cn104-000110-00 SECTION 104.01—INTENT OF CONTRACT of the Specifications is replaced by the following:

The intent of the Contract is to provide for the completion of all work specified therein.

The Contractor shall base his bid on the cost of completing all work specified in the Contract.

Budgetary constraints as deemed necessary by the Department may be imposed at any time during the life of the Contract. This may affect the number of routes paved and thus the final quantity of work to be performed.

If prior to initiating or during the performance of the work, the Engineer determines that the cost of completion of all work specified in the Contract will exceed the limits of the budgeted funds, the Contractor will be notified immediately. With such notice the Engineer will specify which routes will be deleted according to the Department’s predetermined listing of priorities.

If after routes are deleted and work proceeds, budgets revisions indicate that the cost of work to be completed by the Contractor will fall below the limits of the budgeted funds, the Department will determine which of the previously deleted routes will be returned to the Schedule to be completed at the contract unit price.

VIRGINIA DEPARTMENT OF TRANSPORTATION

SPECIAL PROVISION FOR

ASPHALT PAVEMENT GROOVING FOR PAVEMENT MARKING

September 7, 2022

I. DESCRIPTION

This work shall consist of installing pavement grooves into bituminous asphalt concrete pavement for installation of pavement markings at locations shown on the plans and as directed by the Engineer, such that the surface of the permanent pavement markings will be below the pavement surface and thus protected from erosion/damage from traffic and snowplow blades.

II. MATERIALS

Pavement marking materials shall be as per Section 246 of the Specifications.

If the contract calls for Type B, Class VI pavement markings to be installed in the groove, then the Contractor shall use Type B, Class VI material that is designed to provide wet night Retroreflectivity.

II. EQUIPMENT

The Contractor shall submit documentation on the cutting equipment to be used for approval by VDOT prior to beginning any grooving operations.

Cutting or grinding equipment may use either of the following methods, except that multi-box or multi-pass grinding/grooving shall be used where the corresponding permanent marking is Type B, Class VI (patterned preformed tape). Flail-head grinder heads shall not be used.

• Saw-blade type cutting heads: A single, large diameter, 12–18 inch saw blades, cutting head with gang-stacked 0.0625-0.25 inch wide diamond cutting blades, with spacers between the diamond cutting blades.

• Multi-Box or Multi-Pass Grinding/Grooving: The first grind box or pass may be performed using cutting or grinding heads with polycrystalline diamond coatings (PCD heads), or a gang-stacked diamond cutting head. For grooved tape installations, only the first pass can be cut with the PCD head, to no more than 50% of the total groove depth; subsequent passes must be performed with a gang-stacked diamond cutting head.

The equipment shall be capable of recessing the total width of the recess in one pass for up to a 9 inch width recess, or be capable of recessing uniform depths with multiple passes for greater than 9 inches. If multiple passes are approved, the ridge between passes shall be mechanically removed prior to recess cleaning.

The equipment shall be capable of recessing double lines simultaneously or parallel lines to a uniform depth with two passes.

III. GROOVE DIMENSIONS

The groove shall exceed the width of the marking material by 1-1.5 inches. For double yellow lines or one-way passing zone markings on undivided roads, each line shall be in a separate 5 inch groove with 6 inches between groove edges.

The edges of the pavement grooves shall be offset at least 2 inches from the longitudinal pavement joint in the final pavement surface, unless otherwise specified in the plans or if directed by the Engineer.

For skip line or dotted lane line markings, the groove shall start and end at the beginning and end of each skip/dot with a tolerance of ± 6 inches; do not provide a groove between successive skips/dots.

The grooving equipment shall be capable of installing a groove 6 inches away from any vertical or horizontal obstruction.

The groove depth shall be as per Table 1 below.

Table 1 – groove depth requirements

Permanent Marking Material Type** Groove Depth

Type A, Class II (high build paint) 80 mils ± 20 mils

Type B, Class I (thermoplastic) 140 mils ± 20 mils

Type B, Class VI (patterned preformed tape)

140 mils ± 20 mils

Type B, Class VII (polyurea) 80 mils ± 20 mils

**For material types not shown, minimum and maximum groove depth shall be as per the Contract Documents

The grooving shall be performed within the tolerances specified. Failure to meet the tolerances specified shall result in suspension of work until the Contractor demonstrates that the tolerances can be fully met and a plan is presented to the Engineer for maintaining quality control and correcting out-of-tolerance grooving.

IV. INSTALLATION

Pavement grooving shall not be implemented on bridge decks, Portland cement concrete surfaces, surface drainage structures, or loop sensor sawcut locations.

The Contractor shall have a certified Pavement Marking Technician present during all pavement grooving activities.

Newly installed bituminous asphalt concrete pavement shall not be grooved until the pavement has achieved the necessary strength and hardness to support grooving. Any damage to pavement resulting from grooving operations shall be repaired at no additional cost to the Department.

If the grooving cannot be accomplished on the same day as installation of the final surface, then Temporary Type A, Class I pavement markings shall be installed in order to avoid exceeding the maximum duration for unmarked roads as per the Section 704 Special Provision for Paving Schedules.

Within the first 50 feet, the Contractor shall measure the groove depth using a micrometer, depth gauge, or taper gauge. Subsequent readings shall be conducted every 500 feet, and within the first 50 feet following any adjustments to groove cutter head settings/methodology. The Contractor shall record the groove depth readings and provide them to the Engineer. The Contractor shall immediately make necessary adjustments to the groove cutter head settings/methodology if the groove depth readings indicate a groove depth out of the tolerances listed herein.

The groove have a smooth finish on the bottom, with groove ridges not exceeding 10 mils in height.

Within the first 50 feet of grooving, the Contractor shall perform a test to confirm that the grooving is not resulting in excessive micro-fracturing of the pavement surface that will inhibit proper adherence of the permanent marking material, using either ASTM C1583, the pavement manufacturer’s installation instructions, or the peel test method described in 3M Information Folder 5.18, Guidelines for Installing Pavement Markings on Grooved or Scarified Pavement Surfaces (https://multimedia.3m.com/mws/media/156542O/if-5-18-grooving-guidelines-for-stamark-tapes-and-liquid.pdf). If the test indicates excessive micro-fracturing, then the Contractor shall adjust their equipment and repeat the 50-foot test installation process as necessary until the Contractor successfully demonstrates that their grooving process is not resulting in excessive micro-fracturing.

The peel test method may be accomplished using any Type B, Class VI material on VDOT’s Material Approval List.

The groove shall be swept and vacuumed clean during the grooving operation to remove debris and dust generated during the cutting operation.
