About this file

This document contains questions and answers published by the Florida Department of Transportation (FDOT) Procurement Office regarding Invitation to Bid No. DOT-ITB-26-9072-JM for Boom Mower Equipment. The solicitation seeks competitive sealed bids for boom mower equipment to establish a three-year contract with an anticipated value of approximately $2,400,000. The procurement addresses two primary items: a 30-foot telescopic boom mower and a 39-foot telescopic boom mower, along with optional attachments and accessories. All equipment must be delivered as finished, turn-key units to any FDOT location throughout Florida within thirty calendar days or less upon receipt of a purchase order. The deadline for submitting written technical questions was April 9, 2026 at 5:00 PM EST, with sealed bids due electronically by April 21, 2026 at 9:00 AM EST and a public bid opening scheduled for 10:00 AM EST on the same date. The intended award decision posting is April 28, 2026. The contract includes a renewal option whereby the Department and vendor may mutually agree to renew for a period not to exceed three years, subject to satisfactory performance evaluations and availability of funds.

The questions and answers clarify several bidder inquiries regarding equipment specifications and payment terms. The 39-foot boom length represents a desired extended reach, with no specific brand preference mandated, though the bid specifications reference brands such as Mower Max, Diamond, and Alamo Mantis. The FDOT confirmed there are no plans for future solicitations of tractor-mounted mowers. All pricing must be firm, net, delivered prices with F.O.B. destination, and advance payments are not available under this opportunity; all payments follow standard State of Florida terms. All bidders must be actively registered in Florida's MyFloridaMarketplace system by the bid opening date and are subject to a one percent transaction fee on all payments. Equipment must be new, unused, and clean with a minimum ninety-day warranty from acceptance. An in-state preference of five percent applies to the lowest responsible and responsive bid submitted by out-of-state vendors.
