About this file
This is a Notice of Intended Decision to Enter into a Single Source Contract filed by the Florida Department of Transportation (FDOT) for the procurement of the Esri Advantage Program. The program is a collaborative engagement with Environmental Systems Research Institute, Inc. (Esri) designed to provide the Department access to geospatial expertise and services to support enterprise-wide geospatial strategy development and execution at the statewide level. The Esri Program deliverables include enterprise-wide visioning and geospatial enablement through technical advisory services, annual planning meetings, collaboratively developed technical work plans, access to exclusive quarterly technology webcasts, consulting services, premium support, and training services. Additionally, the program provides premium support for all software implemented through the Department's Enterprise Agreement for ArcGIS Software, along with training for implementing the latest software solutions. The notice does not specify a contract term or renewal options.
The contract award price is $272,150.00 to Environmental Systems Research Institute, Inc. (Esri). The procurement is classified as a single source acquisition under commodity codes 81111805 (Proprietary or licensed systems maintenance or support) and 81112200 (Software maintenance and support). FDOT justified the single source determination by establishing that Esri, as the owner and manufacturer, is the sole source provider of all U.S. domestic-based Advantage Programs; while some products are available through value-added resellers on a unit-priced basis, Esri is the only source for this packaged broad-based support program model. The contact for this procurement is Jocelyn Moore at the Department's Office of Geographic Information Systems, with the internal tracking number DOT-SS-26-9078-JM. The notice was posted on May 8, 2026.
