About this file
This is an Industry Day presentation for a Progressive Design-Build (PDB) project under Other Transaction (OT) Authority for the 91st Cyber Operations Center at Lackland Air Force Base, Texas.
The U.S. Army Corps of Engineers (USACE), Fort Worth District, is seeking a qualified Design-Build team to construct an approximately 42,000 square-foot Cyberspace Operations Center to support Air Combat Command's 91st Cyber Operations Squadron. The facility must enable Offensive Cyberspace Operations and include redundant power supply with generators, innovative construction methods (modular construction, 3D printing, self-healing concrete), and meet stringent security requirements including Intelligence Community Directive (ICD) 503/705, TEMPEST compliance, SCIF/SAPF planning standards, UFC-4-010-01 Anti-Terrorism requirements, and CMMC Level 1 cybersecurity standards. The project is located at Security Hill Campus, Lackland AFB, Texas. The acquisition uses a two-phase OT approach: Phase 1 (Design and Preconstruction Services) authorized under 10 U.S.C. § 2808a with MILCON design funds; Phase 2 (Final Design and Construction) with MILCON construction funds. The Request for Qualifications (RFQ) will be posted October 13-27, 2026 at SAM.gov. The competitive selection timeline includes SOQs due October 27, 2026; down-select decision November 10, 2026; pitch presentations December 7-9, 2026; firm selection December 18, 2026; Phase 1 award March 2027; Phase 2 start July 2027; Phase 1 completion in FY28; and construction completion November 2029. Interested teams must submit 20-page white papers addressing team composition, relevant project experience, PDB/OTA execution approach, project understanding and risk management, key personnel identification, and demonstrate $96 million phased bonding capacity. The Government will evaluate up to three down-selected teams through interactive pitch presentations assessing collaboration, innovative solutions, and problem-solving abilities. Small business participation is encouraged but not required. Phase 1 negotiations include collaborative cost development through open-book estimating; if negotiations fail, USACE may proceed with the next highest-qualified team or exercise an off-ramp to retain design and separately procure construction. Construction laws including Davis-Bacon, OSHA, environmental compliance, payment and performance bonds, and security requirements apply. Feedback on draft documents may be submitted through ProjNet (https://www.projnet.org/projnet, Bidder Inquiry Key: 4WYAJE-W25472) by October 20, 2026.

What Happens After Award? (Partnership Begins)
What Happens After Award? (Partnership Begins) Post-Award: The Phase 1 Partnership
• Award of the Phase 1 OT is the beginning of our collaborative partnership, not the end of the acquisition.
• Upon award, the selected Design-Builder will immediately integrate with the USACE and Air Force team to begin the Phase 1 design and pre-construction phase. This is a transparent, hands-on process.
Key Activities in Phase 1:
• Jointly Develop the Design: You will participate in regular collaborative design reviews to advance the facility design from concept to a mature, buildable solution.
• Build the "Open Book" Cost Model: You will be required to transparently build the construction cost estimate, sharing actual subcontractor quotes and material pricing with the Government team.
• Manage Risk Together: You will co-manage a Joint Risk Register with USACE, working together to identify, price, and mitigate project risks before they become problems.
• Negotiate the Final Price: At the end of Phase 1, we will use the transparent Open Book model and our IGE to negotiate a fair and reasonable GMP for the Phase 2 construction work.
• Our goal in Phase 1 is to work as a single, unified team to de-risk the project and establish a credible, data-driven price for construction.
