Program office Questions
Vendor Questions Government Answer In the file LMS_Recompete_SOW_2018, Section 2.0, lines 3 and 4, One of the requirements is “to perform technology support tasks related to Totara, Alfresco and Kaltura open source programs”. For your context Alfresco is content management system (CMS) and Kaltura is media server (storage with delivery) system. Usually in typical learning management systems, CMS and Media server are already a lot of assets and hard to migrate both cost and time factor. We need to know if installation/upgrade, hosting and migration of existing assets from existing system is part of scope. It seems it is included according to the clause in the documentation “The platform included server set up, hosting and upgrades, Adobe Connect Video conference integration, Kaltura Video Storage and delivery, Alfresco document management system and their own proprietary course registration system.” Can tell us if it is part of the scope and more information about existing system you have?
- Technology support for this LMS is referring to troubleshooting the Moodle or Totara functionality on our website. For example, some issues arise with updates that may affect plugins or compromise some of those settings. The contractor would search for solutions and either make the corrections or identify the issues and provide resolutions to the problem.
-Alfresco was not utilized during the past 6 months so we are not using that CMS.
-Upgrades or "updates" to the latest Totara versions would be expected. Right now we are using Totara 11.0.
-On July 1, any vendor could create an account and view the current site at https://fsatraining.info/login.
-The Kaltura media server is already in place and the current contractor identified this vendor to provide the media server function. If a vendor can identify a vendor with equal capabilities, they may choose to present that in their Response to the
RFP.
-Adobe Connect is our current vendor that provides video conferencing. Other vendors providing this service are also welcome, for example Zoom.
-The content of the FSA E-training website including all CSS is created, managed, and developed by the FSA Staff. So their would be no content or course development by the contractor.
-Transitioning or migrating to another vendor from the current vendor is built into the current contract. The current contractor and any future contractors would have to provide this same service.
I am not certain I understand the "Publishing System" inquiry. Moodle and Totara both have the capability to display any content. Content is only available to our learners and is not exchanged or disseminated to any other website.

Publishing system. Usually Learning System requires content publishing system to develop content for trainings/classes. Is there a publishing system in place to use for this?

Problem and Incident management. What is the Problem and Incident management operations and issue/ Incident tracking system that will be used? Is it currently implemented in the testing/development environment or will we need to install and operate?
The current contractor does monitor on a periodic basis our website to ensure debugging messages are received and the site is operating correctly. We track incidents or issues through a case portal available from the vendor. If issues arise we submit a case with specific details to the contractor. The website is currently active and using Totara 11.0. The new updates will take affect July 1. You may create an account on our site and view the Totara platform in action on July 1.
Acquisition Questions
Vendor Questions Government Answer On Page 1, #4 Line Item Numbers there are sections for Base Year, Option Period 1 and Option Period 2 which seem to have the same content.
Could you explain for me what each of these 12 month periods represent?
The periods you see are for a 3 year contract, each period is 12 months with the base year being the first year and two option years each at 12 months.
We look at the base year and the two option years together to get the total price for the contract.
This is not different pricing options. You as the contractor lists how much it will take to provide the services for each year, it could be the same or it could be an escalation each year in pricing, On Page 5. Should Volume I, Volume II, Volume III, (Page 6) D and E all be separate files?
Each volume should be a separate file, the Signed Conflict of Interest and Offerors Reps and Certs are to be Inserted into volume II.
Is there a specific file labeling convention you would like for me to use when sending the file(s)?
13 A-C explains the labeling for each Volume.
On Page 5, Section B, first paragraph, line 2 & 3 it mentions the unit price and total price columns must be completed from Section B.5 of the RFP.

That is an error; refer to #4 line item numbers.

On page 6, Paragraph 3 it is mentioned the past performance evaluation form must be sent to the customer referenced in past performance so that they may complete and send to Mark Wise by closing date. It mentions it being attached to the solicitation, but for the life of me I can’t find it.
It is located in C, Volume III, the vendor must use these elements on their own form “For each project/program that the offeror is declaring as relevant and recent past performance, the offeror must identify the following:
1. Name of Customer
2. Point of Contact (Name of PM/CO, etc., Phone
Number, Email Address, and Mailing Address)”
On Page 6, Section B, paragraph 2 it requests that both certificates for Conflict of interest and Representations and Certifications be included in with Volume II Business Proposal. On Page 6 Section D and E is also states to have copies of the certificates. Should I include them in Volume II and Section D or E?
