to a central supply and distribution system as opposed to maintaining individual nitrogen tanks in each laboratory would be cost effective. As a result, a reinforced concrete pad was constructed, a bulk nitrogen storage tank

(900 gallons) was rented and installed, and a distribution system was constructed with pressure regulator manifolds in 7 labs. A contract was obtained for rental of the bulk storage tank and routine supply of liquid nitrogen.
