Appendix E. Review Process for Review Timelines for Research Proposals and Reports
To streamline the various proposal and report review timelines included in Appendix E in the Instructions to Offerors from the RFI, IES has made the decision to discontinue Just-in-Time products and create a single review process for all research proposals and reports that is intended to get report findings into partners’ hands as quickly as possible. The process is as follows:
1. Research proposals will be reviewed by the COR, the REL Peer Review (RPR) contractor, and the NCEE Associate Commissioner. With Contracting Officer’s Representative (COR) discretion, the proposal may be considered conditionally approved after one round of REL Peer Review contractor (RPR) review. The contractor may submit data requests and seek IRB approval upon conditional approval from the COR. The proposal may only receive final approval from the Associate Commissioner. See figure 1 below for more information. We expect the average time to final Associate Commissioner approval of a proposal to remain at 4.5 months as it has been in the 2017-2022 REL cycle, with conditional approval occurring sooner.
2. Research Reports:
o Draft reports will follow this review and production process: REL COR review > RPR review > NCEE Associate Commissioner and Commissioner review > editing > Associate Commissioner review > final production and release. See figure 2 below for more information.
When necessary to address stakeholders’ needs, and at COR discretion, the contractor may opt to release an early version of the report as a white paper after Associate Commissioner and Commissioner review. White papers serve as interim reports, which will be submitted to the Secretary’s Packet and then published on the REL website and indexed in ERIC. The REL may share the white paper once it is available on the REL website and has been submitted to
ERIC.
IES estimates the white paper process will take 9 months from report submission.
o All reports, whether there is an associated white paper or not, will continue the review and production process to be released as an IES report.
IES expects the white paper review process to shorten the average timeline for release of study findings. On average, the full report review process took 11 months in the 2017-2022 cycle.
Additionally, RELs do not have a limit on the number of white papers produced each year. Decisions about white papers will be made with COR discretion and based on the needs of the stakeholders.
