About this file

This document is a Market Research Request from the Defense Logistics Agency (DLA) Troop Support for a Tile Absorber (NSN 9320-01-240-5534). The research aims to determine an acquisition strategy for procuring the item through an Indefinite Quantity Contract with a potential term of one to two years, with options to extend up to a total of five years. The estimated annual demand is 4,944 boxes, and the agency is seeking detailed information from potential vendors about commercial availability, manufacturing capabilities, pricing, delivery options, and contract terms.

The market research survey covers extensive vendor capabilities, including commercial item classification, material composition, stocking abilities, transportation logistics, pricing sensitivity, production rates, minimum and maximum order quantities, business size, surge capacity, and potential contract challenges. Key points of interest include willingness to accept Economic Price Adjustment (EPA), ability to meet tight Request for Proposal (RFP) timelines, Electronic Data Interchange (EDI) capabilities, and potential long-term supply constraints. Vendors are requested to respond by September 24, 2025, with comprehensive insights to help DLA Troop Support structure the most effective procurement approach for this item.

SUBJECT: Market Research for: NSN 9320-01-240-5534 Tile Absorber

DLA Troop Support (DLATS) is conducting market research on the above item to determine an acquisition strategy that will enhance our support of military customers worldwide as well as to determine what your industry will be capable of providing with respect to the required item. For this reason, DLATS would appreciate your firm sharing your expertise and insight into how this item can be most efficiently procured.

DLATS anticipates issuing a solicitation for the referenced item under an Indefinite Quantity Contract.

The contract may be for a term of one year or two years. Further, it may contain an option to extend the term of the contract. If an option to extend the term of the contract provision is included in the solicitation, each option term would be one year. However, the total contract term will not exceed five years. The answer to the questions concerning pricing will be one of the factors that will help the Government to determine the terms of the contract.

It should be noted that this inquiry, in no way, should be interpreted as a solicitation for offers. No information provided in response to this inquiry will be considered binding between the vendor and the Government. With these facts in mind, it is requested that you review the items listed above and answer the questions on the attached pages. The answers you provide will remain confidential. Please return this survey to Michael Tierney, by C.O.B. 9/24/2025 by email at Michael.Tierney@dla.mil

Thank you for your time and consideration.

Sincerely, Michael Tierney Contracting Officer
