NUMBER
BOR-DO-20-N006
PROJECT TITLE Concentrate Minimization—Inline Static Mixer/Crystallizers
RECIPIENT University of Colorado – Boulder
ANTICIPATED
FEDERAL AMOUNT $192,983.00
STATUTORY
AUTHORITY
Public Law 111-11, Section 9509, Research Agreement Authority
The Secretary may enter into contracts, grants, and cooperative agreements, for periods not to exceed 5 years, to carry out research within the Bureau of Reclamation.

SUMMARY OF
PROJECT
ACTIVITIES
Under this Cooperative Agreement, University of Colorado Boulder will study Concentrate Minimization, inline static mixer/crystallizers. The project will translate this correlation into the static inline mixers and perform systematic experiments to estimate the parameters.
Researchers at University of Colorado Boulder will focus on the following tasks:
• Translate previously found correlation (previous BOR-CU Boulder collaboration) into bench scale static inline mixers and perform systematic experiments to estimate the parameters
• Bench scale testing of the static inline mixer to increase rate of nucleation and crystallization of 2 model Reverse Osmosis concentrate streams
• Pilot scale testing of the static inline mixer to increase rate of nucleation and crystallization of Reverse Osmosis concentrate stream at demonstration site mailto:mreichert@usbr.gov

SELECTION
JUSTIFICATION
Reclamation did not solicit full and open competition for this award based on the following unique qualifications with the Principal Investigator has experience developing Crystallization Kinetics Surface Patterns and is expanding on the successful results with previous work with the economical solidification (crystallization) of sparingly soluble salts and the ability to reduce the overall cost of the project by performing the work under the Rocky Mountains Cooperative Ecosystem Studies Unit Agreement.
Dr. John Pellegrino, Principal Investigator, has unique technical expertise and extensive experience and knowledge relating to the chemical engineering and developing Crystallization Kinetics Surface Patterns. He also has a wealth of experience and knowledge in membranes, mass transfer, and the overall goals in Reverse Osmosis.
The Principal Investigator is only researcher that can conduct the work outlined within the time schedule and budget required while having extensive experience working with Reclamation. The work to be performed under this agreement builds upon previous work performed under Cooperative Agreement R17AC00033 and will improve that project’s outcomes.
