About this file
This document is a sole-source determination and justification for the Oregon Parks and Recreation Department (OPRD) to enter into a multi-year contract with SOLVE (Stop Oregon Litter and Vandalism) to provide coordination and implementation of three signature beach and riverside clean-up events, management of participating volunteers, outreach to local state parks staff and community groups, and hosting of the Oregon Adopt-A-Beach program. Under the contract, SOLVE will organize and host the Fall Beach & Riverside Cleanup in September 2022, the Oregon Spring Cleanup in April 2022 and April 2023, and additional cleanup events in the snowy plover off-season. SOLVE will also conduct community-building road trips and provide other outreach services to Oregon State Parks and communities, as well as host the Oregon Adopt-A-Beach webpage.
The contract has an estimated total value of $80,000 for the period from March 31, 2022 through June 30, 2023. OPRD determined that using SOLVE's services will result in substantial cost savings while supporting the department's goals and mission, as SOLVE has the necessary resources, tools, and volunteer networks to efficiently implement the events and programs.

5. Background:
Under the HB 1601 Oregon Beach Bill enacted in 1967, the public has free and uninterrupted use of the beaches along Oregon’s 362 mile-long coastline. The Oregon Beach Bill also directed that the ocean shore be administered as a state recreation area.
The Oregon Parks and Recreation Department is charged with the protection and preservation of the recreation, scenic, and natural resource values found on Oregon’s

Oregon Parks and Recreation Department (OPRD) is preparing to enter into a multi-year contract with SOLVE to provide coordination and implementation of its three signature beach and riverside clean-up events, including management of participating volunteers, providing outreach events to connect local state parks staff and community members and groups, and hosting Oregon Adopt-A-Beach program and its webpage, during the contract period. 5. Findings:
a) Market Research Overall Finding /Pursuant to ORS 279B.075.
b) Findings of Fact Pursuant to ORS 279B.075(2)(d): The determination of the sole source procurement is based on findings that use of services provided and coordinated by SOLVE will result in substantial cost savings, while supporting OPRD goals and mission. Costs will be substantially lower because SOLVE has resources and tools needed to implement the events. SOLVE has networking in place to cultivate and manage volunteers in communities all across the state for maximum participation. SOLVE will facilitate safety orientations and furnishes gloves and trash bags to all volunteers.
SOLVE is the sole provider of the Oregon’s Adopt-A-Beach program and is providing the services at the minimum cost for the maximum benefits to serve the Oregon communities as it has been operating services through working with volunteers and partnering with public agencies and community for restoring and preserving Oregon’s environment.
Each year SOLVE provides resources to communities throughout Oregon, focusing on litter cleanup, tree planting, and invasive removal projects. 1SOLVE creates an average of 40,000 volunteer opportunities across the170 state annually.

o September 2022
• Oregon Spring Cleanup:
o April 2022 o April 2023

Outreach to Oregon State Parks and Communities SOLVE will conduct community-building via network-strengthening road trips, and other types of outreach, to grow our impact in areas across Oregon with less densely populated parts of the state where engagement has historically been low. The emphasis of this outreach will be to connect with local state parks staff and community members and groups. These activities provide staff the opportunity to meet and connect with existing and lapsed partners with the intent of developing SOLVE Leader commitments to ensure ongoing stewardship of park properties. These road trips will allow us to better understand the needs of Oregon State Parks on the eastern half of the state so SOLVE can connect local communities with supplies and support to ensure clean natural areas for locals and visitors.
Total Outreach Effort Investment: $15,000
Oregon Adopt-A-Beach Through the Oregon Adopt-a-Beach program, SOLVE will host a webpage highlighting community events from coastal partners. This webpage will serve the coastal partners as a central hub for events taking place on Oregon’s beaches.
