About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). FDOT intends to purchase two (2) Under Bridge Inspection Machines from Aspen Aerials, Inc. for a period of two years. These machines are necessary for FDOT to perform bridge inspections, maintenance, and repairs across the state's highway system, including fracture critical, in-depth, and emergency inspections, as well as various other preventative maintenance activities. Aspen Aerials is the sole manufacturer of the specific model of under bridge inspection truck required, which has unique features such as the ability to deploy and rotate booms off both sides of the vehicle without the use of outriggers.
The estimated dollar amount for this single-source purchase is $4,666,625. FDOT currently owns and operates six under bridge inspection trucks from Aspen Aerials, but they have been in service for over 11 years and are due for replacement. This purchase will help reduce the Department's backlog of replacement needs and provide more reliable and energy-efficient equipment to maintain the safety and mobility of Florida's state highway system.

Commodity or Service Required (commodity class and group, manufacturer, model, and description, as appropriate):
25174800 Specialized vehicle systems and components; 24101500 Industrial trucks
Quantity or Term (as appropriate): Two (2) Years
Requestor (division, bureau, office, individual, as appropriate): Maintenance Office, Renee Matthews
Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The current truck mounted under bridge inspection machines in the department fleet have been in service for over 10 years and are due for replacement. The budget amount is needed to reduce the backlog of replacement needs experienced by the Department. The funds will provide equipment that will have more reliability and energy efficient. Bridges are required to be inspected every two years at a minimum. Many bridges require the use of a truck mounted under bridge inspection machine in order to provide a comprehensive inspection to ensure that they are safe and structurally sound. Special inspections are also needed to inspect for damage after accidents or natural disasters.
The Department of Transportation owns and operates as part of the Department fleet 6 bridge inspection trucks. These trucks were procured in 2010 and 2011 and after 11 years of use, some systems and components deteriorate and the cost of maintaining these items increases. Component failures may cause costly down time, safety issues, and can require additional work for our maintenance personnel that can be avoided. These trucks have been in service for over 11 years and are due for rebuild or replacement. The budget amount is needed to reduce the backlog of replacement needs experienced by the Department. The funds will provide equipment that will have more reliability and more energy efficient. The under-bridge inspection trucks are essential for the Department to maintain safety and mobility of the state highway system. The under-bridge inspection trucks allow department employees to perform bridge inspections, maintenance, and repairs of the state bridge network. This includes, but it is not limited to fracture critical, in-depth, and emergency bridge inspections, non-destructive testing on bridge components, deck and pier patching, resealing bridge joints, superstructure repairs, resetting and replacing bridge bearings, and preventative maintenance activities such as drain cleaning, vegetation removal, bearing lubrication, concrete and structural steel coating applications on bridge superstructure and substructure elements.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): The Department of Transportation owns and operates 6 underbridge inspection trucks model A-62 from Aspen Aerials, incorporated of Duluth, Minnesota. Aspen Aerials is the manufacture, designer, and builder of the model A-62T under bridge inspection truck. The A-62T has been in production for more than two years. The A-62T under bridge inspection truck allows department employees to perform bridge inspections, maintenance, and repairs of the state bridge network. Aspen Aerials is the only manufacturer that can supply a unit with all the features listed below.
They inclu
1. The ability for booms to deploy or rotate off both sides of the vehicle
2. Operate within a 8’-6” lane, move with the unit deployed, without the use of outriggers.
3. Counterweight that remain within the width of the body when the booms are deployed (this also complies with ANSI requirements)
4. Minimum length of boom No. 2 is 24’ long
5. Equipped with a hydraulically telescoping 4th boom which provides 14’ of vertical height
6. Equipped with a 180-degree, hydraulic rotating platform
7. CANBUS controls with color monitor at the base control station
8. Equipped with a hydraulically telescoping boom #1 which provides up to 17’ of side clearance
9. Equipped with four articulating booms; 3rd and 4th booms are hydraulically extendible
The units design does not require outriggers for machine stability with aerial booms deployed and provides complete unit stability with a counterweight balance design. The counterweight design functions within the profile of the aerial body and allows for the unit to operate within an 8'-6" lane, reducing additional lane closure requirements, increasing work zone safety, and providing complete unit mobility with aerial booms deployed. Aspen Aerials is providing technical support, diagnostics, training, and annual inspection of the Department A-62T under bridge inspection trucks. Aspen Aerials does not utilize a dealer network and does not authorize or certify any other company in the sales, repair, or service of the Aspen Aerial A-62T. Therefore, we need sole source approval for this purchase. The under-bridge inspection trucks are essential for the Department to maintain safety and mobility of the state highway system.
